only does it give me an opportunity to walk and exercise but it brings me a sense of peace ,away from the hectic daily
life as well as the hustle and bustle we all experience .
There is so much building going on around Tucson it would be ashamed to turn the property into another development.
I am requesting that my email be included into the official minutes of the September 8th town council meeting.
Please preserve this property for people to enjoy.

Vistoso Preserve
Dear Oro Valley Council Members,
We are writing to you in whole -hearted support of the City efforts to obtain the former Vistoso golf
course property as an open space and nature preserve for the benefit of the entire
community. Although our property in the Sunset Ridge neighborhood does not actually border on any
part of the former golf course, we consider it's acquisition an essential opportunity to enhance and
preserve the character of the community as a whole. As the "build out" of Rancho Vistoso continues
to replace our sonoran desert environment with development we are losing characteristics of the area
that brought us here in the first place.
Having the Vistoso property as a preserve is a "last chance" to save something beautiful for all to
enjoy. Since the golf course closed, it has been exciting to see nature gradually returning. The
peacefulness and views are extraordinary. The chance to see javalina, deer, coyotes, rabbits,
lizards, snakes and an amazing variety of birds in their natural environment is priceless.
We are ready participate financially when funding mechanisms are decided on. Please continue to
pursue obtaining this property for us all.

Dear Mr. Standish, since we are unable to attend the upcoming meeting of the Town Council, please include
these comments in the Official Record of that September 8th meeting.
We have been residents of the Sienna Neighborhood bordering the former Golf Course for nearly 15
years. During that time, we have witnessed the rapid urbanization of Oro Valley. Most of the changes have
involved significant increased residential growth and density.
There aren't many opportunities for a Town like Oro Valley to seize the prospect of adding a significant open
space property that will have such an important impact on the Town for generations to come. Oro Valley
residents from all parts of the Town will be able to enjoy the trails, the views, and all other open areas as a key
part of their day-to-day recreation. It will become a vital part of the fabric of what makes Oro Valley a special
place to live.
We are indeed fortunate that the Conservation Fund agreed to actively pursue the acquisition of this property
as permanent Open Space. Their efforts, combined with the City Council, City Manager, City staff and
residents, have resulted in a resolution of this issue in a way that is mutually satisfactory and beneficial to all.
We wholeheartedly support the designation of this property as Open Space in perpetuity and a legacy to all of
Oro Valley.

Dear Mrs. Jacobs,
I write with regard to the upcoming scheduled Executive Session and Town Council Regular
Session on September 8th. Both of these meetings will address the Vistoso Golf Course,
Romspen Property. I am aware that you, as TOV liaison, have been involved with negotiations
involving TCF, Romspen and TOV to facilitate a purchase of this property. All the residents of
Oro Valley have been given little or no information on what is to be agreed to. The Consent
Agenda Item J. states, in part, that the Council will vote to approve the direction, based on the
consensus of the Executive Session, regarding the Vistoso Golf Course! None of this or prior
discussions have been public.
I wrote to the Town Council, as you are hopefully aware, on July Ph expressing my concerns. In
summary I asked who is purchasing the property? The Conservation Fund is a lender. Their
documentation states that they require financials and collateral for any of their purchases. The
money loaned for the purchase will have to be repaid to TCF within three years. Vistoso
Community Association nor Preserve Vistoso has the money for what I would imagine is a
substantial loan amount. Is the TOV the buyer backed by the General Fund?
If the property is "gifted" to the TOV are they then responsible for its transformation into "open
Space? Tree & shrub pruning and extraction, building demolition, bulldozing of golf bunkers,
pesticide remediation, valley fever exposures, general grading, signage, policing and insurance?
This just names a few items.
Granted there have been many vocal Preserve Vistoso residents, many of which are not year-
round, wanting to repurpose the property into Open Space to benefit their interests. But does
this reflect the community's interests? Rancho Vistoso has approximately 8,000 residents and
the Town totals about 46,000 residents. I imagine all of these questions will be addressed in the
Public Hearings necessitated when this is made public.

