CALL TO AUDIENCE - at this time, any member of the public is allowed to address the Commission on any
issue not listed on today’s agenda. Pursuant to the Arizona open meeting law, individual Commission
members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or
respond to criticism made by speakers. However, the Commission may not discuss or take legal action on

When possible, a packet of agenda materials as listed above is available for public inspection at least 24 hours

The Town of Oro Valley complies with the Americans with Disabilities Act (ADA). If any person with a disability

In accordance with the Pima County Health Department’s most recent health advisory, the Town respectfully asks
all in-person meeting attendees, regardless of vaccination status, to please wear a mask while indoors. COVID-19
remains a fluid situation, and the Town will adjust its safety guidelines in accordance with any future health
advisories from the Health Department.
INSTRUCTIONS TO SPEAKERS
Members of the public have the right to speak during any posted public hearing. However, those items not
listed as a public hearing are for consideration and action by the Board during the course of their business
meeting. Members of the public may be allowed to speak on these topics at the discretion of the Chair.
If you wish to address the Board on any item(s) on this agenda, please complete a blue speaker card located on
the Agenda table at the back of the room and give it to the Recording Secretary. Please indicate on the speaker
card which item number and topic you wish to speak on, or if you wish to speak during “Call to Audience,”
please specify what you wish to discuss when completing the blue speaker card.

in addressing.

CALL TO AUDIENCE
Chair Clark opened Call to Audience.
Oro Valley resident Don McGann spoke regarding the Oro Valley Sports Alliance.

COUNCIL LIAISON COMMENTS
Council Member Jones-Ivey reported that Judge George Dunscomb, Magistrate is retiring after nearly
22 years of service. She encouraged everyone to welcome Judge James Hazel. Chief Kara Riley was
recognized as one of the Best of the Northwest. Sgt. Andy Lopez received accommodation. April is
road preservation, expect minor delays in traffic flow. She encouraged everyone to attend the council
meeting, wherein the annexation of Westward Look, the 1/2 cent sales tax among other things will be
discussed.

1.REVIEW AND APPROVAL OF THE JANUARY 19, 2021 REGULAR SESSION, FEBRUARY 9, AND
MARCH 23, 2021 STUDY SESSION MEETING MINUTES
Motion by Chair Anna Clark, seconded by Member Philip Saletta to approve the January 19,
2021 Regular Session Meeting Minutes, the February 9, 2021 Study Session Meeting Minutes and the
March 23, 2021 Study Session Meeting Minutes.
Vote: 7 - 0 Carried
2.DISCUSSION AND POSSIBLE ACTION TO RECOMMEND APPROVAL OF THE PARKS AND
RECREATION MASTER PLAN TO THE ORO VALLEY TOWN COUNCIL
Chair Clark introduced Ms. Diaz-Trahan who made some remarks and introduced Mike Svetz who
presented the attached summary. Discussion amongst board members ensued. Chair Clark and Ms.
Diaz-Trahan encouraged Board Members to attend tomorrow's council meeting as this subject will be
discussed.
Chair Clark opened the meeting to public comment on the Master Plan. The following people spoke:

Chair Clark closed the public comment period.
Motion by Chair Anna Clark, seconded by Member Matthew Wood to recommend that the Town
Council approve the Town of Oro Valley Parks and Recreation Master Plan finding that the outlined
improvements, maintenance and replacement of Park facilities, with priority being placed on Naranja
Park and the Amphitheater Schools Partnership, within the Plan will best serve Oro Valley Residents for
the foreseeable future.
Vote: 7 - 0 Carried
FUTURE AGENDA ITEMS
Vice Chair Coyle requested a future discussion on what the Council concludes at tomorrow's meeting
as it affects Parks and Recreation.
ADJOURNMENT
Ms. Diaz-Trahan again thanked the Board, both past and present, with their guidance regarding the
Master Plan.
Motion by Member Philip Saletta, seconded by Vice Chair Joseph Coyle to adjourn at 7:09 p.m.

