LA CAÑADA DRIVE         REGULAR SESSION AT OR AFTER 4:00 PM   CALL TO ORDER Chair Mattson called the meeting to order at 4:02 P.M.   ROLL CALL Present: Robert Aguayo, Vice Chair Tom Marek, Commissioner John McCauley, Commissioner Gary Mattson, Chair Absent: David Atler, Commissioner Staff Present: Dennis Roberts, Stormwater Division Manager Mike Ortiz, Senior Engineering Associate Attendees: Harry Greene, Council Liaison  Commissioner David Atler was excused.   CALL TO AUDIENCE There were no speaker requests.   COUNCIL LIAISON COMMENTS (INFORMATIONAL ONLY) There were no comments at this time.   DIRECTORS REPORT (INFORMATIONAL ONLY) Mr. Roberts commented on the following topics: - Project Delivery and Capital Improvements - System Maintenance and Field Operations - Regional Coordination and Compliance - Community Engagement and Commission Support - Financial Stewardship   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE FEBRUARY 19, 2026 MEETING MINUTES 3/19/26 Minutes, Stormwater Utility Commission Regular Session 1   Motion by Commissioner John McCauley, seconded by Vice Chair Robert Aguayo to approve the February 19, 2026 meeting minutes. Vote: 4 - 0 Carried   2.DISCUSSION OF MEETINGS AND EVENTS    Mr. Roberts discussed recent and upcoming meetings and events. Commissioner McCauley stated that he had seen on recent news reports that Pima County had placed trash traps in the Santa Cruz River to keep debris out of the waterway. He asked if the staff was familiar with the action and has Oro Valley considered the use of trash traps to mitigate debris in the washes. Mr. Roberts advised that he was not familiar with the project and would look into such traps being in use in Pima County and report back to the commission.   3.PRESENTATION AND DISCUSSION OF STORMWATER UTILITY PROJECTS COMPLETED TO DATE    Mr. Roberts provided a presentation that included the following: - Sierra Wash at Via Mandarina - Canada del Oro Tributary Oro Valley Drive 425 Northwest of W Oro Valley Dr. - N Ranch Wash at W Limewood Dr. - South Facing Slope at OV Marketplace on E Tangerine Rd. - Sierra Wash at W Naranja Dr. - Catalina Ridge Channel Access at N Avenida Vallejo - Unknown Tributary Northeast of El Conquistador Tennis Courts - Lambert Lane Improvements During the presentation discussion ensued among the commission and staff.   4.PRESENTATION AND DISCUSSION OF STORMWATER UTILITY CURRENT AND UPCOMING PROJECTS    Mr. Roberts commented on the following Stormwater Utility current and upcoming projects: - Rooney Wash Tributary at E Pusch View Ln. - Nanini Wash at N Paseo Del Norte - Unknown Wash along southbound N Avenida Vallejo - Sierra Wash at W Glover Rd. - Storm Drain 89 at E Rancho Vistoso Blvd - Sierra Wash at N La Cholla Blvd (Weir) - Sierra Wash at N La Cholla Blvd (Channel) - Gravel Pit Wash at N Pomegranate Dr. - Highlands Wash W Appalachian St. to W Matterhorn St. - Mutterers Wash E El Conquistador Wy. to W Greenock Dr. - Carmack Wash at N Shadow Mountain Dr. 300 Feet North of W Spring Valley Dr. - Unknown Wash along southbound N La Canada Dr. (La Canada Noise Wall) Discussion ensued among the commission and staff.   5.DISCUSSION OF THE UPCOMING COMMISSION FIELD TRIP – THURSDAY, APRIL 16, 2026    Mr. Roberts identified the following draft list of proposed field trip stops and requested feedback from the 3/19/26 Minutes, Stormwater Utility Commission Regular Session 2  Mr. Roberts identified the following draft list of proposed field trip stops and requested feedback from the Commission: - Nanini Wash at N Paseo Del Norte - Access Ramp at the Catalina Ridge Channel - Sierra Wash at Naranja - Sierra Wash at Via Mandarina - Sierra Wash at Glover - Storm Drain 89 at E Rancho Vistoso Blvd - Gravel Pit at Pomegranante Dr. - Carmack Wash at N Shadow Mountain Drive near W Spring Valley Dr. Discussion ensued among the commission and staff. Highlands Wash was suggested as a location of interest to be visited on the field trip. Another suggestion was to tour a completed project that had serious problems and that the staff considered to be well done. Mr. Roberts would take the suggestions into consideration.   ADJOURNMENT   Motion by Vice Chair Robert Aguayo, seconded by Commissioner John McCauley to adjourn the meeting. Vote: 4 - 0 Carried    Chair Mattson adjourned the meeting at 5:01 p.m.     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Stormwater Utility Commission of Oro Valley, Arizona held on the 19 day of March, 2026.
