CALL TO ORDER
Chair Sturmon called the meeting to order at 3:00 p.m.
ROLL CALL
Present: Lori Friedt, Member
Thomas Gribb, Member
Joseph Brandhuber, Vice Chair
Daniel Sturmon, Chair
Absent: Joseph Affinati, Member
Staff Present: Kyle Packer, Senior Planner
Attendees: Josh Nicholson, Town Council Liaison
PLEDGE OF ALLEGIANCE
Chair Sturmon led the Board and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Josh Nicholson provided updates on a recent Urban Land Institute (ULI) conference he attended.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE JANUARY 27, 2026 REGULAR SESSION MEETING MINUTES
Motion by Chair Daniel Sturmon, seconded by Vice Chair Joseph Brandhuber to approve the January 27,
2026 meeting minutes, with the correction that Mr. Brandhuber is reflected as Vice Chair.
Vote: 4 - 0 Carried
2.PUBLIC HEARING: REQUEST FOR A VARIANCE TO ENCROACH INTO THE FRONT YARD SETBACK
FOR THE PROPERTY LOCATED AT 500 E SAN MORITZ PLACE

Principal Planner Michael Spaeth provided a presentation that included the following:
- Purpose
- Location Map
- Five Findings
- Findings
- Summary and recommendation
Will Carranza, representing the homeowner, spoke about the five findings regarding the variance request
for the porch.
Chair Sturmon opened the public hearing.
There were no speaker requests.
Chair Sturmon closed the public hearing.
Discussion ensued among the board and applicant.
Motion by Member Thomas Gribb, seconded by Vice Chair Joseph Brandhuber to approve the variance
request to encroach into the front yard setback for the property located at 500 E. San Moritz Place, based
on the finding that the five criteria have been met.
Vote: 4 - 0 Carried
3.PUBLIC HEARING: VARIANCE REQUEST TO OVZC CHAPTER 25.2.A.2.g.i TO ALLOW A GARAGE AS
PART OF AN ACCESSORY DWELLING UNIT IN-BETWEEN THE MAIN DWELLING AND FRONT LOT
LINE, FOR THE PROPERTY LOCATED AT 1720 W. CESSNA WAY
Principal Planner Michael Spaeth provided a presentation that included the following:
- Purpose
- Location
- Accessory Dwelling Unit (ADU)
- Variance request
- Five Findings
- Findings
- Summary and recommendation
Discussion ensued among the board and staff.
Applicant and property owner Luke Kippert provided a presentation that included the following:
- Current lot configuration
- 1720 W Cessna Way entrance
- South lot line (current front lot line)
- View to east lot line (desired front lot line)
- Lot size in La Cholla Air Park
Chair Sturmon opened the public hearing.
There were no speaker requests.
Chair Sturmon closed the public hearing.
Further discussion continued among the board and staff.

Further discussion continued among the board and staff.
Motion by Member Lori Friedt, seconded by Member Thomas Gribb grant the variance to allow a garage
on the Accessory Dwelling Unit in the front yard of the property located at 1720 W Cessna Way.
Vote: 4 - 0 Carried
ADJOURNMENT
Motion by Vice Chair Joseph Brandhuber, seconded by Member Thomas Gribb to adjourn the meeting.
Chair Sturmon adjourned the meeting at 3:34 p.m.
