HomeMy WebLinkAboutMinutes - Historic Preservation Commission - 6/7/2021MINUTES TOWN OF ORO VALLEY HISTORIC PRESERVATION COMMISSION REGULAR SESSION JUNE 7, 2021            REGULAR SESSION AT OR AFTER 5:00 PM   CALL TO ORDER    Chair Biel called the meeting to order at 5:00 p.m.   ROLL CALL Present: Dan Biel, Chair Nicole Casaus, Commissioner Steve Hannestad, Commissioner Auvie Lee, Commissioner Michael Wilson, Commissioner Absent: Puntadeleste Bozeman, Commissioner Stephanie Krueger, Vice Chair Staff Present:Mary Jacobs, Town Manager Tobin Sidles, Legal Services Director Lynanne Dellerman-Silverthorn, Recreation and Cultural Services Manager Brandon Laue, Aquatics Manager MaryAnne Tolmie, Senior Office Specialist Attendees: Henry Zipf, Historical Society President CALL TO AUDIENCE    Chair Biel opened Call to Audience. No one wished to speak. Chair Biel closed Call to Audience.   COUNCIL LIAISON COMMENTS    Councilmember Solomon was absent.   PRESENTATIONS   1.Historical Society Update presented by Henry Zipf, President       Mr. Zipf reported that outdoor tours have been successful and are gathering momentum weekly. They hosted a Cub Scout troop with parents and leaders who learned a great deal about Oro Valley history. They are reaching out to other groups to offer private tours. The Heritage Garden coordinator created the Steam Pump Ranch book trail which coincides with the garden. They are planning to resume inside exhibits in September.   CONSENT AGENDA   1.REVIEW AND APPROVAL OF THE MAY 3, 2021 MEETING MINUTES       Motion by Chair Dan Biel, seconded by Commissioner Steve Hannestad to approve the May 3, 2021 minutes.  Vote: 5 - 0 Carried   REGULAR SESSION AGENDA   1.WELCOME NEW MEMBERS    Ms. Dellerman-Silverthorn welcomed the new commissioners. Chair Biel added that he is excited about the talent they bring to the Commission.   2.DISCUSSION REGARDING A PROPOSED ZONING CODE AMENDMENT TO CHAPTER 21 AND ASSOCIATED CHAPTERS TO REVISE THE PLANNING DIVISION WORK PLAN ADOPTION PROCESS    Ms. Jacobs thanked everyone for attending and briefly explained the proposed zoning code amendment, then asked for questions. Chair Biel asked where they can see the document. Ms. Jacobs informed the Commission they could view the document online attached to last week's Planning and Zoning Commission meeting or next week's Council Meeting. Mr. Laue added the document was attached to the Commission's agenda packet, and he will email the document directly to the Commission members after the meeting.   3.DISCUSSION REGARDING THE ORO VALLEY CULTURAL HERITAGE PRESERVATION PLAN ITEM THREE HISTORIC NEIGHBORHOODS       Ms. Dellerman-Silverthorn opened the conversation on Historic Neighborhoods. Commissioner Wilson gave a history and background of Oro Valley Estates, Shadow Mountain Estates, Campo Bello and Suffolk Hills and the incorporation of other areas to Oro Valley. He feels targeting specific areas is a priority, but without the manpower it may be difficult. Ms. Dellerman-Silverthorn reminded the Commission that the HPC has a Historic Preservation Certification through the National Park Service which allows the Commission to oversee historic properties. She encouraged the Commission to review the plan again and suggest changes so that it can be updated.   4.DISCUSSION REGARDING A FUNDING ORGANIZATION OR 501c3 AND HOW FORMING SUCH AN ORGANIZATION IS OUTSIDE OF THE SCOPE OF THE HPC       Ms. Dellerman-Silverthorn introduced Mr. Sidles. Mr. Sidles reiterated that a Commission is not  Ms. Dellerman-Silverthorn introduced Mr. Sidles. Mr. Sidles reiterated that a Commission is not authorized to form a 501C3 due to the Town Code and open meeting laws. He gave some additional information on how a 501c3 could be formed and by whom. Commissioner Hannestad added his experience with 501C3 and other types of support organizations and their effectiveness to raise funds. Ms. Dellerman-Silverthorn added her comments on the kinds of people or groups that could start a 'friends of Steam Pump Ranch group". Commissioner Hannestad added usually these types of groups work with staff, not Commissions.   5.PRESENTATION AND DISCUSSION REGARDING HISTORIC PRESERVATION TOPICS FOR CERTIFIED LOCAL GOVERNMENTS       Ms. Dellerman-Silverthorn presented a PowerPoint. Commissioner Wilson asked about historic districts vs. historic neighborhoods. Commissioner Lee asked a question regarding sale or transfer of ownership of historic property.   DEPARTMENT UPDATE    Ms. Dellerman-Silverthorn gave an update on the Alexander home zoning code change to detach their garage. She gave updates on the Garage restoration project. She updated the group on the STEAM summer camp, whose program in 2019 received the Best of the Best in Outstanding Enrichment Program from the Arizona Parks and Recreation Association. The University of Arizona WET program is also contributing to the camp this year.   FUTURE AGENDA ITEMS    Chair Biel opened the discussion. Ms. Dellerman-Silverthorn announced there are no meetings in July and August, the next meeting is Tuesday, September 7 at 5:00 p.m. (Monday is a holiday). Commissioner Hannestad offered his experience with record reconstruction and offered to present a report in September seconded by Commissioner Wilson. Chair Biel asked if we could review the current website at a future meeting - seconded by Commissioner Casaus.   ADJOURNMENT    Motion by Chair Dan Biel, seconded by Commissioner Steve Hannestad to adjourn at 6:03 p.m.  Vote: 5 - 0 Carried     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Historic Preservation Commission of Oro Valley, Arizona held on the 7th day of June, 2021.
