The meeting was called to order at 3:00 p.m.

CALL TO AUDIENCE - There were no speaker requests.
Notice of Possible Executive Session
Pursuant to ARS § 38-431.03 (A)(2)(3), the Board may vote to convene in executive session to discuss or consider
confidential records exempt by law from public inspection, and/or to consult with the Board's attorney for legal
advice and to consider the Board's position and to instruct the Board's attorney regarding its position in
contemplated litigation regarding Agenda Items 2-6. The Board will take action on these items in open session.

Motion by Member Kelsea Durbin, seconded by Member Katherine Beck to approve the May 13, 2025 regular
session minutes.

2.REVIEW AND APPROVAL OF THE MAY 13, 2025 EXECUTIVE SESSION MEETING MINUTES
Motion by Member Kelsea Durbin, seconded by Member Katherine Beck to approve the May 13, 2025 executive
session minutes.

3.NEW MEMBERSHIP APPROVAL AND REVIEW FOR POSSIBLE PRE-EXISTING CONDITIONS FOR
NEW OFFICER MANUEL EGURROLA VILLELA, HIRE DATE JULY 14, 2025, TIER 3 DATE OCTOBER
12, 2025
Motion by Chairman David Gephart, seconded by Member Katherine Beck to find that Manuel Egurrola Villela
meets all applicable PSPRS membership definitions, including the definition of Member, A.R.S. § 38-842 (31), and
all its related definitions, and regular assignment to hazardous duty, pursuant to A.R.S. § 38-842 (42), effective on
the date of his hire, July 14, 2025, with a Tier 3 date of October 12, 2025. AND to declare the Board's finding of
zero (0) pre-existing conditions as noted in the medical examination report.
Vote: 4 - 0 Carried
4.NEW MEMBERSHIP APPROVAL AND REVIEW FOR POSSIBLE PRE-EXISTING CONDITIONS FOR
NEW OFFICER ZAKARY HOLT, HIRE DATE JULY 14, 2025, TIER 3 DATE OCTOBER 12, 2025
Motion by Member Kathleen Hernandez, seconded by Member Katherine Beck to find that Zakary Holt meets all
applicable PSPRS membership definitions, including the definition of Member, A.R.S. § 38-842 (31), and all its
related definitions, and regular assignment to hazardous duty, pursuant to A.R.S. § 38-842 (42), effective on the
date of his hire, July 14, 2025, with a Tier 3 date of October 12, 2025. AND to declare the Board's finding of five (5)
pre-existing conditions as noted in the medical examination report.

5.NEW MEMBERSHIP APPROVAL AND REVIEW FOR POSSIBLE PRE-EXISTING CONDITIONS FOR NEW OFFICER MICHAEL
LITTLEMAN TORRES, HIRE DATE JULY 14, 2025, TIER 3 DATE OCTOBER 12, 2025
Motion by Member Katherine Beck, seconded by Member Kelsea Durbin to find that Michael Littleman Torres
meets all applicable PSPRS membership definitions, including the definition of Member, A.R.S. § 38-842 (31), and
all its related definitions, and regular assignment to hazardous duty, pursuant to A.R.S. § 38-842 (42), effective on
the date of his hire, July 14, 2025, with a Tier 3 date of October 12, 2025. AND to declare the Board's finding of
one (1) pre-existing condition as noted in the medical examination report.
Vote: 4 - 0 Carried
6.NEW MEMBERSHIP APPROVAL AND REVIEW FOR POSSIBLE PRE-EXISTING CONDITIONS FOR LATERAL OFFICER
MARCO DURAZO WITH A HIRE DATE OF JULY 28, 2025
Motion by Member Katherine Beck, seconded by Member Kathleen Hernandez to find that Marco Durazo meets
all applicable PSPRS membership definitions, including the definition of Member, A.R.S. § 38-842 (31), and all its
related definitions, and regular assignment to hazardous duty, pursuant to A.R.S. § 38-842 (42), effective on the
date of his hire, July 28, 2025. AND to declare the Board's finding of two (2) pre-existing conditions as noted in the
medical examination report.

7.REVIEW AND APPROVAL OF RESIGNATIONS OF THE FOLLOWING MEMBERS THUS TERMINATING THEIR
MEMBERSHIPS: DONALD TOPAR EFFECTIVE MAY 29, 2025, JOSHUA KLAUS EFFECTIVE JUNE 3, 2025 AND RICHARD
VANDLER EFFECTIVE JULY 24, 2025
Motion by Member Kelsea Durbin, seconded by Member Kathleen Hernandez to approve the resignations and to
terminate the memberships of Donald Topar, Joshua Klaus and Richard Vandler.
Vote: 4 - 0 Carried
8.RECOGNITION OF RETIREMENTS OF THE FOLLOWING MEMBER: MICHAEL KLEINBERG EFFECTIVE JULY 31, 2025

Chair Gephart recognized the career and thanked Mr. Kleinberg for his many years of service to the community.
9.DISCUSSION AND POSSIBLE ACTION TO RESCHEDULE THE NOVEMBER 11, 2025 PSPRS LOCAL
BOARD MEETING
Motion by Chairman David Gephart, seconded by Member Katherine Beck to reschedule the November 11, 2025
meeting to November 12, 2025.
Vote: 4 - 0 Carried
ADJOURNMENT
Motion by Chairman David Gephart, seconded by Member Kathleen Hernandez to adjourn the meeting at 3:15
p.m.
