PRESENTATION ABOUT PROPOSITION 431: OV'S PATH FORWARD, THE COMMUNITY'S NEXT 10-YEAR ACTION PLAN
RECOMMENDATION:
This item is for information and discussion purposes only.
EXECUTIVE SUMMARY:
Y ORO VALLEY'S -
:€' : Path Forward Arlo
Phase 3: Residents Decide
PROPOSITION 431 ✓
I
The purpose of this item is to update the Stormwater Utility Commission on the adoption process for OV's Path Forward. Proposition 431: OV's
Path Forward will be on the ballot this November. This is Oro Valley's General Plan that was created by residents and must be approved by
residents. If it earns residents' votes, it will set goals, policies, and actions to guide the town's future.
The goals and actions cover a variety of topics that influence Oro Valley's quality of life, like safety, views, parks, roads, and more. This
includes a specific 'Mormwater management' goal, policies, and actions:
. Goal M: Stormwater Management — Promote the conservation of natural resources through thoughtful design, sustainable
construction practices, and proactive management strategies. Examples of actions the Town will be tasked with completing include:
integrating green infrastructure into new development projects, reviewing and updating the Drainage Criteria Manual, incorporating
climate resilience considerations (e.g., rainfall or drought cycles) into all stormwater design projects.
A Resident Created Plan
The goals, policies and actions identified in the plan are based on the 10,700+ contributions residents provided over the past three years.
Residents shared their values and ideas during events, online discussions, surveys, and meetings. The number of contributions set a historical
precedence for the town and the region. It also shows how dedicated OV residents are to ensuring the Town upholds their values and
expectations for the future.
Help Spread the Word
Residents participated in the BIG Community Survey, the BIG Community Review, and now it is time for the BIG Community Vote. The Town
cannot advocate but may raise awareness and educate residents about the plan. The following methods and tools are being implemented as
part of Phase 3: Residents Decide.
• New signs along roadways and multi -use paths
• Postcard mailers to Oro Valley households
• Flyers posted around the community
• PDF copies of the plan are available at the library, Community & Recreation Center and Town Hall
• Social media posts
• Press releases
*Newsletters (Vista, OV Path Forward, and more)
• Articles and ads in the Northwest Explorer and OV Style
• Resident testimonials and educational videos
• FAQs and voter pamphlet information
• Presentations to HOA's and other organizations
• Informational booths at the Farmers Market, events, etc.
Additionally, OV's Path Forward will be included with the Town's broader marketing for general election information and a focal point of this
year's Community Academy program. Community Academy offers residents a fun and interactive way to learn more about Town services. Each
year, class topics are chosen based on community interest, the previous years' evaluations and current events. Examples of class topics
include town finances, development, traffic, water, parks, tourism, public safety and more.
For the past two years, time has been dedicated to each class to discuss the plan's guiding principles, goals, policies, or actions related to the
class topic. Similarly, this year will offer participants a chance to familiarize themselves with the plan and ask questions before they cast their
vote. This year's class topics and schedule are available HERE. The program starts on September 15, but there is still time to register.
Everyone's Help is Needed!
Residents can help spread the word by:
. Passing out flyers
. Following and sharing OV's Path Forward on Facebook or Instagram
. Encouraging neighbors and friends to sign up for the monthly e-newsletter by registering on OVPathForward.com
. Requesting a presentation for your HOA or local group. Please contact OVPathForward@orovalleyaz.gov to submit a request.
Know Before You Vote. Please visit OVPathForward. com to read the plan, see the full list of priorities, and answers to frequently asked
questions (Attachment 1). Your vote can determine the many goals, policies, and actions that will guide the Town over the next 10 years.

