CALL TO ORDER ROLL CALL CALL TO THE AUDIENCE - At this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona Open Meeting Law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Stormwater Utility Commission may not discuss or take legal action on matters raised during "Call to the Audience." In order to speak during "Call to the Audience" please specify what you wish to discuss when completing the blue speaker card. 1. Approval of the February 18, 2016 regular session minutes 2. The Utility rate is reviewed to determine the need for adjustments to ensure revenue meets required expenditures, including personnel, operations/maintenance and capital projects, as outlined in the Oro Valley Stormwater Management Plan. Based on the completed review--the Stormwater Rate Analysis Report--proposals to decrease of Equivalent Residential Unit (ERU) from 5,000 to 4,000 and increase the base rate will be up for discussion at a Public Hearing on Wednesday, May 4, 2016 at 6 p.m. in Oro Valley Council Chambers, 11000 N. La Cañada Drive. Residents who attend the public hearing will have an opportunity to provide feedback to Council on the following rate increase proposals: There are two proposals: 1. Equivalent Residential Unit (ERU) Decrease – effects Commercial Properties Only The proposed decrease of Equivalent Residential Unit (ERU) from 5,000 to 4,000 requires a change in Town Code Chapter 15 2. Base Rate Increase - effects Residential and Commercial Properties Only The proposal would increase the current base rate from $2.90 per month to $4.50 per month per Equivalent Residential Unit (ERU) value. Each residential unit regardless of size is considered one (1) ERU. The Stormwater Rates Analysis Report is available for your review at the following locations:  The Oro Valley Town Clerk's Office  The Oro Valley Stormwater Utility Office  The Town of Oro Valley website: www.orovalleyaz.gov About the Stormwater Utility The Oro Valley Stormwater program was initiated to fulfil the Environmental Protection Agency’s minimum requirement to regulate first flush pollutants which may enter our waterways. The Town’s Municipal Separate Storm Sewer Systems (MS4) permitted activities are part of this program and as discussed further will describe Stormwater Quality. Additionally the town has responsibilities regarding flood protection and floodplain management for our community that require maintenance and additional monitoring of aging Stormwater conveyance infrastructure hence known as Stormwater Quantity.
