SUBJECT: Conceptual Model Home Architecture for Rancho Vistoso Neighborhood 10 Parcels S,U
and V, lots 1-6, 8-11, 13-49, 67-71, 103-105, 129-134, 139-141 and 207 located on the
northwest and northeast corners of La Canada Dr. and Moore Rd, OV1312-05.
SUMMARY
The Conceptual Design Review Board (CDRB) is required to review and may approve conceptual model
home architecture for all subdivisions. Richmond American Homes proposes five (5) one and two story
models for the Rancho Vistoso Neighborhood 10 Parcels S, U and V (aka Torreno).
The proposed models have included elements of Spanish, Italian/Tuscan design. Features include varied
rooflines, façade articulation, tile roofs, window shutters, accent paint colors, varied garage door styles and
stone veneer. The applicant has submitted a map showing the locations of the lots proposed for these
models. The proposed models will complement existing homes in the subdivision as shown in the attached
photos (Attachment 4).
Background
Rancho Vistoso Neighborhood 10 Parcels S,U, and V were created in 2005. The subdivision contains 215
lots located north of Moore Road and bisected by La Canada Drive. A majority of the lots have completed
homes built by K. Hovnanian, Great Western Homes and Stone West Construction. Richmond American is
proposing to build five model homes on the remaining 65 of vacant lots.
Site Conditions
• Total lots in Rancho Vistoso NH 10 SUV subdivision: 215
• Total lots to be developed by Richmond American Homes: 65
• Lot sizes range from 5,000 square feet to 8,000 square feet and 45' to 60' in width.
• Maximum allowed building height = 30'. Models are one and two-story, 16' to 27' in height
• Zoning is Rancho Vistoso Planned Area Development (PAD), Medium High Density residential and
Medium Density Residential.
• Building setbacks: Front 20' Side 5'; and Rear 10'
• Surrounding uses include residential to the north and east, the La Cholla Air Park to the west,
residential to the southeast and undeveloped land to the southwest.
Proposed Improvements
• Five (5) model plans:
• Two (2) single-story models (Plans T18F Ford and T16F Fenton)
• Three (3) two-story models (Plans T269 Fremont, T241 Franklin, T22F Fletcher)
• Three (3) elevations (Spanish, Italian/Tuscan) for each model
• Nine color palettes, nine roof tile selections, and one stone veneer selections are proposed

ANALYSIS OF CONCEPTUAL DESIGN REVIEW PRINCIPLES AND DESIGN STANDARDS
The following is a list of noteworthy review criteria (in italics) followed by staff commentary.
Co nce tualArchitectural Design Review Principles-Zoning Code Section 22.9.D.5.b
• Section 22.9.D.S.b.is "Design: building architectural design shall be appropriate for the climate and
characteristics of the Sonoran Desert, including indigenous and traditional textures, colors, and
shapes found in and around Oro Valley. All development shall maintain and strengthen the high
quality of design exemplified in Oro Valley through project creativity and design excellence."
Thearchitecture for each of the proposed model homes is available in the Spanish, Italian/Tuscan
styles, similar to homes found in Rancho Vistoso. Following is a list of features found in each of the
rchitectural styles. Note that these are typical features and not all features are found on all plans.
Tiled roofs with coordinating paint schemes
Mullions on the front windows
Decorative window shutters around front windows
Projections (popouts) above and below or around the windows
Stucco wainscoting with coordinated paint along the front of the buildings wrapping around to
the sides.
Front porches on the two story models
Rear covered patios
Decorative canales
Exposed rafter tails
Decorative garage doors
• S edion 22.9.D.S.b.ii: "Scale, Height, and Mass: building scale, height and mass shall be consistent
withthe Town-approved intensity of the site, designated scenic corridors, and valued mountain
viws. Buildings shall be designed to respect the scale of adjoining areas and should mitigate the
r-iegative and functional impacts that arise from scale, bulk and mass."

t h ebuilt homes in the area.
• Section 22.9.D.5.b.iii: "Façade Articulation: all building facades shall be fully articulated, including
varhtion in building massing, roof planes, wall planes, and surface articulation. Architectural
e/ vents including, but not limited to, overhangs, trellises, projections, awnings, insets, material, and
teAre shall be used to create visual interest that contributes to a building's character."

