SUBJECT FOR DISCUSSION: Update on Lambert / La Cholla - Casas Adobes entrance
RECOMMENDATION:

EXECUTIVE SUMMARY:
Each year the Stormwater Utility budgets projects for repair or new construction. One of this year’s Capital
Improvement Projects is the Lambert Lane Drainage Repair Phase 1, and will involve repairs and reconstruction
of an at-grade wash crossing of Lambert Lane, west of La Cholla Boulevard. This project was chosen as a high
priority for this fiscal year based on safety related issues that became apparent following severe flooding during
last summer’s rainy season. Construction documents have been prepared and are currently out to bid, with bid
opening scheduled for mid-May, and construction completed prior to June 30th, the end of this fiscal year.
BACKGROUND OR DETAILED INFORMATION:
Project is to prevent recurring damage to a 200-foot-long section of road where the asphalt is undermined during
monsoons, as seen in the photograph in Attachment 1. A map showing the project location can be seen in
Attachment 2. This project will incorporate concrete header toedowns on the upstream and downstream section
of asphalt and Reno mattress of rock held together with wire mesh at the outlet. The project was selected and
designed in house by Stormwater staff, and then sent out to one of our as-needed consultants for drafting of the
Public Improvement Plans. Procurement prepared solicitation documents, with Stormwater consultation, and
distributed to contractors to bid. Construction is scheduled to begin soon, and then completed before the end of
this fiscal year.
FISCAL IMPACT:
For tracking purposes, this CIP project is called OV50 18-18 04, with funding coming from the Stormwater Utility
Capital Fund.

EXECUTIVE SUMMARY:
Each year the Stormwater Utility hosts a field trip to places in Oro Valley that are emblematic of the types
of activities performed by the Department. This year’s field trip will be held sometime during the first week
of May, depending on interest and availability of Commissioners. Listed below for discussion are our
Mission Statement, a list of things we do, and a tentative list of fieldtrip destinations. Commissioners will
be given the opportunity to suggest destinations and possible dates and time for the spring event.
BACKGROUND OR DETAILED INFORMATION:
Stormwater Utility Mission: To provide for the safe and efficient conveyance and management of
Stormwater within the Town, ensure compliance with accepted floodplain management practices in order
to mitigate flood and erosion damage to Town residents, property, and infrastructure, promote water quality
in accordance with Federal mandates, and protect the natural environment, including riparian areas in
accordance with Town codes, standards and policies.
The Things We Do: To successfully fulfil this mission, the Stormwater Utility engages in a wide range of
activities, among them are:
Stormwater Quality:
• Public Drainage Infrastructure Inspection (MS4), Maintenance & Repair
• Private Drainage Infrastructure Inspection, Maintenance & Repair
• SWPPP Inspections (current construction projects)
• SWPPP Inspections (verification of post-construction control measures)
• Stormwater Management Plan: Implement six (6) Minimum Control Measures
• Illicit Discharge Detection and Elimination (IDDE): Enforcement Action
• Operations and Maintenance Plan for Street and Golf Maintenance Centers: Inspect and Prepare
Report.
Stormwater Quantity:
• Drainage Reports for Private Development: Review for code compliance and conformance with
accepted standard of practice.
• Design Concept Reports for Public Improvements: Review for code compliance and conformance
with accepted standard of practice.
• Floodplain Use Permits: Review applications for code compliance and maintain records

The Spring Field Trip:
The purposes of the field trip are twofold. First it is to have another opportunity to reacquaint the
Commissioners with the broad spectrum of professional activities that fall under the responsibility of the
Stormwater Utility. Our mission statement and some of our typical activities were listed above. The second
purpose is to show the Commissioners ongoing construction projects, including those on our 10-Year Plan.
A tentative list of sites to visit includes:
1. Lambert Lane Drainage Repairs
2. Mutterer’s Wash Capacity/Conveyance Improvements
3. Highland Wash at Lambert Lane PDM Grant Proposal
4. El Conquistador Slope Erosion Protection
5. Siera (sic) Wash Erosion Mitigation
This list of sites will be reviewed, revised, and expanded. Commissioners may discuss possible places to
visit, and dates and times for the field trip. This year’s spring field trip is tentatively scheduled for Tuesday,
April 30, 2019, from 7:00 AM to 9:30 AM, or as otherwise recommended by the Chair. We will be taking
our annual group photograph at that time.

EXECUTIVE SUMMARY:
Town’s Stormwater Management Plan and Annual Report to ADEQ (see the Town’s web page for copies)
identify Minimum Control Measures (MCM’s) used to manage and control quality of stormwater runoff from
the MS4. Each MCM has been given specific implementation dates and frequencies, measurable goals,
and responsible departments.
This memorandum is a report on the Town’s Stormwater Management Program for the third quarter of the
Annual Reporting Period for 2018-2019 (July 1st through June 30th). It has been prepared to keep
stakeholders informed of the status of project implementation in terms of completed tasks that are either
(1) ongoing or continuous, or (2) to be done a minimum of once each year.
Accompanying this Memorandum is a summary Table listing each of the six (6) required MCM’s along with
their specific subset of Best Management Practices (BMP’s).
This summary Table shows that the Stormwater Utility is fully up to date, and has met this quarter’s goals
for implementing BMP’s that are ongoing and continuous. This table also shows, with one exception, we
have met our annual goals for BMP’s that are to be done a minimum of each year. The one annual
deficiency is MCM-6 Site Specific BMP-2, Inspection of Naranja Park, and it is scheduled for completion
the fourth quarter of this reporting year.
Our next update for the fourth quarter will be prepared at this reporting year’s end and distributed sometime
after June 30, 2019.
BACKGROUND OR DETAILED INFORMATION:
The Town of Oro Valley (Town) manages stormwater quality in accordance with the Arizona Pollutant
Discharge Elimination System (AZPDES) Permit AZG2016-002 that authorizes the discharge of
stormwater from the municipal separate storm sewer system (MS4) to receiving waters, including Waters
of the United States (WOTUS). The MS4 generally consists of roads, storm drains, and infrastructure
carrying runoff into drainage ways or ephemeral stream channels. The Town of Oro Valley has a
Stormwater Management Program (SWMP) that describes the control measures it uses to manage the
quality of discharges from the MS4. These Best Management Practices (BMPs) are:

The Town’s Stormwater Management Plan describes specific practices it uses to achieve compliance with
Part 6.4 of the AZPDES Permit related to Minimum Control Measures, including specific implementation
dates and frequencies, measurable goals, and responsible departments. Our staff keeps track of these
thirty-three (33) targeted responsibilities, and has prepared the attached summary table showing project
implementation in terms of completed tasks that are either (1) ongoing or continuous, or (2) to be done a
minimum of once each year.
This attached summary Table shows that the Stormwater Utility is fully up to date, and has met this
quarter’s goals for implementing BMP’s that are ongoing and continuous. It also shows, with one
