CALL TO ORDER
Chair Clark called the meeting to order at 6:00 p.m.
ROLL CALL
Present: Joe Nichols, Commissioner
Tom Stegman, Commissioner
Sandra Wilson, Commissioner
Philip Zielinski, Commissioner
Kimberly Outlaw Ryan, Vice Chair
Anna Clark, Chair
Absent: William Thomas, Commissioner
Staff Present: Rene Olvera, Senior Planner
Milini Simms, Principal Planner
Bayer Vella, Planning Manager
Attendees: Elizabeth Robb, Town Council Liaison
PLEDGE OF ALLEGIANCE
Chair Clark led the Commission and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Elizabeth Robb provided an update on recent and upcoming Planning items on Town Council
agendas.
SPECIAL SESSION AGENDA
1.ELECTION OF CHAIR FOR THE PLANNING AND ZONING COMMISSION
Motion by Commissioner Joe Nichols, seconded by Commissioner Sandra Wilson to elect Chair Clark to
April 7, 2026 Minutes, Planning and Zoning Commission 1
Motion by Commissioner Joe Nichols, seconded by Commissioner Sandra Wilson to elect Chair Clark to
continue serving as chair.
Vote: 6 - 0 Carried
2.ELECTION OF VICE CHAIR FOR THE PLANNING AND ZONING COMMISSION
Motion by Commissioner Joe Nichols, seconded by Commissioner Sandra Wilson to elect Vice Chair
Outlaw-Ryan to continue serving as vice chair.
Vote: 6 - 0 Carried
3.REVIEW AND APPROVAL OF THE DECEMBER 2, 2025 REGULAR SESSION MEETING MINUTES
Motion by Commissioner Sandra Wilson, seconded by Commissioner Joe Nichols to approve the
December 2, 2025 meeting minutes as presented.
Vote: 6 - 0 Carried
4.PUBLIC HEARING: DISCUSSION ONLY ABOUT THE FINAL RESIDENT RECOMMENDED DRAFT OF
OV'S PATH FORWARD, THE COMMUNITY'S NEXT 10-YEAR GENERAL PLAN
Principal Planner Milini Simms provided a presentation that included the following:
- OV's Path Forward
- Resident-Driven process
- Community Engagement Plan
- Phase 1 - Let's Talk
- Phase 2 - Let's Think
- Phase 3 - Residents decide
- Residents' Plan - Topics
- Residents' Plan - Key Themes
- The final resident recommended draft
- Summary and next steps
Chair Clark commented on how impressed she was with the participation in Oro Valley.
Chair Clark opened the public hearing.
Oro Valley resident Colleen McCarthy completed a blue card, but decided not to speak.
Chair Clark closed the public hearing.
Discussion ensued among the Commission and staff.
PLANNING UPDATE (INFORMATIONAL ONLY)
Planning Manager Bayer Vella provided updates on the upcoming April 14 and May 5 commission meetings, site
tours and a neighborhood meeting.
ADJOURNMENT
Motion by Commissioner Joe Nichols, seconded by Commissioner Sandra Wilson to adjourn the meeting.
Vote: 6 - 0 Carried

Chair Clark adjourned the meeting at 6:36 p.m.
