Not only does it give me an opportunity to walk and exercise but it brings me a sense of peace ,away from the hectic daily life as well as the hustle and bustle we all experience . There is so much building going on around Tucson it would be ashamed to turn the property into another development. I am requesting that my email be included into the official minutes of the September 8th town council meeting. Please preserve this property for people to enjoy. Although our property in the Sunset Ridge neighborhood does not actually border on any part of the former golf course, we consider it's acquisition an essential opportunity to enhance and preserve the character of the community as a whole. As the "build out" of Rancho Vistoso continues to replace our sonoran desert environment with development we are losing characteristics of the area that brought us here in the first place. Having the Vistoso property as a preserve is a "last chance" to save something beautiful for all to enjoy. Since the golf course closed, it has been exciting to see nature gradually returning. The peacefulness and views are extraordinary. The chance to see javalina, deer, coyotes, rabbits, lizards, snakes and an amazing variety of birds in their natural environment is priceless. We are ready participate financially when funding mechanisms are decided on. Please continue to pursue obtaining this property for us all. We have been residents of the Sienna Neighborhood bordering the former Golf Course for nearly 15 years. During that time, we have witnessed the rapid urbanization of Oro Valley. Most of the changes have involved significant increased residential growth and density. There aren't many opportunities for a Town like Oro Valley to seize the prospect of adding a significant open space property that will have such an important impact on the Town for generations to come. Oro Valley residents from all parts of the Town will be able to enjoy the trails, the views, and all other open areas as a key part of their day-to-day recreation. It will become a vital part of the fabric of what makes Oro Valley a special place to live. We are indeed fortunate that the Conservation Fund agreed to actively pursue the acquisition of this property as permanent Open Space. Their efforts, combined with the City Council, City Manager, City staff and residents, have resulted in a resolution of this issue in a way that is mutually satisfactory and beneficial to all. Both of these meetings will address the Vistoso Golf Course, Romspen Property. I am aware that you, as TOV liaison, have been involved with negotiations involving TCF, Romspen and TOV to facilitate a purchase of this property. All the residents of Oro Valley have been given little or no information on what is to be agreed to. The Consent Agenda Item J. states, in part, that the Council will vote to approve the direction, based on the consensus of the Executive Session, regarding the Vistoso Golf Course! None of this or prior discussions have been public. I wrote to the Town Council, as you are hopefully aware, on July Ph expressing my concerns. In summary I asked who is purchasing the property? The Conservation Fund is a lender. Their documentation states that they require financials and collateral for any of their purchases. The money loaned for the purchase will have to be repaid to TCF within three years. Vistoso Community Association nor Preserve Vistoso has the money for what I would imagine is a substantial loan amount. Is the TOV the buyer backed by the General Fund? If the property is "gifted" to the TOV are they then responsible for its transformation into "open Space? Tree & shrub pruning and extraction, building demolition, bulldozing of golf bunkers, pesticide remediation, valley fever exposures, general grading, signage, policing and insurance? This just names a few items. Granted there have been many vocal Preserve Vistoso residents, many of which are not year- round, wanting to repurpose the property into Open Space to benefit their interests. But does this reflect the community's interests? Rancho Vistoso has approximately 8,000 residents and the Town totals about 46,000 residents. I imagine all of these questions will be addressed in the Public Hearings necessitated when this is made public. Thank you for your consideration. Frederick E. Wayand Oro Valley Resident CC. Mr. Mayor, Vice Mayor, and Council I have a few questions and comments regarding the Vistoso Golf Course. The property owned by Romspen. The community has heard that a purchase of this property +/- 202 acres is being negotiated by The Conservation Fund (TCF). The price is to be determined at or near "fair market value". This process is being facilitated by the TOV. My first question is What is the Town's involvement? The property is in the Rancho Vistoso Planned Area Development, that includes residential, industry, a supermarket, a hospital, medical offices, schools, golf courses, and parks. The Rancho Vistoso PAD dated June 22, 1987 was a Master Planned Community consisting of 7,626 acres later annexed by the Town of Oro Valley. TCF in my understanding is a lender that will carry the note, on the purchase, for a short period of time. Typically, 2 to 3 years. They require financials and collateral from the buyer. As they are typically a 50% lender on vacant land, I assume that TCF would lend money on +/- 101 acres and hold +/- 101 acres as collateral for the loan. What happens if the loan defaults? Can TCF sell the property? Who would be the buyer of this property? Who would provide the financials and collateral? Preserve Vistoso? Vistoso Community Association? Town of Oro Valley? I do not feel that the TOV should be the buyer of this property because of its current Parks and Recreation commitment. I realize that this has been a long process and many of my concerns may have been addressed in the Council's Executive Sessions. Now it is time to inform the Town's more than 46,000 residents of the progress and direction of this purchase. Hopefully some of this can be addressed tonight. Thank you. Frederick E. To: Oro Valley Town Council Members, As 20 year residents of Oro Valley we have watched the town grow, but it has maintained it's ability to provide a quality life style consisting of open space, family oriented neighborhoods, recreational opportunities and local businesses along with the security of top quality emergency services. Throughout the past 3 years, Oro Valley residents have consistently opposed Romspen's plan to develop the property formally known as the Golf Club at Vistoso. We hear that the Town and The Conservation Fund have concluded their negotiations with Romspen on the purchase of 206 acres which are to be preserved as natural Sonoran desert open space in perpetuity. We hope that is the result the September 8, 2021 will be announcing. Should Romspen one again try to stall and/or refuse to accept the offer before them, we hope Town Council will take ALL steps necessary to bring this issue to a resolution. The vast majority of Rancho Vistoso residents, which represents a significant per cent of Oro Valley residents, anticipates your support in ending this stalemate. I always thought it was one of the most beautiful courses in Tucson, and seeing it go to weeds has been difficult, but having it developed with multi -family living would be 1000 times worsell My home is on the 15th hole of the old course, and while I loved looking at the course when it was managed, I also appreciate the wildness of this space behind my home today. It is so perfectly suited for continuing this land as recreational and green space, and I heartily support the partnership between the Conservation Fund, along with the Town of Oro Valley, to preserve this special property in perpetuity. I have been involved with this issue for quite a while, having sent a long letter earlier and participating in some of your Town Council meetings. I have to compliment the City Council and the Oro Valley staff for their consideration and vision on this issue. The project has been undertaken with lots of study and careful debate, and that is the fair and equitable thing to do. So I hope we can now move forward on the partnership and complete the purchase and the preservation. This would be such an asset to Oro Valley: a peaceful sanctuary for use by the entire town - many of which appreciate the natural desert beauty and moved to Oro Valley to be away from crowded city life. It would also support the Community's desire for more paved walking trails as identified in the Parks survey. Currently, many seniors are limited to walking within their neighborhoods as the trails in Catalina State Park and Honeybee Canyon are simply too strenuous and uneven.
