Hello Town Council,
I encourage you to reconsider taxing businesses more to fill the deficit in the Oro Valley budget. It is a
band -aid and not a long-term solution to an unavoidable issue that continues to compound. The
message it sends is we are anti -growth and will tax the business owners over the residents of Oro Valley
who are the ones who benefit considerably more from roads and public safety.
As a 19-year resident of Oro Valley, and a successful local business owner, I feel the costto do business
in Oro Valley is considerably more than the surrounding areas. Increasing taxes will only make it a less
desirable choice.
The choice will be obvious to continue to establish a business outside of Oro Valley, yet close enough to
benefit from Oro Valley residents doing business with them.
Please reconsideryour plan, and focus more on long-term, sustainable growth.

Dear Mayor Joe and Members of the Oro Valley Town Council,
Mayor Joe, I had the pleasure of meetingyou when you attended our Sole Salons ribbon cutting in Oro
Valley approximately three years ago. That visit meant a great dealto us, as it reflected Oro Valley's
support for local business and community investment.
Since opening however, operating in Oro Valley has not been easy. Like many small businesses, it has
taken us years of sustained investment, patience, and perseverance to reach the point where this
Location is finallyslightly profitable. That progress has come after navigating rising costs, market
challenges, and the realities faced by service -based businesses that depend on Leased space.
Today, our Oro Valley location supports 22 independent beauty and wellness professionaLs—each a
small business owner who runs their own business from our studios and serves local residents every
day. These individuals are not corporations; they are entrepreneurs who rely on predictable and
reasonable costs to remain viable. The proposed Commercial Rental Tax, along with the
Telecommunications and Use Taxes, would directly increase theiroperating expenses reducingtheir
slim margins and for us would effectively eliminate the modest profitability we have worked years to
achieve.
For the professionals, there is no buffer. Increased costs would mean higher prices for residents (and
many of our professionals are residents too!), reduced services, or difficult decisions about whether they
can continue operating in Oro Valley at all. For us as an operator, these taxes would undo years of effort
and make it extremely d ifficult to justify continued investment in this market.
I operate Sole Salons locations across the Midwest and in Tucson, and I can say candidly that long-term
growth decisions are driven by whether a community remains supportive of small businesses. If these
taxes are enacted, we would be forced to divert future growth and reinvestment dollars to other markets
where the cost of doing business is more stable and predictable.
We believe in Oro Valley and want to continue growing here. I respectfully urge the Council to reconsider
these proposed taxes and to work with the Chamber and local business owners to find solutions that
protect small businesses, preserve affordability for residents, and support a healthy local economy.

I am writing to respectfully oppose the proposed Commercial Rental Tax, Telecommunications Tax, and
Use Tax that the Council is considering this week.
I am a local small business owner currently serving clients throughout the greater Tucson area, including
Oro Valley. As my business continues to grow, I have been actively considering opening brick -and -
mortar storefront. Oro Valley has always been an attractive option due to its strong community,
supportive reputation, and desirable location.
Unfortunately, the addition of these new taxes would significantly change the financial reality of that
decision.
ror small and growing businesses, operating costs matter. Commercial rent, utilities,
telecommunications, and equipment purchases are already major expenses. Adding multiple new taxes
on top of these essentials would make it extremely difficult —if not impossible —for my business to justify
opening a physical location in Oro Valley. Rather than encouraging local investment and growth, these
taxes risk pushing new businesses to neighboring communities with a more favorable cost structure.
Small businesses are the backbone of our local economy. We create jobs, contribute to the community,
and help maintain the character that makes Oro Valley such a desirable place to live and work. Policies
that increase barriers to entry ultimately reduce business formation, limit job creation, and discourage
long-term economic growth.
I strongly urge the Town Council to reconsider these proposed taxes and explore alternative solutions
that do not place an additional burden on local businesses and entrepreneurs. I want to be able to invest
in Oro Valley's future —but these measures would prevent me from doing so.

I am a businessman here in Oro Valley; and I live here too. I am a member of the Oro
Valley Chamber of Commerce and the Better Business Bureau. I attended graduate school and
law school at the U of A; and I served in my first year out of law school (MANY years ago) as
Judicial Clerk for the Honorable Robert J. Corcoran (Deceased).
I understand that some object to the proposed tax increases you are considering.
My view, as a resident and businessman here in Oro Valley is that we want to have a
nice city, with a good police department, nice full library, nice parks, a nice golf course (I do
not play golf, but I know a lot of people do) and well -maintained streets (including the plants
and trees that we see along our streets). We want to attract people to come to dine here, so we
want to have nice places for good restaurants.
I do not want to pay more taxes ... who would? But, I don't want Oro Valley to fall into
disrepair which will hurt all of us.
Please set the tax rate at a level that will allow us to be proud of our Town, pleased
with the views as we drive around, and won't tear up our cars as we drive on the roads.

As a concerned citizen, I believe this proposed tax places an unfair additional burden on both businesses and
residents. It feels like a reaction without truly understanding how Oro Valley has accumulated millions in debt. I

It has come to my attention that you will soon be voting on 3 new proposed tax increases which would
affect businesses in particular.I will not be able to personally attend that meeting (because of other
business concerns), but I want it to be known that I am opposed to any additional taxes. Our business,
Skin Care By Design, has been located in Oro Valley for more than 20 years, but we recently have
considered moving out of OV, because we can find cheaper rent elsewhere, such as Marano. In reality,
we do not want to move, but these new taxes, if enacted, would factor into our decision.
