The 2019 Annual Stormwater Utility Commission Field Trip starts and stops at this location.
Stormwater Function: Private Drainage Infrastructure Inspection, Maintenance and Repair.
We are here because:
1. The SWU inspects about 20% of all private stormwater facilities each year to ensure
they continue to function as designed.
2. During past inspections, water was seen in the bottom of this detention basin for
periods longer than 12 hours after cessation of rainfall. Twelve hours is the maximum
post-rain ponding period normally allowed.
3. Furthermore, nearby property owners have complained about excessive erosion and
sedimentation downstream of this facility.
4. Sections 15-24-14.P and 17-3-9.B of Town of Oro Valley Code require property owners
to maintain their private stormwater infrastructure.
Conclusion: The Stormwater Utility is currently working with the shopping center owner to
design and construct improvements to increase storage, quickly drain the basin, and to
change the direction of outflows. Excerpts from the construction drawings are attached.

SUBJECT FOR DISCUSSION: Update on Lambert / La Cholla - Casas Adobes entrance
RECOMMENDATION:
This report is for informational purposes only. No action is required to be taken.
EXECUTIVE SUMMARY:
Each year the Stormwater Utility budgets projects for repair or new construction. One of this year’s Capital
Improvement Projects is the Lambert Lane Drainage Repair Phase 1, and will involve repairs and reconstruction
of an at-grade wash crossing of Lambert Lane, west of La Cholla Boulevard. This project was chosen as a high
priority for this fiscal year based on safety related issues that became apparent following severe flooding during
last summer’s rainy season. Construction documents have been prepared and are currently out to bid, with bid
opening scheduled for mid-May, and construction completed prior to June 30th, the end of this fiscal year.
BACKGROUND OR DETAILED INFORMATION:
Project is to prevent recurring damage to a 200-foot-long section of road where the asphalt is undermined during
monsoons, as seen in the photograph in Attachment 1. A map showing the project location can be seen in
Attachment 2. This project will incorporate concrete header toedowns on the upstream and downstream section
of asphalt and Reno mattress of rock held together with wire mesh at the outlet. The project was selected and
designed in house by Stormwater staff, and then sent out to one of our as-needed consultants for drafting of the
Public Improvement Plans. Procurement prepared solicitation documents, with Stormwater consultation, and
distributed to contractors to bid. Construction is scheduled to begin soon, and then completed before the end of
this fiscal year.
FISCAL IMPACT:
For tracking purposes, this CIP project is called OV50 18-18 04, with funding coming from the Stormwater Utility
Capital Fund.

Stormwater Function:
1. Review building-permit applications for replacement manufactured homes for
compliance with Town’s Floodplain Regulations.
2. Continue coordination with the Pima County Regional Flood Control District (RFCD) to
complete the draft 2013 Highland Wash study. A consultant was recently hired by the
RFCD to prepare a Design Concept Report for planned Flood-Control-Channel
Improvements.
3. Respond to citizen and HOA inquiries regarding floodplain status.
4. Prepare an application for a FEMA/AzDEMA Pre-Disaster Mitigation Grant. Preparation
is ongoing, with completion scheduled for June 15th.
We are here because:
1. A 1990 Basin Management Study showed a significant number of properties to be in the
regulatory 100-year flood plain of lower Highland Wash.
2. The updated 2013 RFCD also showed a significant number of properties in the flood plain.
3. Staff is actively working on a PDM grant proposal.
Conclusion:
1. Continue helping RFCD and their consultant to complete a Design Concept Report so it
will be available should it be requested by FEMA later this year.

Stormwater Function:
1. Cooperate with RFCD to review hydrologic and hydraulic design of new bank protection,
as well as with the review and acceptance of a FEMA Letter of Map Revision to revise
the CDO floodplain and floodway limits. Consideration was also given to the effect of
this project on the existing levee located across the wash.
2. Review and accept the Drainage Report and Final Site Plan for the Nakoma Sky
development.
3. Review and accept the Private Improvement Plan for Nakoma Sky development,
including mass grading, final grading, street design, channel design, and overall
stormwater design.
4. Conduct frequent site inspections for SWPPP compliance.