Good evening.
Mr. Mayor, Vice Mayor, and Council
I have a few questions and comments regarding the Vistoso Golf Course. The property owned
by Romspen.
The community has heard that a purchase of this property +/- 202 acres is being negotiated by
The Conservation Fund (TCF). The price is to be determined at or near "fair market value". This
process is being facilitated by the TOV. My first question is What is the Town's involvement?
The property is in the Rancho Vistoso Planned Area Development, that includes residential,
industry, a supermarket, a hospital, medical offices, schools, golf courses, and parks. The
Rancho Vistoso PAD dated June 22, 1987 was a Master Planned Community consisting of 7,626
acres later annexed by the Town of Oro Valley.
TCF in my understanding is a lender that will carry the note, on the purchase, for a short period
of time. Typically, 2 to 3 years. They require financials and collateral from the buyer. As they are
typically a 50% lender on vacant land, I assume that TCF would lend money on +/- 101 acres
and hold +/- 101 acres as collateral for the loan. What happens if the loan defaults? Can TCF sell
the property?
Who would be the buyer of this property? Who would provide the financials and collateral?
Preserve Vistoso? Vistoso Community Association? Town of Oro Valley? I do not feel that the
TOV should be the buyer of this property because of its current Parks and Recreation
commitment.
I realize that this has been a long process and many of my concerns may have been addressed
in the Council's Executive Sessions. Now it is time to inform the Town's more than 46,000
residents of the progress and direction of this purchase.
Hopefully some of this can be addressed tonight.

To: Oro Valley Town Council Members,
As 20 year residents of Oro Valley we have watched the town grow, but it has maintained it's ability to provide a quality
life style consisting of open space, family oriented neighborhoods, recreational opportunities and local businesses along
with the security of top quality emergency services.
Throughout the past 3 years, Oro Valley residents have consistently opposed Romspen's plan to develop the property
formally known as the Golf Club at Vistoso. We hear that the Town and The Conservation Fund have concluded their
negotiations with Romspen on the purchase of 206 acres which are to be preserved as natural Sonoran desert open
space in perpetuity. We hope that is the result the September 8, 2021 will be announcing.
Should Romspen one again try to stall and/or refuse to accept the offer before them, we hope Town Council will take
ALL steps necessary to bring this issue to a resolution. The vast majority of Rancho Vistoso residents, which represents a
significant per cent of Oro Valley residents, anticipates your support in ending this stalemate.

Dear Mr. Standish,
I have been a resident of Oro Valley for the past 20 years, and was fortunate to get to live on and play the
Vistoso Golf Course when it was operating. I always thought it was one of the most beautiful courses in
Tucson, and seeing it go to weeds has been difficult, but having it developed with multi -family living would
be 1000 times worsell My home is on the 15th hole of the old course, and while I loved looking at the
course when it was managed, I also appreciate the wildness of this space behind my home today. It is so
perfectly suited for continuing this land as recreational and green space, and I heartily support the
partnership between the Conservation Fund, along with the Town of Oro Valley, to preserve this special
property in perpetuity.
I have been involved with this issue for quite a while, having sent a long letter earlier and participating in
some of your Town Council meetings. I have to compliment the City Council and the Oro Valley staff for
their consideration and vision on this issue. The project has been undertaken with lots of study and
careful debate, and that is the fair and equitable thing to do. So I hope we can now move forward on the
partnership and complete the purchase and the preservation.

Dear Mayor, Vice Mayor and Councilmembers,
As a Rancho Vistoso resident, I support The Conservation Fund's effort to acquire the former Vistoso
Golf Course and establish it as a nature preserve in perpetuity, which I understand will be followed by
TCF donating this property to the Town.
This would be such an asset to Oro Valley: a peaceful sanctuary for use by the entire town - many of
which appreciate the natural desert beauty and moved to Oro Valley to be away from crowded city life.
It would also support the Community's desire for more paved walking trails as identified in the Parks
survey. Currently, many seniors are limited to walking within their neighborhoods as the trails in
Catalina State Park and Honeybee Canyon are simply too strenuous and uneven.
Hoping this lengthy negotiation finally comes to fruition.

I do not live on the golf course. However, I have thoroughly enjoyed riding my tandem bicycle on the paths
within the defunct golf course. While there are bike paths in the area, there are none like the golf course
paths. The scenery is beautiful and the route is windy and interesting. Having a park with these paths is a
real bonus to the area. I wholly support the plan to turn the defunct golf course into a preserve that we can

I am writing to have my comments included in the official town records to be given to the Town
Council regarding the potential purchase of the golf course from Rompsen by the Conservation Fund.
It has now been approximately three and one half years since Rompsen arbitrarily and capriciously
closed the golf course and it is time to bring this debacle to a close. We have listened to numerous
lies and misstatements from Rompsen over the years and had at least three reiterations of appraisals
they wanted and still no resolution. I believe their delay tactics were done on purpose to wear out the
supporters of the project and the City Council but it is time to bring these tactics to an end so the
citizens of Oro Valley can begin to enjoy the proposed public space of the former golf course. In my
over 40 years of business dealings I have never seen a more unethical firm to deal with and the
quicker this deal is completed the happier all the residents will be especially those of us who live next
to the golf course.

