STORMWATER UTILITY COMMISSION
SPECIAL SESSION
OCTOBER 14, 2025

CALL TO ORDER
The meeting was called to order at 4:00 P.M.
ROLL CALL
Present: Robert Aguayo, Commissioner
Robert Schlicher, Commissioner
Richard Crocker, Chair
Staff Present: Paul Keesler, Public Works Director - Town Engineer
Dennis Roberts, Stormwater Division Manager
Commissioner Schlicher attended via telephone.
Council Liaison Harry Greene was excused.
SPECIAL SESSION AGENDA
1.DISCUSSION AND POSSIBLE ACTION REGARDING RECONSIDERATION OF RECOMMENDED
STORMWATER UTILITY RATE INCREASE TO MAYOR AND COUNCIL FOR FISCAL YEAR 2025/26
Stormwater Utility Division Manager Dennis Roberts provided a presentation that included the following:
- Stormwater Utility proposed Fee Increase
- Existing Rate vs. Proposed Rate
- Rate Increase Drivers & Timeline
- Rate Increase Summary
- Implementation of Rate Increase
Discussion ensued among the Commission and Staff.
Motion by Commissioner Robert Aguayo, seconded by Chair Richard Crocker to approve a
recommendation to the Mayor and Council to support a Stormwater Utility base rate increase following a
multi-year fee schedule, effective beginning with the fiscal year commencing July 1, 2026:
1. Fiscal Year 2027: All applicable fees shall be increased by 15% to a base rate of $5.17 beginning July
1, 2026.
2. Fiscal Year 2028: All applicable fees shall be increased by an additional 13% to a base rate of $5.84
beginning July 1, 2027.
3. Fiscal Year 2029: All applicable fees shall be increased by an additional 11% to a base rate of $6.50
beginning July 1, 2028.
Vote: 3 - 0 Carried

2.PRESENTATION AND UPDATE ON THE COMMUNITY COMMENT (60%) DRAFT OF THE
COMMUNITY'S NEXT 10-YEAR ACTION PLAN, KNOWN AS OV'S PATH FORWARD
Community and Economic Development Planner Rene Olvera provided a presentation that included the
following:
- Introduction
- OV's Path Forward — Phase 2 Let's Think
- 10-year action plan
- Going from 30% to 60% Draft — Clarifying and broadening actions
- Community Comment (60%) Draft Plan — What's in the plan:
Plan Format — Four main chapters:
Community, Sustainability, Economy, and Development
Areas of Interest
The Stormwater Management goals, policies, and actions
- Draft Policies & Actions — Sustainability Chapter
Goal M: Stormwater Management
Promote the conservation of natural resources through thoughtful design, sustainable
construction practices, and proactive management strategies.
Policy M.1. Integrate green infrastructure to effectively capture and manage stormwater in a way
that prioritizes groundwater recharge, enhances recreational opportunities, and supports the
preservation of wildlife habitats.
118. Review and update the Drainage Criteria Manual and related standards to incorporate
best practices, new research, and regulatory updates.
- The BIG Community Review: From September 22nd to October 31st! — Spreading the Word
- Next Steps — The top priority is creating a draft plan that honors the direction provided by residents in
Phase 1.

Motion by Chair Richard Crocker, seconded by Commissioner Robert Aguayo to adjourn the meeting.
Vote: 3 - 0 Carried