• Section 3.2.B.3.b. "Windows shall be recessed from the building wall, or casement windows, lintels
above the windows or pop outs around the window frame shall be provided."
The applicant has provided popouts above, below and/or around each window on all four sides of each
model.
• Section 3.2.B.4.a. "Project design shall consider and integrate all elements by...considering the design
of all sides of a building ("four-sided architecture'). All four sides of the building shall provide adequate
architectural treatments, articulation, and fenestration to present a coherent design theme."
The front wainscoting detail has been extended around to the corners of the building. The applicant
added additional windows on the sides of the two story models. Optional windows and side doors are
available on the models.
• Section 3.2.B.5.a. "Building materials shall be of high quality and appropriate to the architectural
style and vernacular of the development. The following guidelines shall be followed:
a. Materials, including stucco, brick, adobe, natural stone, textured concrete or textured and split
face concrete masonry units shall predominate"."
Adding stone veneer to the front façade of each model elevation as a standard feature would elevate
these models to this high quality standard. A condition has been added in Attachment 1.
• Section 3.2.E.1. "All residential subdivisions with 30 or more lots shall contain a minimum of three (3)
unique home designs with at least two (2) elevations of a different architectural style."
This proposal exceeds this standard with five (5) home designs and three (3) elevations each.
• Section 3.2.F.1.a."For lots 50 feet wide and greater, the garage door should consist of not more than
50% of the total building frontage."
This standard is met for all home designs.
• Section 3.2.F.1.b. "Garages may project no more than five feet in front of the primary front elevation of
the house, unless side entry. Low walls, courtyards or other acceptable design elements may be used
to satisfy this requirement."
Many of the garages are set back from the front of the house however 2' and 4' garage extension
options are available which may reduce the front façade articulation. The standard garage on model
T269 projects 5' from the front of the house. The optional 2' and 4' garage extensions could
potentially project the garage 9' in front of the house. Staff recommends a condition of approval to
require a three (3') foot courtyard wall in front of model T269, when the garage options are chosen, to
help mitigate the garage projection
• Section 3.2.F.1.c. "Garage doors shall vary in style, color and materials as appropriate to the
architecture of the home design."
Three different garage styles are available for the models.

• Section 3.2.G.1. "Projects proposed within an existing context of a building neighborhood...should be
compatible with the existing structures..."
The model home styles are similar to production homes for the area, but the applicant enhanced the
models by adding additional wainscoting to the front of the buildings and extending it around to the
sides. The colors and materials are appropriate and compatible with the Rancho Vistoso area. The
range of natural earth tones in the color palette is consistent with the existing homes in the
development. In addition, four roof tile variations and three exterior stone veneer options are offered.
• Section 3.2.H.1.a. "At least three(3) color schemes, each containing a minimum of three (3) related hues,
shall be submitted with the model home architectural elevations."
This proposal exceeds this standard with nine (9) unique color schemes with four(4) colors in each
scheme.
CONCLUSION/RECOMMENDATION
The proposed models are designed in substantial conformance with Zoning Code Conceptual Design Review
Principles and Addendum "A" Design Standards.
SUGGESTED MOTION
The CDRB may wish to consider one of the following suggested motions:
I move to [approve OR approve with conditions] Model Home Architecture (Plans Ford, Fenton, Fremont,
Franklin and Fletcher) for the lots specified in Attachment #1 for Rancho Vistoso Neighborhood 10 Parcels
S, U and V subject to the conditions specified in Attachment #1, finding that the proposed Model Home
Architecture meets the applicable Zoning Code Review criteria.
OR
I move to deny Model Home Architecture (Plans Ford, Fenton, Fremont, Franklin and Fletcher) finding that
the proposal does not meet applicable Zoning Code Review criteria and standards.

GENERAL POLICIES FOR ALL APPLICATIONS
As specified in the OVZCR, all fees must be paid in full prior to acceptance of an application. Fees identified after
submittal are due as determined by the Planning and Zoning Director (Public Works Director for rights-of-way fees).
All fees must be paid prior to the issuance of permits and/or release of assurances. Bond release inspections may
be deducted from the appropriate bond if this is part of the language of the bond.
Charges for partial review of any project will be based on the stage of review and staff time already dedicated to the
project. The Planning and Zoning Director may refund up to 80% of the fee.
The Planning & Zoning Director may waive fees if an undue hardship has been created by the Town. All other fee
waiver requests must be approved by the Town Council.
Fees will not be applied to applications or events initiated or sponsored by the Planning & Zoning Commission or
Town Council.
GIS fees are charged per development project. For example, GIS fees charged for a rezoning would be credited
toward the GIS fees specified for a related development plan and/or plat.
Whenever independent consultant review is provided for in the OVZCR (Golf Course Overlay, Communications
facilities, Riparian analysis etc.), the applicant must reimburse the Town for all consultant fees incurred.

Dear Mr. Del Castillo:
The Conceptual Design Review Board(CDRB), at their regular meeting on July 10, 2012,voted
to approve the five model homes resubmitted on June 25,2012 subject to the following
conditions:
1. Models approved for Rancho Vistoso Neighborhood 10 Parcels S,U and V, lots 1-6, 8-11,
13-49, 67-71, 103-105, 129-134, 139-141 and 207
2. A front courtyard wall(at least 3' in height)must be provided for model Fremont when the
2' or 4' garage extension option is chosen. Courtyard walls shall be finished with materials
and colors from the approved palette.
The five model homes T 16F Fenton, T 18F Ford, T22F Fletcher,T241 Franklin and T269
Fremont have been certified complete.
