CALL TO ORDER
Chair Sturmon called the meeting to order at 3:00 p.m.
ROLL CALL

Thomas Gribb, Member

Absent: Joseph Affinati, Member
Staff Present: Kyle Packer, Senior Planner
Steven Zraick, Town Attorney
Attendees: Josh Nicholson, Town Council Liaison
PLEDGE OF ALLEGIANCE
Chair Sturmon led the Board and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Josh Nicholson spoke about the current budget season.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE FEBRUARY 24, 2026 REGULAR SESSION MEETING MINUTES
Motion by Vice Chair Joseph Brandhuber, seconded by Member Lori Friedt to approved the February 24, 2026
meeting minutes as presented.
Vote: 4 - 0 Carried
2.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION FOR A VARIANCE TO ORO VALLEY
April 28, 2026 Minutes, Board of Adjustment 1
2.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION FOR A VARIANCE TO ORO VALLEY
ZONING CODE SECTION 25.2.A.2.G.I, BY THE PROPERTY OWNER. THE REQUEST ENTAILS
ALLOWING A GARAGE TO BE INCLUDED AS PART OF A PROPOSED ACCESSORY DWELLING UNIT
LOCATED BETWEEN THE MAIN HOUSE AND FRONT LOT LINE FOR THE PROPERTY AT 1055 W.
TORTOLITA MOUNTAIN CIRCLE
Senior Planning Technician Patty Hayes provided a presentation that included the following:
- Purpose
- Location
- Applicant request
- History
- Slide from Town Zoning Code Amendment
- ADU with 1-car garage
- Accessory Dwelling Unit (ADU)
- Five findings
- Findings
- Summary and recommendation
Architect Rachel Serra, representing the applicants, provided a presentation that included the following:
- Location of lot
- Site plan of proposal
- Renderings and floor plan
- Elevations
Chair Sturmon opened the public hearing.
Oro Valley resident and Vice President of the homeowner's association in Stone Canyon, Philip Calcutt,
spoke in support of Agenda Item 2.
Chair Sturmon closed the public hearing.
Discussion ensued among the board and staff.
Motion by Member Lori Friedt, seconded by Member Thomas Gribb to approve this variance request to allow the
proposed accessory dwelling unit to include a garage, based on the finding that the five criteria have been met.
Vote: 4 - 0 Carried
ADJOURNMENT
Motion by Vice Chair Joseph Brandhuber, seconded by Member Thomas Gribb to adjourn the meeting.
Chair Sturmon adjourned the meeting at 3:22 p.m.
