GOVERNANCE & ACCOUNTABILITY
How the District is Governed
•The Golder Ranch Fire District operates
under Arizona Revised Statutes (ARS) Title
48, which governs special taxing districts in
Arizona
•Political subdivision of the State,
accountable to the voters it serves
Governing Board
•Oversight is provided by a five -member
non-partisan Governing Board
•Board members serve staggered 4-year
terms, ensuring experience and continuity
in leadership
•Currently, two board members live in Oro
Valley, helping ensure strong local insight
and representation
•Established in November 1977 as a
volunteer service in Catalina, Arizona,
with a single fire station
•Lloyd Golder III was a key
founder driven by a passion for
community safety. He and Bob Murray
established the district, with Mr.
Golder donating the first ambulance.
•GRFD has grown into a career agency
providing all-hazard fire and
emergency medical services, with 315
employees