I think that it is a wonderful plan for this property, that was once a golf course, to become a area in which the
people of Oro Valley can enjoy some space for exercise, obtain some stress relief, and enjoy the desert
scenery and each other.
When we first visited Oro Valley, we were completely in awe of how well the town planned open space. Even
near shopping areas, and amonst neighborhoods, there were walking and biking paths, parks and playgrounds,
and land preserved that allowed the animals to move throughout the area safely and naturally. It was obvious
that an investment had been made to create nice environment for the town of Oro Valley. Having land set
aside for public and natural use is a treasure and gift that not only shows good design for an area, and
provides a beautiful landscape, but it is also a gift that just keeps on giving.

Preserve Vistoso along with countless of other Oro Valley residents support this goal and urge the Town
Council to end the over 3 year nightmare since Romspen closed the Golf Club at Vlstoso.

Hello,
I would like to convey how happy I am that the sale of the Vistoso Golf Course is potentially going to happen. I have
been a part of the communication and meetings to help facilitate preserving this wonderful space of land for 3 years.
This property is very heavily used on a daily bases by all. The natural open space is truly a blessing and one that is
becoming more rare here in OV.
Many of us who regularly use the trail, actually take our own time to groom the walkways and clean up after the
monsoons. This area is so much needed and such an important part of our Vistoso Highlands community.

Regarding Preserve Vistoso's "plans"...I am opposed to the public funding anymore "projects" that aim to solve issues
for private property owners by making their problem ours.
When they bought their houses on a golf course there was no guarantee that it would forever remain a golf course. The
fact that it affects their property values is their problem not the publics. Why are we continually expected to fund all of
these failing golf course issues???
Enough already, the fact that they're all failing means they're unsustainable anyway so why are the taxpayers expected
to foot the bill for a losing proposition?
Preserve Vistoso is trying to make their problem a public issue instead of a private issue just so we the taxpayers can pay

hour, and or add speed bumps to deter this situation.

We are writing to you as residents who live on the former Oro Valley Golf Course and ask that this email

I am a resident of Oro Valley and live in Rancho Vistoso and I used to play Vistoso golf course for many years, and I had
thought of playing it for many years to come. But obviously that dream was shot down a couple of years ago. So if
anything could be done with the property, I would really like it to stay as natural surroundings. Not housing. I support
the idea for the Conservation Fund, in conjunction with the town of Oro Valley. I have heard from a few friends of mine
that have walked the old cart path, and people that live close by that they have seen small herds of mule dear in and on
the property. If golfers can't use the property, who better then the animals get to use it. We don't need more housing in
Rancho Vistoso. Developers are using the washes for that now. That's crazy.

It is surprising to me, and frustrating to all, that negotiations regarding the development plans for the
Vistoso Golf course have been so cumbersome and convoluted. In the Oro Valley General Plan,
ratified as recently as 2016, this property is designated as Recreation Area/Golf Course. Since
Rompson's negligence prevented there ever being a golf course, the only development that supports
the General Plan is a nature conservation/wildlife preserve. Kudos to the myriad people and
organizations working diligently to see this plan put into action. This property in Oro Valley needs to
be purchased by the City and developed as Sonoran Desert open space protected and managed in
perpetuity.

When I downsized, after her death, I looked for the same protection of

would hope that each of you, as our leadership members, would press,
and vote to maintain the integrity of the present zoning. I would ask that
you understand that a failed golf course should not cause you to yield to
the request of new housing development.

We are writing as residents who live near and have used the golf cart trail to walk the old Vistoso Golf Course. It is a
marvelous walk, usually about 4 miles. We would like you to include this email in the official minutes of the September
8th Town Council meeting.
We urge the Town Council to conduct productive and fast negotiations to turn the Vistoso Golf property into a preserve
that can be enjoyed by Oro Valley residents and visitors for generations to come. We support the plans of the
