1. Approval of May 16, 2019 regular session minutes
MOTION: A motion was made by Commissioner Cuffari and seconded by Commissioner
Stinnett to approve the May 16, 2019 regular session minutes without any changes.
Motion carried, 5-0.
2 Town Council Liaison Joyce Jones -Ivey report about recent Town Council meetings
concerning Stormwater issues
Councilmember Jones -Ivey stated that the Town Council has the Strategic Leadership Plan in
place. The Council is now planning for the 2020 Census which starts April 1, 2020.
Councilmember Jones -Ivey also spoke on the expected revenues to the State from e-
commerce. Councilmember Jones -Ivey met with the Southern Arizona Home Builders
Association (SAHBA) board and shared with them information on the update DCM (Design
Criteria Manual)
3. Discussion of Stormwater meetings and events
Stormwater Division Manager Mike Todnem discussed Stormwater meetings and events.
Stormwater Utility Analyst Scott Bennett stated that the Town of Oro Valley Small MS4 Notice of
Intent (NOI) was submitted and approved. Discussion ensued on the update of the Best
Management Practices (BMP's) regarding addressing specific minimum control measure
categories in the NOI.

Chair DeSantis reported on his meeting with the Mayor. it was discussed that perhaps next
spring the SWUC would extend an invitation to the Town Council to come on the yearly field trip
to view Stormwater projects.
4. Discussion of on-going Stormwater projects
W. Todnem, Nr. Bennett and Stormwater Utility Project Manager John Lynch updated the
Commission on the status of on-going Stormwater projects.

Eric Shepp, PE, (Deputy Director) and Greg Saxe, PhD, (Environmental Planning Manager) from the Pima County
Regional Flood Control District will be discussing the following topics at this month's Stormwater Utility Commission

National Flood Insurance Program Community Rating System
Floodplain Management Plan
The Pima County Regional Flood Control District (District) is seeking your input on the
preparation of a Floodplain Management Plan for approval by the Flood Control District Board
of Directors (Board). The District strives to use forward-looking floodplain management
planning practices to minimize the risk of flood and erosion damage for all county residents,
property and infrastructure. These efforts include identifying high flood risk areas, preserving
natural watercourses, constructing flood control facilities, establishing locally appropriate
development standards, distributing public information, providing early warning, and
responding to flood emergencies. This plan will help the District identify the activities that will
be most effective in each of the watersheds in unincorporated Pima County, as shown on the
map available at: www.pima.goy/fmp/map
Relationship to Flood Insurance Costs
Properties near washes and riparian areas are
often considered more valuable. However, when a
structure is located within federal floodplains, the
cost of flood insurance needs to be considered and
can be quite expensive. The National Flood
Insurance Program (NFIP) Community Rating
System (CRS) allows premium discounts when
communities exceed minimum standards. Due to
Pima County's efforts to reduce the risks of
flooding, residents in unincorporated areas enjoy a
flood insurance premium discount of 25%. Flood
insurance is also recommended for property that is
within locally identified high flood risk areas. The
completion of a Floodplain Management Plan will
help further reduce flood insurance premiums.

• October 2018 — Board directs District to start
the Floodplain Management Plan process.
• October 2018 —Seek participants for a Planning
Committee according to guidelines.
• Fall 2018 — Conduct informational meetings in
impacted areas.
• Winter 2018/19 - Prepare hazard and problem
area assessments.
• Spring 2019 - Set goals, review possible
activities, and draft an action plan.
• Summer 2019 — Conduct meetings for the
public to comment on the draft plan.
• Fall 2019 — Request approval by the Board.

