CALL TO ORDER ROLL CALL CALL TO THE AUDIENCE - At this time, any member of the public is allowed to address the Commission on any issue not listed on today’s agenda. Pursuant to the Arizona Open Meeting Law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Stormwater Utility Commission may not discuss or take legal action on matters raised during "Call to the Audience." For February 2018 (updates): •Calle Buena Vista Slope Stability Assessment –Coordinate with Geotechnical Consultant regarding stabilization options and costs (Geotechnical Evaluation Report received and currently being reviewed as to stability of slope and implications regarding mitigation (if deemed necessary) and by whom (i.e., the lower portion of the slope is within Town right of way and the upper portion is private property) •Double Eagle Wash Sediment Removal. Canada Hills B & C: Double Eagle Drive adjacent to unnamed wash (A meeting with USACE is scheduled for March 15th) Coordinate with HOA and provide general guidance to their engineer regarding erosion mitigation to rear lot areas Coordinate with US Army Corps of Engineers regarding 404 permit issues •Oracle Crossing (commercial development) Stormwater Basin Remediation: Coordinate redesign of detention basin with management company’s consultant engineer in order to mitigate detrimental flow emanating from the basin (Comments regarding a design concept have been returned to the engineer retained by the management company) •Lambert Lane Culvert Cleaning. Status of Town -Wide Stormwater Control Measures 4.B.i Status of Town-Wide Stormwater Control Measures I.STORMWATER PROGRAM BACKGROUND Introduction: The Town of Oro Valley (Town)manages stormwater quality in accordance with the Arizona Pollutant Discharge Elimination System (AZPDES)Permit AZG2016-002 that authorizes the discharge of stormwater from the municipal separate storm sewer system (MS4)to receiving waters.The MS4 generally consists of roads,storm drains,and infrastructure carrying runoff into drainage ways or ephemeral stream channels.This Stormwater Management Program (SWMP)describes the control measures the Town of Oro Valley uses to manage the quality of discharges from the MS4.These Best Management Practices (BMPs)are: 1.Public Education and Outreach 2.Public Participation and Involvement 3.Illicit Discharge Detection and Elimination 4.Construction Site Runoff Control 5.Post-Construction Runoff Control 6.Pollution Prevention/Good Housekeeping for Municipal Operations Ref. TOV Stormwater Management Program, 2017 4.B.iii Status of Town-Wide Stormwater Control Measures 4.B.iv Status of Town-Wide Stormwater Control Measures Regular Session at or After 4 p.m. Agenda -continues 4.Discuss on-going Stormwater project and rain storm events C.Pima country Regional Flood Control District requests for CIP projects 4.C Pima country Regional Flood Control District requests for CIP projects E-mail from Eric Shepp PCRFCD, 3/13/18: My list of Town requested projects and status: 1)Catalina Ridge: This project has been programmed into our CIP with the District providing a $462K match and project and grant management oversight 2)Logans Crossing Sediment Removal: Work has been planned, estimated cost $100K 3)North Ranch Wash Floodplain Mapping and potential LOMR –Cost of study $130K 4)CDO Sediment Removal at La Canada –Still evaluating scope and extent of needed removal –There is still ample freeboard. 5)Carmack Wash. We are awaiting a map from the Town with walls identified. More recently, you brought up Highands Wash. We assisted the town in a comparative analysis when WLB submitted some mapping of the Naranja Trails area in HEC-RAS 5.0. HEC RAS 5 was brand new and we employed FLO-2D to validate the results. The comparison is attached…this is the extent of the work that was done and there is no other work currently planned. Happy to discuss further efforts on the Highland Wash. Eric Shepp, P.E.