We are here because:
The Town of Oro Valley is required by State mandate, to inspect all construction sites for
appropriate stormwater control mechanisms. These control measures and site
operators shall:
1. Minimize the amount of disturbed area and protect natural resources;
2. Stabilize sites when projects are complete or operations have temporarily ceased;
3. Protect slopes on the site of the construction activity;
4. Protect storm drain inlets and armor all newly-constructed outlets;
5. Use perimeter controls at the site;
6. Stabilize entrance(s) and exit(s) at the location of the construction activity to prevent
off-site tracking; and
7. Inspect stormwater controls at consistent intervals.
Conclusions: This project required a substantial amount of staff time this past year, and
required close coordination with multiple outside agencies, as well as the Town. Paul Keesler
and David Laws are to be commended for their efforts to maintain the demanding schedule
that was required by Nakoma Sky. John Lynch/ SWU was also highly instrumental in keeping
reviews moving forward.
Update: This project was terminated in the summer of 2018 and stabilization work is ongoing.

We are here because:
The Stormwater Utility is routinely responsible for reviewing engineering submitted in
support of public and private improvement plans for soil-cement bank protection, cross-
drainage structures (e.g., culverts and channels), mass grading, and roadways.
Furthermore, because this project is located next to a watercourse maintained the by
Pima County Regional Flood Control District, our involvement also includes coordinating
joint review comments and permitting.
Status: Mass grading of the site is ongoing, including the Moore Road extension, cross drainage
channels, underground utilities, and building lots. Engineering and design of soil-cement bank
protection is in review. SWPPP inspections by the SWU are ongoing and continuous.

OV50 xxxx, Mutterer’s Wash Conveyance Improvement Project
We are here because:
Mutterer’s Wash is publically owned and maintained by the Town of Oro Valley. It was
acquired in ca 2001, and subsequently reconstructed 2007 with funding through an IGA with
the Pima County Regional Flood Control District. More recently, numerous abutting
townhomes were damaged from flooding on September 8, 2014. A resident reported “The first
thing I observed was water flowing upstream in the little Mutter Wash that runs behind the OV
Townhouses. Water coming under Oracle Road in the box culverts beside the new Mexican Restaurant
and Fairfield Inn could not flow down to the CDO wash and so turned and went up Mutter Wash. It went
under Greenock, then overflowed the bank and went down Greenock, where it did a lot of erosive
damage.” By some accounts, this event was larger than a 100-year flood.

We are here because:
1. Each year before the summer rainey season, the Stormwater Utility inspects lower Mutterer’s
Wash for vegetation growth, as well as the depths of accumulated sand on the channel bottom
and inside the box culvert under Greenock Drive. Maintenance is called for when needed.
2. The Mutterer’s Wash Capacity/ Conveyance Improving Project is on our list of projects to be
considered for possible implementation. This will include evaluating alternative channel
geometries to improve its carrying capacity of both flood water and sediment.

Information
SUBJECT: El Conquistador Slope Erosion Mitigation Project. Project Status.
RECOMMENDATION:
This report is for informational purposes only. No action is required to be taken.
EXECUTIVE SUMMARY:
Town staff has identified ongoing erosion along a utility trench near the El Conquistador Resort caused by runoff
from a Town-owned parking lot and adjoining public tennis courts. Earlier rock-riprap-remediation effort failed,
re-exposing buried waterlines and multiple telecommunication cables. A new catch basin and culvert are now
planned which will negate runoff from eroding and further damaging the slope area containing multiple utility
lines.
BACKGROUND OR DETAILED INFORMATION:
The design concept includes removing and salvaging the existing rock riprap; filling and regrading eroded
slope areas; installing a reinforced concrete pipe culvert; installing inlet Catchbasin; installing outlet energy
dissipater; and related appurtenances. Construction drawings are being prepared along with an updated
Opinion of Probable Construction Cost. Afterwards the construction plans will be used to solicit bids from
qualified contractors.
Be aware, the Construction Period time frame for this project is a reasonable judgment based on past
experience with projects of a similar magnitude and scope. The cost of labor, materials and equipment as well
as the level of construction activity at the time of solicitation, as well as any other market condition, may impact
price proposals received and/or the schedule proposed by the Contractor(s) submitting on the work. Thus, the
schedule noted, together with the previously provided Opinion of Probable Construction Cost, for this project, is
not to be taken as a guarantee that cost proposals and/or scheduling will not vary from the opinions provided.
FISCAL IMPACT:
The current Opinion of Probable Construction Cost for this project is $67,600, to be paid for by the Stormwater
Utility, with a $25,000 contribution from the OV Water Utility. Construction is scheduled for completion before the
end of this Fiscal Year (FY 18/19). See cautionary note above regarding schedule and cost.

