INSTRUCTION TO SPEAKERS
Members of the public have the right to speak during any posted public hearing.
However, those items not listed as a public hearing are for consideration and
action by the Stormwater Utility Commission during the course of their business
meeting. Members of the public may be allowed to speak on these topics at the
discretion of the Chair.
If you wish to address the Commission on any item(s) on this agenda, please complete
a blue speaker card and give it to the Recording Secretary. Please indicate on the
speaker card which item number and topic you wish to speak on, or if you wish to speak
during “Call to Audience,” please specify what you wish to discuss when completing the
blue speaker card.

Goal 3.3 Sonoran Desert Resources Policies and Actions
Suggested POLICY
3.3.8 Maintain the natural qualities of creeks, washes, groundwater
basins and recharge areas to protect the integrity of wildlife
habitat, allow for wildlife movement and enhance the safety
of the built environment.* (V09)

erosion by slowing storm runoff and increase
infiltration of stormwater into the groundwater

(I think the concept of increasing the infiltration of stormwater into the ground is worthy but
complex in that it may allow the introduction of pollutants into the groundwater and if stormwater
is ponded may lead to a mosquito nuisance as well as a safety hazard.)
Suggested POLICY
3.3.10 Encourage development project designs that connect wildlife
habitat areas, avoid disturbing significant wildlife habitat and
minimize the overall impacts on wildlife habitat areas. (DEV)

3.3.10.5 Develop a plan to protect and buffer washes, riparian areas,
vegetation, designated natural open space and
environmentally sensitive lands from development
encroachment and the associated flood risk and

of stormwater surges. (V02)

3.3.12.1 Provide resources to channel watercourses where
appropriate to minimize safety threats. (V09)

clogged channels caused by impediments.V09)
3.3.12.3 Provide resources to hydro seed all bare runoff areas
with mature grasses that can be easily maintained.

Goal 3.4 Water Resources and Actions

3.4.3 Utilize alternatives to attain sustainable groundwater production rates and reduce
groundwater level declines.

3.4.3.1 Develop plans for the use of alternative sources of water for potable and non-potable
uses, including rainwater, gray water, waste water effluent and Central Arizona Project water.
3.4.3.2 Explore the expanded use of stormwater harvesting as a means to reduce dependence
on groundwater.
3.4.3.3 Incentivize the use of passive and active rainwater harvesting techniques.
3.4.3.4 Explore opportunities for expanded use of stormwater recharge areas as a means to
recharge the groundwater supply and control erosion.
Goal 3.6 Clean Environment Policies and Actions
Suggested POLICY
3.6.3 Strive to protect the public from the threats of stormwater
and potential negative impacts of containments from runoff, while integrating environmentally
sensitive stormwater system design.
ACTION ideas
3.6.3.1 Continue to support planning for and implementation of the Town’s Stormwater
Management Plan.
3.6.3.2 Monitor and enforce stormwater controls to prevent aquifer
pollution and the erosion or siltation of washes.*
3.6.3.3 Provide public education opportunities on ways to minimize
negative environmental impacts of stormwater caused by urbanization.
3.6.3.4 Continue to support community programs such as
the Buffel Busters and Adopt‐A‐Roadway/Trail/Wash
programs to support Town efforts for stormwater
management.

environmentally sensitive design in storm water systems.

hydraulically efficient (100‐year base flood) and
environmentally sensitive with minimum physical or vis ual
disruptions or impacts to riparian areas and wildlife

velocity reduction when necessary to maintain existing
storm water runoff flows and velocities in natural drainage

Overview
Stormwater Mission
To provide safe and efficient management of
the Stormwater Utility, to promote and protect
life and safety, water quality, and the Town’s
working and natural environments before,
during, and after the occurrence of storm
events in accordance with all Town codes,
standards and policies.

18 miles of FEMA designated floodplains/levees,
4.5 miles of underground storm pipe,
5 miles of public drainage easements,
460 street catch basins/inlets,
180 culverts,
77 detention basins,
53 first flush devices, and
191 outfalls, and
215 lineal miles of mapped washes.

Stormwater Maintenance
•Stormwater facilities operate effectively only
if they are properly maintained.
•Regular maintenance prevents system
failures and decreases the risk of
stormwater damage.
•Inspection and maintenance programs must
be established for all stormwater facilities.

System
E. Purposes of the Fund.
1.All costs of implementation and administration of the
Stormwater Management Plan, including the establishment
of reasonable operating and capital reserves to meet
unanticipated or emergency stormwater management
requirements. There shall be a reserve fund of fifteen
percent (15%) of the collected annual stormwater fees as
specified under Section 15-24-10 of this code.
2.Inspection and enforcement activities.

4.Other activities that are reasonably required to accomplish
the mission of the Stormwater Management Plan.

Commissioner Stankiewicz:
Action item 3.3.8.1 - Jim's change ("slowing" to "managing") is good. Q=AV.
Action item 3.3.12.3 - Jim's change is good. Hydro seed not always the answer unless maybe they're
thinking of immediate post-construction. Consider adding examples to alternative language?
Action item 3.6.2.1 - Jim's comment is that this may be repetitious. (Soapbox Moment Warning) I
suggest that it may be good to have important concepts repeated in different places in the final
document, where they are relevant. Many important stormwater concepts are contained in the current
general plan, but the concepts are isolated and may be easily overlooked. Repetition of, or reference to,
important stormwater concepts can be insurance against neglect of those concepts.
Action item 5.5.5.2 - Jim's change is good, more comprehensive. I want to suggest an idea regarding the
Policy 5.5.5 which deals with design of storm water systems. (Another Soapbox Warning) The historical
stormwater (quantity) requirement for development is to limit post-development peak discharge to not
greater than pre-development. What would you think about a process to incorporate measures to
alleviate existing stormwater problems downstream of new development? Could be complicated and
controversial but perhaps we can discuss it.