ORO VALLEY'S
Path Forward
November 3, 2026
Oro Valley residents. Residents contributed over 10,700
comments to create the Plan. They shared ideas,
participated in online discussions and meetings to craft the
vision statement, establish guiding principles, and set the
goals, policies, and actions that ensure the Plan balances the
needs and perspectives of a diverse community.
Why is OVs Path Forward important?
The plan reflects residents' goals and priorities that will influence Oro
Valley's quality of life. It signifies a commitment between the Town and
residents to uphold your values, priorities, and expectations by including a
set of specific actions that will be implemented over the next 10 years.
The goals, policies, and actions cover the following topics:
• Public Safety
• Community character, arts, and culture
• Parks, recreation, and trails
• Environment
• Climate and energy
• Water resources and conservation
• Economic development and tourism
• Transportation
• Housing
• Land Use
Each action includes a responsible Town department and timeframe for
completion. These timeframes act as guides that may be re -prioritized
through the Town's strategic planning process.
Oro Valley's General Plan's get results! 100% of the actions from the
current plan have been addressed.
Your vote can determine the many goals, policies, and actions
that will guide the Town over the next 10 years.
Read the plan on OVPathForward.com.
Know Before You Vote:
Proposition 431: OV's Path Forward
How is OV's Path Forward different from the current plan?
OV's Path Forward builds on the community's core values from the current General
Plan, including safety, scenic views, natural open space, and an outdoor lifestyle. It
also adds new goals and priorities the community voiced about housing, water
resources, gathering spaces, and other important topics.
What happens if the plan is not approved by the voters?
'I 051Tl04
ORO VALLEY'S
Path Forward
November 3, 2026
OV's Path Forward cannot be put into effect unless approved by the
Ap0AOp1 voters. If the Plan is not approved in this election, the existing 2016
Your Voice, Our Future Plan remains in effect until the voters
approve a new plan.
Will OV's Path Forward increase taxes?
No. OV's Path Forward does not create new taxes or set the Town's budget. Instead, it provides
direction to help residents, stakeholders, elected officials, and Town staff make decisions over the
next decade.
What does the plan say about growth?
With limited land available for development, the Plan emphasizes targeted growth and redevelopment
opportunities that achieve harmony with the natural environment. It prioritizes community goals such as
limiting building heights, enabling a variety of housing types with emphasis on opportunities for home
ownership, conserving open space, and encouraging more retail, restaurants, and gathering spaces.
Read the plan before you vote.
1. Read the online version on OVPathForward.com.
2. Starting September 1 , stop by the Oro Valley Public Library, Community
and Recreation Center, or Town Hall to see print version.

PRESENTATION AND DISCUSSION OF THE FY 2027/28 STORMWATER UTILITY RATE ANALYSIS REPORT
RECOMMENDATION:
This item is for discussion. No action is requested from the commissioners at this time.
EXECUTIVE SUMMARY:
Town Code §15-24-13(H) requires the Stormwater Utility Commission to annually evaluate the adequacy of the
Stormwater Utility Fee. The FY 2027/28 Rate Analysis incorporates updated FY25/26 actuals, corrected FY26/27
projections as verified by the Town's Finance Department, and the Utility's current operational workload, asset
inventory, staffing, and capital obligations.
Key updated financial highlights:
• FY25/26 revenue: $1,591,701 (unaudited)
• FY25/26 expenditures: $1,636,717 (unaudited)
• FY25/26 ending fund balance: $1,402,707
• FY26/27 projected revenue: $2,084,742
• FY26/27 projected expenditures: $2,374,474
• FY26/27 projected ending fund balance: $1,112,975
Fund balance remains well above reserve requirements, confirming stable financial conditions entering FY27/28.
The approved gradual rate schedule increases the monthly ERU fee from $5.17 in FY26/27 to $5.84 in FY27/28,
then stabilizes at $6.50 beginning FY28/29. Updated modeling confirms that this rate structure supports
operational needs, maintains reserve compliance, and fulfills local match obligations associated with
FEMA/DEMA/RFCD-supported CIP projects.

EXECUTIVE SUMMARY
Town Code §15-24-13(H) requires the Stormwater Utility Commission to annually evaluate the adequacy
of the stormwater fee. The FY27/28 Rate Analysis incorporates corrected FY25/26 actuals and the latest
FY26/27 financial projections from the Town's Finance Department.
Updated values confirm:
• FY25/26 ended with $1,591,701 in revenue and $1,636,717 in expenditures, resulting in an
ending fund balance of $1,402,707 (unaudited).
• FY26/27 revenues are projected at $2,084,742, with expenditures of $2,374,474.
• The Stormwater Utility's projected FY26/27 ending fund balance is $1,112,975, well above the
required reserve threshold.
• The approved gradual rate schedule continues to keep the Utility financially stable and prepared
for increasing operational and capital demands.
Based on these corrections and updated projections, the Stormwater Utility Commission recommends
continuing the approved gradual rate schedule and adopting the FY27/28 rate of $5.84, with
stabilization at $6.50 beginning FY28/29.

