CALL TO ORDER
Vice Chair Sturmon called the meeting to order at 3:00 p.m.
ROLL CALL
Present: Joseph Affinati, Member
Joseph Brandhuber, Member
Lori Friedt, Member
Thomas Gribb, Member
Daniel Sturmon, Vice Chair
PLEDGE OF ALLEGIANCE
Vice Chair Sturmon led the Board and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Josh Nicholson spoke about the Council strategic plan meeting that took place the previous week.
REGULAR SESSION AGENDA
1.INTRODUCTION OF NEW BOARD OF ADJUSTMENT MEMBER, LORI FRIEDT
Vice Chair Sturmon stated the Board and Ms. Friedt had been introduced.
2.ELECTION OF CHAIR FOR THE BOARD OF ADJUSTMENT
Motion by Member Thomas Gribb, seconded by Member Joseph Affinati to elect Vice Chair Sturmon to
serve as Chair.
The election was accception by acclamation.

3.ELECTION OF VICE CHAIR FOR THE BOARD OF ADJUSTMENT
Motion by Member Joseph Brandhuber, seconded by Member Joseph Affinati to elect himself to serve as
Vice Chair.
The election was accepted by acclamation.
4.REVIEW AND APPROVAL OF THE NOVEMBER 17, 2025 SPECIAL SESSION MEETING MINUTES
Motion by Member Thomas Gribb, seconded by Member Joseph Brandhuber to approve the November
17, 2025 meeting minutes as presented.
Vote: 5 - 0 Carried
5.DISCUSSION REGARDING COMPLIANCE WITH A NEW STATE LAW IMPACTING DEVELOPMENT
APPROVAL AUTHORITY AND ASSOCIATED UPDATES TO APPEAL PROCESSES WITHIN THE TOWN
Senior Planner Kyle Packer provided a presentation that included the following:
- Purpose
- Compliance with state law
- What is an appeal versus a variance?
- The appeal process
- Appeals — decision-making parameters
- Example appeal case
- Outcome
- Summary
Discussion ensued among the board and staff.
ADJOURNMENT
Motion by Member Thomas Gribb, seconded by Member Joseph Affinati to adjourn the meeting.
Chair Sturmon adjourned the meeting at 3:26 p.m.
