Abraham, P.E. Water Utility Director Water Utility Commission September 11, 2023 Oro Valley Water Utility Discussion and Possible Action Regarding the Arizona Water Bank Firming Agreement The Arizona Water Bank The Arizona Water Banking Authority (AWBA; Water Bank) Was established in 1996 to store the unused portion of Arizona's annual Colorado River entitlement in Central and Southern Arizona. The AWBA stores water in underground aquifers to earn long-term storage credits (LTSCs). The AWBA is an insurance policy against future Colorado River shortages. Over 600,000 acre-ft. stored in the Tucson Active Management Area (TAMA). Who Benefits From Water Banking? And In What Ways? Anyone who is served water by a city or private water utility that uses Central Arizona Project (CAP) water benefits from water banking. In general, if a water service provider that uses CAP water to meet it’s water resource needs experiences curtailments in CAP deliveries, the AWBA will draw from the stored water to make up the difference. The Arizona Water Bank Firming Agreement Recital Highlights of the Agreement The AWBA has accrued or acquired long-term storage credits that are intended to be distributed to CAP or to M&I subcontractors “to the extent necessary to meet the demands of M&I subcontractors during times in which CAP’s diversions from the Colorado River have been or will be disrupted by shortages on the Colorado River or by disruptions in operation of the CAP”. M&I subcontractors may enter into a firming agreement with the AWBA to request a direct distribution of AWBA Credits for firming purposes. Agreement Highlights The M&I firming IGA shall commence on the date of execution by all parties and continue in full force and effect until December 31, 2026, unless otherwise terminated per the terms of the agreement. Defining when and how firming will take place. Discussion Discussion Recommendation for Council Approval The Water Utility staff respectfully request that the Commission body make a recommendation to Council to approve the Intergovernmental Agreement between the Arizona Water Banking Authority and the Town of Oro Valley for M&I firming    Water Utility Commission 6.
