LA CAÑADA DRIVE         REGULAR SESSION AT OR AFTER 6:00 PM   CALL TO ORDER    Vice Chair Matt Wood called the meeting to order at 6:00 p.m.   ROLL CALL Present: Matthew Wood, Vice Chair Sonia Frazier, Member Philip Saletta, Member Maureen Sevigny, Member Emily Veres, Member Michael Weisberger, Member Absent: Megan Worzella, Member Staff Present: Rosalyn Epting, Parks and Recreation Director Dave Gephart, Chief Financial Officer Kyle Packer, Senior Planner Casey Wilson, Recording Secretary DEPARTMENT REPORT ON CURRENT EVENTS    Welcome Board Member Sonia Frazier Rate increase update New artificial turf at the Community and Recreation Center New restroom construction at the Community Center Parking lot resurfacing at the Community Center will start in April Vistoso Trails Nature Preserve Pond bid update House donation update Seed ball placing at Vistoso Trails Nature Preserve Information about Vistoso Trails Nature Preserve are available on the town website We are working with U of A students at Vistoso Trails Nature Preserve with regard to Senior projects and classes El Conquistador golf pump update Audubon Cooperative Sanctuary Program at Pusch Ridge Council agenda item upcoming efficiency opportunities Budget process update Move Across Two Ranges is taking place on 2-21 Celebrate OV concert series update Second Saturdays and family camping at Steam Pump Ranch Summer camp registration begins 4/1 2/17/2026 Minutes Parks and Recreation Advisory Board 1 Splash pad opening   COUNCIL LIAISON REPORT ON CURRENT EVENTS    Council Liaison Joyce-Jones Ivy was not present   CALL TO AUDIENCE    Vice Chair Wood opened and closed the Call to the Audience. No speakers were present.   CONSENT AGENDA   REVIEW AND APPROVAL OF THE NOVEMBER 4, 2025 SPECIAL SESSION MEETING MINUTES   Motion by Vice Chair Matthew Wood, seconded by Member Emily Veres to approve the November 4th, 2025 meeting minutes Vote: 6 - 0 Carried   REGULAR SESSION AGENDA   1.ELECTION OF PARKS AND RECREATION ADVISORY BOARD CHAIR EFFECTIVE FEBRUARY 18TH, 2026   Motion by Vice Chair Matthew Wood, seconded by Member Emily Veres Vice Chair Matt Wood volunteered to become Chair. Matt Wood was awarded the position of Parks and Recreation Advisory Board Chair by acclimation. Vote: 6 - 0 Carried   2.ELECTION OF PARKS AND RECREATION ADVISORY BOARD VICE CHAIR EFFECTIVE FEBRUARY 18TH, 2026   Motion by Vice Chair Matthew Wood, seconded by Member Emily Veres Vice Chair Matt Wood nominated Member Emliy Veres to become Vice Chair. Emily Veres was awarded the position of Parks and Recreation Advisory Board Vice Chair by acclimation. Vote: 6 - 0 Carried   3.DISCUSSION OF COMMUNITY CENTER FINANCIAL RESULTS THROUGH DECEMBER 2025    Dave Gephart presented. Members asked questions discussion ensued.   4.DISCUSSION AND POSSIBLE ACTION ON THE OV TRAILS CONNECT TRAILS AND PATHS MASTER PLAN    Kyle Packer presented. Members asked questions and discussion ensued.   2/17/2026 Minutes Parks and Recreation Advisory Board 2 Motion by Vice Chair Matthew Wood, seconded by Member Emily Veres to recommend approval of the OV Trails Connect Trails and Path Master Plan. Vote: 6 - 0 Carried   ADJOURNMENT   Motion by Vice Chair Matthew Wood, seconded by Member Michael Weisberger to adjourn at 7:22 p.m. Vote: 6 - 0 Carried     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Parks and Recreation Advisory Board of Oro Valley, Arizona held on the 17th day of February 2026.
