DISCUSSION AND PROJECT REVIEW OF COMPLETED EL CONQUISTADOR SLOPE EROSION MITIGATION
PROJECT
RECOMMENDATION:
This report is for informational purposes only. No action is required to be taken.
EXECUTIVE SUMMARY:
Town staff identified erosion along a utility trench near the El Conquistador Resort caused by runoff from a
Town-owned parking lot and adjoining public tennis courts. Earlier rock-riprap-remediation effort failed, re-exposing
buried waterlines and multiple telecommunication cables. A new catch basin and culvert were installed, and are
now finished. This will help prevent runoff from eroding and further damaging the slope area containing multiple
utility lines.
Construction began June 11th, and was completed June 30th, the end of this current fiscal year. Construction was
completed within budget.
BACKGROUND OR DETAILED INFORMATION:
The design concept included removing and salvaging the existing rock riprap; filling and regrading eroded slope
areas; installing a reinforced concrete pipe culvert; installing inlet Catchbasin; installing outlet energy dissipater; and
related appurtenances. See photos below.
FISCAL IMPACT:
The cost of construction of is to be paid for by the Stormwater Utility, with a substantial contribution coming from the
OV Water Utility. Construction was scheduled for completion before the end of this Fiscal Year (FY 18/19).

STATUS OF ON-GOING FEMA-GRANT APPLICATIONS
RECOMMENDATION:
This report is for informational purposes only. No action is required to be taken.
EXECUTIVE SUMMARY:
The status of ongoing grant applications follows.
August 26, 2019. The Stormwater Utility was notified that FEMA posted the Fiscal Year 2019 (FY19) Notice
of Funding Opportunity (NOFO) for the Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM)
grant programs. A Notice of Intent (NOI) for this grant cycle will be due no later than September 19th, 2019.
An updated NOI for Catalina Ridge Channel Reconstruction will be prepared and submitted as allowed.

September 5, 2019. The Stormwater Utility was notified by DEMA that the Town had been awarded funding
through the State Emergency Council (SEC). Further, we were notified that the Bid Proposal for Lambert
Lane Dip Crossing Reconstruction Project was complete and that the Town can proceed with advertising
for construction bids. Construction must be completed no later than June 30, 2020.

September 20, 2019 (pending). DEMA will begin reviewing NOI’s for 2019 PDM grant applications, including
Catalina Ridge Channel Reconstruction and Highland Wash Channel Reconstruction . Furthermore,
complete grant applications for these two Town projects must be completed and submitted before the first
week of January 2020.

FISCAL IMPACT:
Current capacity has been provided in the FY 2020 budget to support up to $2.1M in project construction should
the division be successful is receiving any of the requested funding. Project not awarded funding will not be moved
forward or completed.

TOWN OF ORO VALLEY'S 2019 MS4 ANNUAL REPORT AND DISCHARGE MONITORING REPORT
RECOMMENDATION:
This status report is for informational purposes only. No action is required to be taken.
EXECUTIVE SUMMARY:
Each year, the Town of Oro Valley must submit an annual report to Arizona Department of Environmental Quality
(ADEQ) describing the progress and success of the Town’s stormwater management program, including an
assessment of the effectiveness of stormwater management practices in reducing the discharge of pollutants to,
and from, the municipal separate storm sewer system.
The Town’s 2018-2019 Annual Report will be submitted to ADEQ on, or before, September 30, 2019, and it shows
that Oro Valley’s MS4 program is in substantial compliance with ADEQ permit number AZG2016-002.
BACKGROUND OR DETAILED INFORMATION:
The Town’s 2018-2019 Annual Report briefly identifies its success in completing all six minimum control measures
(MCMs) as follows:
(1) Public Education and Outreach
(2) Public Involvement/Participation
(3) Illicit Discharge Detection and Elimination
(4) Construction Site Stormwater Runoff Control
(5) Post-Construction Stormwater Management
(6) Pollution Prevention/Good Housekeeping for Municipal Operations.
Information in this year’s MS4 Annual Report is paperless, and will be submitted to the myDEQ web portal using a
new digital-reporting format. In addition to going paperless, this year ADEQ also asks MS4 permittees to provide
new information about their stormwater plan, and that this new information be submitted in an updated Notice of
Intent (NOI) with specific Best Management Practices (BMP’s) and measurable goals unique to the Town of Oro
Valley.
The attached draft Annual Report shows that the Town’s MS4 program is in substantial compliance with the permit.
This report will be submitted shortly.

The current Town of Oro Valley Stormwater infrastructure inventory is a functioning GIS geometric
network and includes all public and private streets as well as approximately 1606 storm inlets, 487
culverts, 1063 conveyance pipes, 983 channels, and 215 stormwater detention basins. This inventory is
estimated to be 95% complete at the time of submission of this report, and is updated as features are
encountered via the Town’s MS4 inspection process and through integration of assets associated with
new development. This process is continuous and for the purposes of investigation, the Town of Oro
Valley has mapped both municipal and private stormwater infrastructure in the database. This process
assists the Town with investigation of illicit discharges, as well as potential flood control solutions.

Using GIS and aerial photography to verify locations of municipal and private outfalls, the Town of Oro
Valley has identified 90% of its outfall inventory. Further verification through in-situ inspection of some
tributaries to Appendix B Waters throughout Town will possibly reveal more locations to complete the
inventory by September of 2020.

received no reports of any illicit discharges associated with this business type.