What is the National Flood Insurance
Program?
The NFIP is a federal program that enables
property owners or renters to purchase flood
insurance. By exceeding minimum program
standards, Pima County has been successful in
lowering costs for flood insurance policyholders
within unincorporated areas. Flood insurance is
required for federally -backed mortgages in
floodplains identified by the Federal Emergency
Management Agency (FEMA). Building insurance is
available after a 30 -day waiting period. Renters can
purchase contents insurance, which may be a
financial necessity for business tenants. Flood
insurance can be obtained for property outside of
FEMA floodplains, even in high flood risk areas.
What is the District doing to reduce flood
hazards and insurance costs?
The NFIP authorizes and credits activities that
prevent, reduce, or respond to flood damages. The
District has a proven track record in identifying
hazardous areas, providing structural
improvements that have multiple benefits,
protecting natural watercourses, and establishing
development standards. Recently, the District has
been enhancing its early flood detection and
warning, land management and outreach programs
to further protect the County's residents.
Developing a Floodplain Management Plan that
follows the FEMA process, will better coordinate all
of these programs and will further reduce flood risk
and flood insurance premiums.
Will this project increase costs?
No additional budget is required. The project will
be completed by District staff as part of their
normal duties. Although the planning process will
take additional time, the result of the process will
identify efficiencies and improve internal
coordination. This can reduce operational costs by
avoiding duplication of effort, identifying
partnership opportunities, and avoiding
unnecessary costs.
Have there been independent audits of the
District's performance?
Yes, every three years auditors from the ISO Inc., a
private contractor hired by FEMA, rates the
District's performance. In 2017, the audit resulted
in a Class 5 rating, with a 25% flood insurance
premium discount. Public support for capital
projects and preservation in the floodplain, in
addition to regulatory and map information service
efforts, have contributed to this success. While the
District's audit score is high enough to earn a 309
discount, the pre -requisite to complete a
Floodplain Management Plan for Board adoption
had not been met.
What ways can the public participate in
the planning process?
The process will be guided by a Planning
Committee composed of stakeholders. Working
meetings will be held at key project milestones and
will be open to the public. Informational meetings
will be conducted in floodprone areas at the
beginning of the process and to provide comment
on the draft plan prior to Board adoption. Early in
the process, the District will mail a survey to all
properties that are within mapped regulatory
floodplains in unincorporated Pima County. It will
be available, with flood hazard information and the
draft plan at the link below. This website will also
provide meeting times and locations and updates
on opportunities for the public to provide input.

Canada Del Oro Wash Flood Alert Messages
The Pima County Office of Emergency Management has made it possible through a system called
MvAlerts for the Regional Flood Control District to provide near -real-time flood alerts to Pima County
residents within certain watersheds. The District's use of MyAlerts is largely limited to specific
watercourses where we have a stream gage and sufficient floodplain modeling to determine the likely
area of impact downstream of the stream gage.
Messages and What They Mean
The following messages are examples of what you can expect to receive when the District observes flow
at the stream gage for this area. Actual messages may vary slightly depending on conditions. For each
example message we provide the stream gage discharge at which the message is expected to be sent
and an explanation of the purpose of the message and actions you should take when you receive that
message.

REVIEW AND DISCUSSION OF STATUS OF ON-GOING FEMA -GRANT APPLICATIONS

This report is for informational purposes only.
During the previous Fiscal Year 2018-2019, the Stormwater Utility (SWU) submitted four (4) grant applications to
the Arizona Department of Emergency and Military Affairs (ADEMA) for their consideration. Two of these
applications were for repairs to the Catalina Ridge Channel, and another application was for the reconstruction of
lower Highland Wash. A fourth grant application was recently sent to ADEMA, and this one was for Phase II
Lambert Lane Dip Crossing Improvements.
The Stormwater Utility was recently notified by ADEMA regarding the status of two ongoing grant applications, as
follows:
1. June 24, 2019, Pre -Disaster Mitigation Program FY 2018 Sub -application Status, Town of Oro Valley,
Catalina Ridge Channel Reconstruction, 'Did Not Meet HMA Requirements", further information pending.
2. July 1, 2019, SEC Mitigation Projects, Town of Oro Valley, Lambert Lane Dip Crossing Reconstruction,
Phase II, "Awarded funding through the State Emergency Council (SEC)°, pending completion of an
Application Briefing. The application briefing has been schedule for Monday, July 15.
No new information has been received by the SWU regarding:
1. Catalina Ridge Hazard Mitigation Grant Program (Post Fire)
2. Highland Wash Pre -disaster Mitigation
BAMROUND OR DETAILED INFORMATION:
Refer to a previous report for the Stormwater Utility Commission Regular Meeting on June 20, 2019.
If awarded, the Lambert Lane Dip Crossing Reconstruction SEC Mitigation Grant will provide a State cost
share of $220,909.50 (capped amount), and will require an additional minimum 25% local contribution by the Town,
including project design and project management. This project is identified within the current Council adopted
budget CIP.
