CALL TO ORDER
Chair Clark called the meeting to order at 6:00 p.m.

PLEDGE OF ALLEGIANCE
Chair Clark led the Commission and audience in the Pledge of Allegiance.
CALL TO AUDIENCE
There were no speaker requests.
COUNCIL LIAISON COMMENTS
Council Liaison Melanie Barrett provided updates on the General Plan, upcoming Planning items on the Town
Council agenda, and the budget process.
REGULAR SESSION AGENDA
1.REVIEW AND APPROVAL OF THE APRIL 7, 2026 AND APRIL 14, 2026 SPECIAL SESSION MEETING
MINUTES
Motion by Commissioner Philip Zielinski, seconded by Commissioner Tom Stegman to approve the April 7, 2026
and April 14, 2026 meeting minutes as presented.

Vote: 7 - 0 Carried
2.PUBLIC HEARING: DISCUSSION AND POSSIBLE ACTION REGARDING TWO APPLICATIONS
RELATED TO THE ORO VALLEY TOWN CENTRE PAD FOR AN AREA KNOWN AS THE FORMER
ROONEY RANCH PROPERTY, LOCATED AT THE NORTHEAST INTERSECTION OF ORACLE ROAD
AND PUSCH VIEW LANE. THE TWO ITEMS INCLUDE:
ITEM A: GENERAL PLAN AMENDMENT FROM LOW DENSITY RESIDENTIAL - 2 TO
COMMUNITY AND REGIONAL COMMERCIAL AND OPEN SPACE FOR A PORTION OF AREA 4
ONLY ON TOWN-OWNED PROPERTY
ITEM B: REZONING (PLANNED AREA DEVELOPMENT AMENDMENT) FOR AREA 2, AREA 3
AND AREA 4 TO REVISE EXISTING USES, REVISE TENTATIVE DEVELOPMENT PLANS,
INCREASE OPEN SPACE, REDUCE BUILDING HEIGHTS, ADD TOWNHOMES AS A PERMITTED
USE, AND OTHER RELATED CHANGES
Principal Planner Michael Spaeth provided a presentation that included the following:

- Background - Oro Valley Town Centre PAD
- Project objectives
- Item A: General Plan Amendment
- Item B: Planned Area Development Amendment
- Item B: Illustrative Site Plans
- Item B: Planned Area Development Amendment continued
- Public Participation

- Summary and recommendation
Chair Clark opened the public hearing.
Oro Valley resident Kurt Weirich spoke in opposition to Agenda Item 2
Oro Valley resident Judy Schreffler spoke on her concerns to Agenda Item 2 regarding access and traffic
Chair Clark closed the public hearing.
Discussion ensued among the commission and staff.
Motion by Commissioner Philip Zielinski, seconded by Commissioner William Thomas to recommend approval of
the proposed General Plan Amendment for Area 4 from Low Density Residential - 2 to Community and Regional
Commercial and Open Space on town-owned property only included in Attachment 1, based on a finding that the
request is in compliance with the Your Voice, Our Future General Plan.
Vote: 7 - 0 Carried
Motion by Commissioner Philip Zielinski, to recommend approval of the proposed Planned Area Development
Amendment included as Attachment 2, based on a finding that the request is in compliance with the Your Voice,
Our Future General Plan and all applicable Zoning Code requirements, limiting the concepts for Area 3 to
townhomes only.
Motion died for lack of a Second.
Motion by Commissioner Tom Stegman, seconded by Commissioner William Thomas to recommend approval of

Motion by Commissioner Tom Stegman, seconded by Commissioner William Thomas to recommend approval of
the proposed Planned Area Development Amendment included as Attachment 2, based on a finding that the
request is in compliance with the Your Voice, Our Future General Plan and all applicable Zoning Code
requirements.
Further discussion ensued among the Commission and staff.
Vote: 6 - 1 Carried
OPPOSED: Commissioner Philip Zielinski
PLANNING UPDATE (INFORMATIONAL ONLY)
Principal Planner Michael Spaeth provided updates on an upcoming neighborhood meeting and the next
Commission meeting scheduled for June.
ADJOURNMENT
Chair Clark adjourned the meeting at 7:04 p.m.