Starting in January of 2019 the Town of Oro Valley began posting Stormwater outreach on 7 of the 28
Town owned Sun-Shuttle vehicles within the fleet. The message on the poster reads "Keep stormwater
runoff clean to protect our desert washes". With annual ridership numbers at 43,894, that is nearly 5500
impressions made since the implementation of this program in January, 2019.

Brochure content is assessed semi-annually to ensure that the most current information is available.

The Town of Oro Valley plans to run another public information article in the Town Newsletter for fiscal
year 2019/2020

The Town is committed to making itself available for participation at school events each year. During
fiscal year 2018/2019 the Town of Oro Valley Stormwater Utility participated in the Wilson K-8
elementary school STEM Fair. With an annual enrollment of 1100 students and a large number of those
students actively participating in the STEM Fair each year the potential for impressing on these students,
the importance of pollution prevention and stormwater quality, is made evident by the meticulous
attention to detail by school faculty and high volume of participation by the students.

The Town of Oro Valley Stormwater Utility has fostered a relationship with the faculty of this school,
already having done two outreach events at this location in 2017 and 2018 respectively and has
arranged to participate in the Wilson K-8 elementary school STEM Fair again in November of 2019.

topics. Topics include volunteer opportunities, keep Oro Valley clean and safe, and prevention of

received an informational brochure on volunteer opportunities, proper swimming pool discharging, and
pollution prevention best practices. The Town of Oro Valley also participated in 8 public outreach events
totaling 58 hours of public outreach at which informational brochures on stormwater quality and pollution
prevention were distributed.

Through updating and distribution of brochures, 58 hours spent appearing at local events while
interacting with the public, as well as educational material in the Town newsletter and on the website, the
Town of Oro Valley ran a successful public outreach and education program for fiscal year 2018/2019.

Currently the Town of Oro Valley conducts wet weather outfall monitoring at 5 locations within the Town.
3 locations that are Town owned municipal outfalls and 2 locations (screening points) chosen for their
close proximity to large commercial complexes. These 2 locations take a significant portion of the
drainage from these complexes. The locations of these 2 screening points allow the Town to quickly
assess the stormwater quality of these 2 areas as it outfalls into the Canada Del Oro Wash. The other 3
outfall locations also outfall to the Canada Del Oro Wash and were chosen either based on their close
proximity to commercial development or high density residential development. The Town conducted 4
wet weather monitoring sessions at each of these locations during fiscal year 2018/2019 and the water
was clear and free of pollutants and odors during each of the monitoring sessions.

The Town of Oro Valley will continue mapping outfalls in fiscal year 2019/2020 using GIS and aerial
photography to verify locations of municipal and 3rd party outfalls. The Town of Oro Valley currently has
identified 90% of its outfall inventory. Further verification through in situ inspection of some tributaries to

During fiscal year 2018/2019 the Town of Oro Valley continued with the updated tracking process by
which active SWPPPs and SWPPP inspections are conducted and archived. During fiscal year
2018/2019 SWPPP inspections continued being logged into the Town’s Cartegraph asset management
software. Contractor compliance, as well as tracking and cessation of problematic activities continues to
be a high priority within the Town of Oro Valley Stormwater Management Program. Prior to new

The Town of Oro Valley continues to have in place, a regulatory mechanism that requires all new
commercial development within the Town to incorporate first flush filtration devices into the final design.
Town policy also dictates that all private structural stormwater controls be inspected and maintained by
the responsible party. Records of these responsible-party inspections are required to be retained for 3
years as well as made available to Town inspectors upon request. The Town of Oro Valley keeps a

The Town of Oro Valley has implemented procedures which ensure to the maximum extent practicable,
good housekeeping at all municipal operations areas. These areas are inspected annually. Any
deficiencies are noted and corrected. Housekeeping policies are reviewed annually and updated as
needed. During fiscal year 2018/2019 the Town implemented Operation and Maintenance Plans (O&M
plans) for the two main Town owned operations facilities. Applicable Town staff receive annual training

EXECUTIVE SUMMARY:
The Pima County Regional Flood Control District (District) operates and maintains a system of Automated Local Evaluation in
Real Time (ALERT) gauges throughout the Tucson metropolitan area, including the Town of Oro Valley. The
hydrometeorological data collected by ALERT real-time sensors are shared with the Pima County Operations and Emergency
Management (OEM) Office. During an emergency, such as local flooding, OEM can quickly and reliably push emergency
messages to anyone who has signed up and requested to be notified about emergencies based on geographic location such as
street address or community name.
BACKGROUND OR DETAILED INFORMATION:
ALERT gauges provide timely information about precipitation and streamflow for District staff and emergency response
personal. Data collected by the ALERT network can be viewed on the Pima County ALERT website which displays a map
showing the locations of gaging sites along with a real-time display of the rainfall and streamflow data generated at that site.
Additionally, current radar images, both static and animations, can also be displayed. National Weather Service storm warnings
also appear on the map as a box outlining the affected area(s).
Pima County also runs an Operations and Emergency Management (OEM) Office which helps coordinate response efforts
during tragedies or significant events that affect Tucson area residents. OEM works to prevent the loss of life and reduce
property damage due to man-made, technological and natural disasters. It also assists municipalities and local governments
with developing plans to ensure the highest level of preparedness.
The District works with OEM in a joint effort to utilize ALERT data to monitor storm events for use in emergency preparedness,
such as closing affected roadways. Most recently approximate floodplain inundation areas have been mapped for certain
watercourses where ALERT stream gage data is available.
Through a mass notification system, OEM will broadcast advanced warnings to affected parcel owners such as ALERT output,
or some other disaster (police, fire, gas explosion, etc.) that may affect a geolocation.
