INSTRUCTIONS TO SPEAKERS Members of the public have the right to speak during any posted Public Hearing. However, those items not listed as a Public Hearing are for consideration and action by the Parks and Recreation Advisory Board during the course of their business meeting. Members of the public may be allowed to speak on these topics at the discretion of the Chair. In accordance with Amendment #2 of the Mayoral Proclamation of Emergency issued on March 27, 2020, the following restrictions have been placed on all public meetings until further notice: In-person attendance by members of the public is prohibited.1. If a member of the public would like to speak at either Call to Audience or on a Regular Agenda item, please “raise your hand” during the meeting when the chair announces that it is the appropriate time to do so. For those participating in the meeting through zoom, place your cursor towards the bottom, middle of the page and look for the “raise hand” icon and click on it to “raise your hand” to speak. For those participating via phone only, press *9 to “raise your hand”. 3. All members of the public who participate in the Zoom meeting either with video or telephonically will enter the meeting with microphones muted. For those participating via computer/tablet/phone device, you may choose whether to turn your video on or not. Those participating via computer/tablet/phone device can click the “raise your hand” button during the Call to the Public or Regular Agenda item, and the Chair will call on you in order. For those participating by phone, you can press *9, which will show the Chair that your hand is raised. When you are recognized at the meeting by the Chair, your microphone will be unmuted by a member of staff and you will have three minutes to speak before your microphone is again muted. 4. Meeting Date:03/23/2021   Submitted By:MaryAnne Tolmie, Parks and Recreation SUBJECT: PRESENTATION AND DISCUSSION REGARDING CIP PRIORITIES AND FUNDING OF THE PARKS AND RECREATION MASTER PLAN PROJECT RECOMMENDATION: N/A EXECUTIVE SUMMARY: The Parks and Recreation Master Plan project CIP priorities were presented to the Parks and Recreation Advisory Board (PRAB) at their January 19 and February 9, 2021 meetings. There were three “Cost Buckets” identified as noted below.    Bucket 1 – Sustainable projects Bucket 2 – Expanded services Bucket 3 – Visionary projects   A recommended Priority Projects list was identified that included the following items.  Naranja Park Community Center Building and Site Expansion of four specific Shared Use Path locations Aquatic Center Steam Pump Ranch Amphi School District Partnership   While no action was taken, there was general PRAB support of these priority items. BACKGROUND OR DETAILED INFORMATION: The Parks and Recreation Master Plan project CIP priorities were presented to the Parks and Recreation Advisory Board (PRAB) at their January 19 and February 9, 2021 meetings. There were three “Cost Buckets” identified as noted below.    Bucket 1 – Sustainable projects that primarily include life-cycle replacement of existing facilities and infrastructure. Estimated cost $13,015,000 Bucket 2 – Expanded services that included improvements at Big Wash Trailhead, Shared Use Path, Community Center Site, James D. Kriegh Park, Riverfront Park and Steam Pump Ranch. Estimated cost $10,950,000 Bucket 3 – Visionary projects included Naranja Park, Community Center Building and Amphi School District Partnership. Estimated cost $38,150,000   The total cost estimate is $62,115,000   A recommended Priority Projects list was identified and generally supported by the PRAB. Priority facilities are included below.    Naranja Park Community Center Building and Site Expansion of four specific Shared Use Path locations Aquatic Center Steam Pump Ranch Amphi School District Partnership The next step in the Master Planning process is to further prioritize the CIP projects, identify funding and revenue strategies for implementation and to develop a Strategic Action Plan. The Strategic Action Plan will include short and long-term priorities related to programs and services, financial/budget capacity for CIP implementation, pricing and operations.  The Strategic Action Plan should align with the Town’s pay-as-you-go philosophy while also providing visionary options for consideration.
