SUBJECT: Status of on-going FEMA-grant applications
RECOMMENDATION:
This report is for informational purposes only. No action is required to be taken.
EXECUTIVE SUMMARY:
During this current Fiscal Year 2018-2019, the Stormwater Utility submitted four grant applications to the Arizona
Department of Emergency and Military Affairs, ADEMA for their consideration. Two of these applications were
for repairs to the Catalina Ridge Channel, and another application was for the reconstruction of lower Highland
Wash. In addition, earlier this month, the Stormwater Utility submitted its fourth grant application to ADEMA,
and this one was for Phase II Lambert Lane At-Grade Wash Crossing Improvements. Other than acknowledging
receipt of these four applications, the Stormwater Utility has not heard from ADEMA regarding possible awards.
BACKGROUND OR DETAILED INFORMATION:
The ADEMA Mitigation Group is responsible for managing grants from three FEMA Hazard Mitigation Assistance
(HMA) grant programs (Pre-Disaster Mitigation, Flood Mitigation Assistance, and Hazard Mitigation Grant
Program). In addition, ADEMA is also responsible for making local funds available through the Arizona State
Emergency Council (SEC).
FEMA, through their Flood Mitigation Assistance (FMA) Program, makes Federal funds available, on an annual
basis, to qualified State, local and tribal governments for flood-damage mitigation. In this case, mitigation is
defined as a sustained action taken to reduce or eliminate long-term risk to people and property from natural
hazards and their effects. The goal of the FMA Program is to reduce or eliminate claims under the National
Flood Insurance Program.
FEMA administers three types of grants within their FMA Program: (1) Hazard Mitigation Grant Program (HMGP);
(2) the Pre-Disaster Mitigation (PDM) program; and (3) Flood Mitigation Assistance (FMA) program. More
specifically,
• HMGP assists in implementing long-term hazard mitigation measures following Presidential disaster
declarations (such as after a large wildfire).
• Pre-Disaster Mitigation (PDM) provides funds on an annual basis for hazard-mitigation planning and the
implementation of mitigation projects prior to a disaster. The goal of the PDM program is to reduce overall
risk to the population and structures, while at the same time reducing reliance on Federal funding from
actual disaster declarations.
• Flood Mitigation Assistance (FMA) Program provides funds on an annual basis for flood mitigation
planning and the implementation of flood mitigation projects. The goal of the FMA Program is to reduce
or eliminate claims under the National Flood Insurance Program.

The State of Arizona also makes funding available for flood-damage prevention. More specifically,
• Arizona State Emergency Council (SEC) is authorized to allocate available State funds to respond to,
and recover from, man-made or natural disasters resulting in a Governor’s Declaration of Emergency,
The goal is the SEC program is to respond to emergency situations which were beyond the capability
and resources of local government, as well as to buy down future risk.
This Fiscal Year 18-19, Town of Oro Valley submitted four grant applications, as follows.
The Catalina Ridge HMGP (Post Fire) application was submitted to ADEMA on December 28, 2018, and was
deemed qualified, and is now awaiting review and/or possible acceptance from FEMA Region IX no sooner than
May 30, 2019. Still no new information to report.
The Catalina Ridge PDM application was submitted to ADEMA on January 11, 2019, and it too was deemed
qualified, and is now awaiting review and/or possible acceptance from FEMA Region IX no sooner than May 30,
2019. Still no new information to report.
The Highland Wash PDM application was submitted to ADEMA on May 15, 2019, and was deemed qualified,
and is now awaiting review and/or possible acceptance from FEMA Region XI. The Notice of Funding
Opportunity is expected August 2019, at which time we will be notified whether this project moves forward in the
application process.
The Lambert Lane SEC application was submitted to ADEMA on June 5, 2019, and its receipt was
acknowledged the same day. Nothing is known about when to expect further notification. This is a new
application, and the Stormwater Utility was given less than 24 hours to respond to the ADEMA solicitation.
FISCAL IMPACT:
The Catalina Ridge HMGP and PDM applications were based on an estimated total construction cost of $2.2M,
with a 25% local contribution coming from the Pima County Regional Flood Control District, and with project
design and project management by the Town.
The Highland Wash PDM application was based on an estimated total construction cost of $2.1M with a 25%
local contribution, with anticipated local contribution coming from the Pima County Regional Flood Control
District, and with project design and project management by the Town.
The Lambert Lane SEC application was based on an estimated total construction cost of $220K with a 25%
local contribution by the Town, including project design and project management.

SUBJECT FOR DISCUSSION: Status of MS4 NOI / Stormwater Management Program Update
RECOMMENDATION:
This report is for informational purposes only. No action is required to be taken.
EXECUTIVE SUMMARY:
ADEQ recently announced that MS4 reporting was going paperless, and that MS4 Phase II communities,
including the Town of Oro Valley, will need to update their Notice of Intent (NOI) to include specific
additional information. ADEQ’s request also included the requirement to update the corresponding
portions of the Town’s Stormwater Management Program.
The Stormwater Utility made the required changes to the Town’s NOI, and this information was submitted
using ADEQ’s myDEQ e-Permitting/e-Compliance Online Portal. Revision to the Town’s Stormwater
Management Program document have been started, and are expected to be completed later this calendar
year. A copy of the Town’s myDEQ submittal and ADEQ’s acceptance letter is attached.

Each year the Town of Oro Valley is required to submit annual reports to ADEQ in which information is
given about, among other things, the status of compliance, and an evaluation of the appropriateness and

required communities to provide additional information in their annual report about Best Management
Practices and their specific performance metrics. ADEQ also announced that MS4 reporting was going
paperless and submissions were to be made using their myDEQ e-Permitting/e-Compliance Online Portal.
The Stormwater Utility complied with this request and updated the Town’s NOI. A copy of the myDEQ
input summary is attached along with an ADEQ submittal acceptance letter.

EXECUTIVE SUMMARY:
Each year the Stormwater Utility identifies capital projects for repair or new construction. One of this year’s
Capital Improvement Projects is the Lambert Lane Drainage Repair Phase 1, and will involve repairs and
reconstruction of an at-grade wash crossing of Lambert Lane, west of La Cholla Boulevard. This project was
chosen as a high priority for this fiscal year based on safety related issues that became apparent following severe
flooding during last summer’s rainy season.
Construction began May 28th, and completion is scheduled end before June 30th, the end of this current fiscal
year. Construction is currently on schedule and on budget.
BACKGROUND OR DETAILED INFORMATION:
Project is intended to prevent recurring damage to a 200-foot-long section of road where the asphalt is
undermined by flood waters multiple times each year, resulting in road closures and immediate shoulder
reconstruction. This project will incorporate concrete header toedowns on the upstream and downstream section
of asphalt and Reno mattress of rock held together with wire mesh at the outlet. See photos below.

EXECUTIVE SUMMARY:
Town staff has identified ongoing erosion along a utility trench near the El Conquistador Resort caused by runoff
from a Town-owned parking lot and adjoining public tennis courts. Earlier rock-riprap-remediation effort failed,
re-exposing buried waterlines and multiple telecommunication cables. A new catch basin and culvert are
currently being installed, and when finished, will negate runoff from eroding and further damaging the slope area
containing multiple utility lines.
Construction began June 11th, and completion is scheduled end before June 30th, the end of this current fiscal
year. Construction is currently on schedule and on budget.
BACKGROUND OR DETAILED INFORMATION:
The design concept includes removing and salvaging the existing rock riprap; filling and regrading eroded
slope areas; installing a reinforced concrete pipe culvert; installing inlet Catchbasin; installing outlet energy
dissipater; and related appurtenances. See photos below.
