Pursuant to the Arizona Open Meeting Law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Stormwater Utility Commission may not discuss or take legal action on matters raised during "Call to the Audience." This memo provides an overview of the project progress, including the work of a Communications Advisory Committee and the resulting Phase 3 Communications Plan. BACKGROUND: Project Status The Your Voice, Our Future project is a far-reaching effort to update the Town’s community plan, commonly referred to as a General Plan. Since late 2013 community members have been sharing their ideas and setting directions for the future of Oro Valley. When completed the resulting plan will guide decision-making in the Town for the next ten years. The work of Phase 2 “Let’s think” recently concluded and culminated with tentative adoption of the Your Voice, Our Future Draft Plan by Town Council in November 2015. In Phase 3 “Do it! Make it so” we’ll be out in the community informing people about the plan and capturing feedback in preparation for the public vote in November 2016. Early work of Phase 3 will be focused on public education about the Draft Plan. The Plan will then be finalized this summer and presented to the Planning and Zoning Commission and then to Town Council for final adoption. A concluding public education effort will take place in October before the Your Voice, Our Future Plan goes to the voters in the November general election. Communications Advisory Committee In preparation for the work of Phase 3, a Communications Advisory Committee (CAC) was formed. The CAC was tasked to develop highly effective communications directions for use in Phase 3. All CAC members are residents who have been directly involved with the project, with the exception of one new youth representative. The CAC met three times between December 2015 and January 2016. Over the course of their three meetings the CAC reviewed Phase 3 objectives, messaging, outreach and engagement activities and offered modifications. The results are contained within the Phase 3 Communications Plan, which was endorsed by the CAC at the end of their work. Your Voice, Our Future Project Update Page 2 of 2 Stormwater Utility Commission Staff Report The Phase 3 Communications Plan is a targeted refinement of the original Public Participation Plan which was adopted by Town Council in May 2013. It follows the same themes and approach as the Public Participation Plan, but with more specifics designed to lead to an informed public vote. Next Steps Now that the work of the CAC has concluded, public outreach will begin with the assistance of Your Voice volunteers. Information about the Plan will be available online, at events and at the Community Center for the next few months. The first public event will be the 2nd Saturday/ Farmers Market on 2/13. There are a number of ways for the public to stay informed about the project. They can c heck out the Plan and join the community conversation online at YourVoiceOV.com. Information about public events that project staff and volunteers will be attending will be available online at orovalleyaz.gov/generalplan/yourvoiceov. Project staff is also available to provide information or present at community groups or organization by emailing YourVoiceOV@orovalleyaz.gov. CONCLUSION: Considerable progress has been made; however, there is still more work to be done. The project is at an important milestone, where the Plan is being shared with the community. Later this year the final plan will be presented to voters for ratification in November 2016.
