SUMMARY The Southwest Parks &Monuments Association has presented a public art proposal entailing the use of an outdoor sculpture. Konried Muench, who created the public art displayed at the Ventana site, designed the sculpture. The design theme entails "directing the natural beauty of the outdoors to the indoors". The proposed art consists of three steel beams (2"thick and 9"wide)that entwine over an area of 14' in diameter. The steel will be treated with a patina to encourage a consistent rust color—like the sculpture in front -f Ventana. The proposed sculpture will be 7 feet tall. As indicated on the attached development plan, the proposed art will be positioned within a 29' circular area (surfaced with decomposed granite)near the main entrance of the building. As a result, it will be visible to not only clients—but also passersby on the road. STAFF REVIEW A building permit will be required to insure structural-safety aspects of the proposal. The proposal meets the 1-% of construction cost criterion and will be visible to the public for more than 40 hours per week. PUBLIC ART REVIEW COMMITTEE (PARC) ACTION The PARC met with the artist and applicant on December 3, 2001. After visiting the site, PARC voted unanimously(3-0) to recommend conditional approval. The following condition was specified: • Utilize an odd number of large rocks—rather than an even number. The applicant stated that they are amenable to the condition. RECOMMENDATION Gaff recommends approval upon satisfaction of the conditions specified in Exhibit A.