2. Purpose of the FY27/28 Rate Analysis
This FY27/28 Rate Analysis examines whether the current Stormwater Utility rate structure provides
sufficient revenue to:
• Meeting federal MS4 permit requirements
• Maintain aging drainage infrastructure
• Support annual and long-term maintenance
• Fund local match requirements for grant -funded capital projects
• Maintain the required Stormwater Utility reserve
• Ensure fiscal sustainability while minimizing ratepayer burden
The Stormwater Utility Commission is required under Town Code §15-24-13(H) to evaluate Utility
revenues and recommend rate direction annually.
3. Current Fiscal Year Review — FY26/27 Baseline
FY26/27 is the baseline year for this report.
Key Findings:
• ERUs increased to 28,470, strengthening revenue capacity.
• Operating costs increased due to personnel, materials, and administrative allocations.
• The Utility maintained a healthy $1,058,684, ending fund balance.
• The required reserve of $263,595 was exceeded by more than $795,000.
• CIP obligations were met without dipping below reserve requirements.
• Operating performance and financial results confirm rate stability entering FY27/28.
4. FY27/28 Rate Evaluation
The fiscal baseline and projections reinforce the need for Step 2 of the gradual rate schedule:
Financial Summary
• FY25/26 shows expenditures of $1.64M and a strong ending fund balance.
• FY26/27 revenue and expenditure projections reflect increased operational and capital
demands.
• FY26/27 ending fund balance of $1.11M confirms financial stability entering FY27/28.
• FY27/28 projected fund balance of $931,417 remains well above reserve requirements.
Conclusion
These corrected values confirm that the recommended FY27/28 rate of $5.84 is justified, responsible,
and aligned with the Utility's long-term financial and regulatory obligations.

Why the Increase is Necessary:
• Rising personnel and O\&M costs
• Increased inspection and compliance workload
• More complex drainage system with private asset inspection requirements
• Multiple grant -funded capital projects requiring local -match contributions
• Higher cost of materials (concrete, riprap, maintenance equipment)
• Greater storm severity increasing maintenance needs
• Continued compliance with MS4 permit elements and ADEQ expectations
FY27/28 Financial Outlook:
• Operating Budget Need: $1,468,998
• Projected FY27/28 Ending Fund Balance: $931,417
• Reserve Requirement: $299,220
• Fund balance remains safely above required reserve levels.
5. Reserve Compliance
FY25/26
• Required Reserve: $263,595
• Actual Ending Fund Balance: $1,402,707
• Status: Exceeded by $1,139,112

• Maintenance of channels, inlets, culverts, pipes, detention basins, and easements
7. Capital Improvement Program Strategy
The Utility's multi -year CIP strategy leverages federal grants (FEMA/DEMA), RFCD support, and limited
local matching funds.
The Utility's financial model shows:
• Local match obligations are rising significantly
• Long-term erosion mitigation and channel stabilization needs
• A need for rate stability at $6.50 beginning FY28/29

8. Scenario Evaluation
Three scenarios were evaluated:
Scenario 1: Status Quo ($5.17)
• Does not meet long-term capital needs
• Fails reserve compliance by FY28/29
• Not recommended
Scenario 2: Immediate Increase to $6.50
• Creates abrupt ratepayer impact
• Not aligned with Council direction
• Not recommended
Scenario 3: Gradual Increase (Approved Plan)
• FY26/27: $5.17
• FY27/28: $5.84
• FY28/29+: $6.50 (stable)
• Meets all reserve and CIP requirements
• Minimizes impact to residents
• Commission's preferred option
9. Recommendation
The Stormwater Utility Commission and staff recommend:
Continue the approved gradual rate schedule:
• FY27/28 rate: $5.84
• FY28/29+ rate: $6.50 (stable)
This rate structure is financially responsible, transparent, and aligned with long-term Utility needs.