PRESENTATION AND DISCUSSION ON THE $25M PARKS AND RECREATION BOND PROJECTS

EXECUTIVE SUMMARY:
The Oro Valley Town Council Fiscal Year 19/20 and 20/21 Strategic Leadership Plan included among other things,
“a comprehensive, community-wide needs assessment and Master Plan for parks and recreation amenities and
programs.” This work was conducted from December 2019 through May 2020.
As a result, the Town Council identified a variety of projects to address recreational desires of Oro Valley residents
of all ages and approved a $25,000,000 Park Bond. It is important to note that the Park Bond project is the first step
in implementing all priorities that were identified in the Master Plan.
BACKGROUND OR DETAILED INFORMATION:
The Oro Valley Town Council Fiscal Year 19/20 and 20/21 Strategic Leadership Plan included among other things,

programs.” This work was conducted from December 2019 through May 2020.
Through an Ordinance change and amenity prioritization as outlined below, the Town Council identified a variety of
projects to address recreational desires of Oro Valley residents of all ages by approving a $25,000,000 Park Bond. It
is important to note that the Park Bond project is the first step in implementing all priorities that were identified in the
Master Plan.
The May 5, 2021 Regular Town Council meeting included the following:
Ordinance No. (O)21-05 Discussion and Possible Action to Broaden the use of the Revenue Resulting from
the 0.5% increase to the transaction privilege tax enacted by Ordinance No. (O)14-17 on December 17,
2014. This item was approved.
SUBJECT TO APPROVAL OF AGENDA ITEM #1, DISCUSSION AND POSSIBLE ACTION REGARDING
THE FUTURE USE OF THE BROADENED 0.5% SALES TAX COLLECTIONS, INCLUDING THE
POTENTIAL BOND FINANCING FOR CONSTRUCTION OF PARKS AND RECREATION, GOLF, AND
COMMUNITY CENTER CAPITAL PROJECTS, AND/OR OTHER USES AS DETERMINED BY COUNCIL.
Motion by Mayor Joseph C. Winfield, seconded by Councilmember Joyce Jones-Ivey to direct staff to include
bond financing for capital projects utilizing the 0.5% sales tax that exceeds the amount needed to operate the
Cañada, Conquistador and Pusch Ridge golf courses, Community Center and tennis courts, per prior Town
Council direction in the upcoming budget, according to the following criteria: At least 50% be allocated
towards Naranja Park. The remainder shall be allocated towards exterior community center/golf course
improvements, Steam Pump Ranch improvements and allocations toward Amphitheater School District
partnership, multi-use paths and/or other high priority needs.
The July 7, 2021 Regular Council meeting included the following:

The Park Bond Projects are anticipated to be completed over the next three years. The order in which project
construction is anticipated to begin and end is as follows:

SUBJECT:
PRESENTATION AND DISCUSSION OF THE FISCAL YEAR 2021/2022 PARKS AND RECREATION CIP
PROJECTS

EXECUTIVE SUMMARY:
The Town of Oro Valley has a Capital Improvement Program (CIP) included in each fiscal year budget. The CIP
projects included in the FY21/22 budget were identified through the Master Planning process that took place
December 2019 through May 2021.
BACKGROUND OR DETAILED INFORMATION:
The Town of Oro Valley has a Capital Improvement Program (CIP) included in each fiscal year budget. The CIP
projects included in the FY21/22 budget were identified through the Master Planning process that took place
December 2019 through May 2021.
The Master Plan identified a variety of Lifecycle replacement projects, as well as new park improvement projects.
These projects touch both categories and are funded through the General Fund and not included in the Park Bond
projects.
Lifecycle replacement projects include
Rehabilitation of the Garage at Steam Pump Ranch (SPR)– this was a carryover project from FY20/21 and
construction will begin in September 2021 with an anticipated seven (7) month duration. This project will
allow for the Recreation and Culture division team to relocate to SPR as well as provide for more indoor
programmable space.
Rehabilitation of the BBQ and Bunk Houses at SPR – this will add restrooms and indoor/outdoor
programmable space at SPR. It is anticipated to be completed June 30, 2022.
Playground upgrade at James D. Kriegh Park – this project will include new playground surfacing, equipment
and lighting, a new ramada, improvements to the existing ramada, and improved access from the east
parking lot. Community feedback will take place in October and it is anticipated to be completed spring 2022.
Upgraded sanitization unit at the Aquatic Center – this project includes a new AquaGen (oxygen injection)
system, Ozone sanitization, and highly efficient CO2 injection systems. The result will be improved water
quality and lower chemical usage. It is anticipated to be completed by December 31, 2021.
Park improvement project
Hardscape walkway at Naranja Park – this project will include a hardscape walkway between the two sport
fields, added shade, seating, and water fountains. This project is scheduled to start in spring 2022 and
completed by June 30, 2022