Status of Current and Proposed FEMA Mitigation Grant Proposals
RECOMMENDATION:

EXECUTIVE SUMMARY:
The Stormwater Utility submitted two grant applications to FEMA to help pay to reconstruct a portion of Catalina
Ridge Wash. Staff are currently preparing a grant application for lower Highland Wash, with the NOI submittal
scheduled for May 14th.
BACKGROUND OR DETAILED INFORMATION:
FEMA, through their Flood Mitigation Assistance (FMA) Program, makes Federal funds available, on an annual
basis, to qualified State, local and tribal governments for flood-damage mitigation. In this case, mitigation is
defined as a sustained action taken to reduce or eliminate long-term risk to people and property from natural
hazards and their effects. The goal of the FMA Program is to reduce or eliminate claims under the National
Flood Insurance Program.
FEMA administers three types of grants within their FMA Program: (1) Hazard Mitigation Grant Program (HMGP);
(2) the Pre-Disaster Mitigation (PDM) program; and (3) Flood Mitigation Assistance (FMA) program. More
specifically,
• HMGP assists in implementing long-term hazard mitigation measures following Presidential disaster
declarations (such as a wildfire).
• Pre-Disaster Mitigation (PDM) provides funds on an annual basis for hazard-mitigation planning and the
implementation of mitigation projects prior to a disaster. The goal of the PDM program is to reduce overall
risk to the population and structures, while at the same time reducing reliance on Federal funding from
actual disaster declarations.
• Flood Mitigation Assistance (FMA) Program provides funds on an annual basis for flood mitigation
planning and the implementation of flood mitigation projects. The goal of the FMA Program is to reduce
or eliminate claims under the National Flood Insurance Program.
With these possible funding sources in mind, Town staff identified two existing constructed drainage channels in
need of long-term hazard-mitigation measures. These two are locally known as the Catalina Ridge Channel and
the Highland Wash Channel. Applications are typically submitted for possible acceptance to the Arizona
Department of Emergency and Military Affairs, Emergency Management- Recovery Branch (ADEMA).

The Catalina Ridge HMGP (Post Fire) application was submitted to ADEMA on December 28, 2018, and was
deemed qualified, and is now awaiting review and/or possible acceptance from FEMA Region IX no sooner than
May 30, 2019. Still no new information to report.
The Catalina Ridge PDM application was submitted to ADEMA on January 11, 2019, and it too was deemed
qualified, and is now awaiting review and/or possible acceptance from FEMA Region IX no sooner than May 30,
2019. Still no new information to report.
The Highland Wash PDM application is currently being prepared, with an anticipated submittal on or before
June 14th 2019, as currently stipulated by ADEMA. A copy of the Town’s Notice of Intent will be made available
to the SWU Commission during the upcoming June 20th Regular Meeting.
FISCAL IMPACT:
The Catalina Ridge HMGP and PDM applications were based on an estimated total construction cost of $2.1M,
with a 25% local contribution coming from the Pima County Regional Flood Control District, and with project
design and project management by the Town.
The Highland Wash PDM application is still being prepared, and is waiting for completion of the concept plan,
Opinion of Probable Construction Cost (OPCC), and Benefit/Cost Ratio, with an anticipated grant-application
submittal on June 14, 2019. At that time, a better understanding of the fiscal impact of the project will be known.

EXECUTIVE SUMMARY:
Each year the Town of Oro Valley must prepare an MS4 Annual Report describing activities and programs
implemented during the last fiscal year from July 1, 2018 through June 30, 2019. In general, this report is used
by the Town to assess the performance of its Stormwater Management Program (SWMP), and to establish and
track long-term assessment strategies.
Information in this year’s MS4 Annual Report will be paperless, and instead it will be submitted to the
web portal using a new digital-reporting format. In addition to going paperless, this year ADEQ is also asking
MS4 permittees to provide new information about their stormwater plan, and that this new information be
submitted in an updated Notice of Intent (NOI) with specific Best Management Practices (BMP’s) and
measurable goals unique to the Town of Oro Valley. After the NOI is received, ADEQ will transfer the new
information into this year’s Annual Report form which will also include blank data fields (e.g., dates, quantities)
to be filled in by the Town. The updated NOI is due on or before May 31, 2019, and the Annual Report is due
on or before September 30, 2019.
A copy of the draft updated NOI is attached. Be aware it may be changed prior to submittal.
