Stormwater Division Manager John Spiker reported: Lambert Lane Phase 2 is currently under construction with the project awarded to K E & G Construction. Anticipated completion date is the end of March 2020. As part of our outreach procedures we are doing a Stormwater outreach at Wilson K-8 on January 22, 2020. Stormwater Utility has a request in to FEMA to study floodplains - La Cholla & Loomis del Oro area north of Overton east of La Cholla as well as the Rooney Pusch Mutterers Wash area which is in the Greenock & Oracle area.   REGULAR SESSION AGENDA   1/16/2020 Minutes, Stormwater Utility Commission Regular Session 1   1.REVIEW AND APPROVAL OF THE NOVEMBER 21, 2019 MEETING MINUTES       Motion by Vice Chair Joan Brown, seconded by Commissioner Richard Hawkinson  Vote: 4 - 0 Carried  Other: Commissioner Joseph Cuffari (ABSTAIN)   2.WELCOME TO BILL RODMAN AS NEW TOWN COUNCIL LIAISON TO THE STORMWATER UTILITY COMMISSION Commissioners and Staff welcomed Bill Rodman. Introductions of Commissioners and Staff were made.      3.INTRODUCTION OF JOHN SPIKER, P.E., NEW STORMWATER UTILITY DIVISION MANAGER Mr. Spiker introduced himself to the Commission. He thanked the Commissioners for volunteering their time to serve on the Stormwater Utility Commission. Mr. Spiker stated that his background was with Pima County for the last 18 years, in a variety of capacities, mostly with the Flood Control District.      4.DISCUSSION OF STORMWATER MEETINGS AND EVENTS Senior Engineer Justin Turner reported on Stormwater meetings and events. Regarding the STEM Night Event at Wilson K-8 scheduled for January 22, 2020, discussion ensued regarding the Stormwater outreach message for students.      5.DISCUSSION OF RESULTS OF NOVEMBER 13, 2019 TOWN OF ORO VALLEY MS4 AUDIT BY ADEQ Ms. Ramsey reported on the results of the Arizona Department of Environmental Quality (ADEQ) Audit. There were no findings or citations, only suggestions on wording were received. There were site audits of 5 different locations. Ms. Ramsey reported that the audit went extremely well. Mr. Turner reported that we received a questionnaire prior to the audit, the questions related to our Stormwater Program. At the completion of the audit only 5 or 6 small revisions on wording were asked for. ADEQ congratulated us on our overall program.      6.DISCUSSION OF 2019/2020 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, SECOND QUARTER REPORT Mr. Turner gave an update on the progress of the Stormwater Management Program, the practices that the Stormwater Utility goes by to adhere to EPA and state regulations.      7.DISCUSSION REGARDING THE ONGOING 2019 PRE-DISASTER MITIGATION (PDM) FEMA-GRANT APPLICATION STATUS OF THE LOWER HIGHLAND WASH FLOOD CONTROL PROJECT Mr. Spiker reported that Stormwater recently submitted the application to FEMA for funding last week. Regarding the time outline for the grant, we will hear if it is shortlisted in the timeframe of May 2020, and then this summer if the project is moving forward at the Federal level. The earliest that funding would be available would be January 2021 with the date of January 2024 to complete the project.      8.DISCUSSION OF THE SPRING 2020 STORMWATER UTILITY COMMISSION FIELD TRIP Chair DeSantis revisited the idea that Mayor Winfield had suggested to him about inviting Town Council to attend a Field Trip. Mr. Spiker commented that if a Quorum of the Council attended, we would have to make the Field Trip a public meeting, which would require public transportation to locations that most likely cannot accommodate many people. Mr. Spiker suggested that instead, if members of Council want to visit certain areas, Staff can certainly make that happen.    1/16/2020 Minutes, Stormwater Utility Commission Regular Session 2 Mr. Spiker confirmed the date of the Field Trip as Thursday, April 23, 2020, and that sites are still being considered.   9.ELECTION OF STORMWATER UTILITY COMMISSION CHAIRMAN EFFECTIVE JANUARY 17, 2020 Commissioner Hawkinson nominated Commissioner Brown for Stormwater Utility Commission Chairman. Commissioner Brown declined the nomination. Commissioner Brown nominated Chair DeSantis for Stormwater Utility Commission Chairman. Chair DeSantis declined the nomination.       Motion by Commissioner Joseph Cuffari, to nominate himself as Stormwater Utility Commission Chairman.  Vote: 5 - 0 Carried   10.ELECTION OF STORMWATER UTILITY COMMISSION VICE CHAIRMAN EFFECTIVE JANUARY 17, 2020       Motion by Chair Michael DeSantis, seconded by Commissioner Jack Stinnett to nominate Commissioner Brown as Vice Chairman of the Stormwater Utility Commission. Meeting Date:06/18/2020   Submitted By:Justin Turner, Public Works SUBJECT: DISCUSSION OF LA CHOLLA ROAD WIDENING PROJECT UPDATE RECOMMENDATION: N/A EXECUTIVE SUMMARY: N/A  BACKGROUND OR DETAILED INFORMATION: The project:  The La Cholla Blvd widening project is one of the approved projects in the RTA plan The project consists of constructing a four lane divided roadway from Tangerine Road to Overton Road  Reconstructing three traffic signals Multi-use path/sidewalk/multi-use lane/landscaping/storm drain facilities/retaining wall The project spans across two jurisdictions, approximately 0.5 miles in Pima County and 2.5 miles in Oro Valley Oro Valley is the lead agency Hunter was awarded the construction contract Construction started November 21, 2018 and scheduled for completion by September 2020. Meeting Date:06/18/2020   Submitted By:Justin Turner, Public Works SUBJECT: DISCUSSION OF ONGOING LAMBERT LANE DIP CROSSING RECONSTRUCTION, PHASE 2 RECOMMENDATION: This report is for information purposes only. EXECUTIVE SUMMARY: See Background Information below. BACKGROUND OR DETAILED INFORMATION: The Lambert Lane (Phase 2) Drainage Improvement Project is located on the south side of Lambert Lane approximately 900 feet west of its intersection with La Cholla Boulevard, where Sierra Wash crosses the roadway at-grade. The project resulted in construction of a reinforced concrete drop structure with a wire enclosed rock riprap apron/energy dissipator, repaving of the south shoulder with asphalt, and installation of guard rail. The improvements will mitigate erosion and channel down-cutting to stabilize the eastbound shoulder area and roadway of Lambert Lane during Sierra Wash runoff events.  The Town's Stormwater Utility was awarded a State Emergency Council (SEC) grant from the Arizona Department of Emergency and Military Affairs (DEA) through a competitive process. The grant provided reimbursement of $220,909.00 or 75% of the final construction cost, whichever is less.  The final construction cost was $225,410.72 of which DEMA will reimburse the Town $169,058.04. Plans, Special Provisions, and a Bid Schedule were prepared by Stormwater Utility staff.  The Town awarded the contract to KE&G Construction, Inc. The project was completed on March 12, ahead of schedule and $13,828.28 below the Contractor's low bid. FISCAL IMPACT: N/A SUGGESTED MOTION: This report is for informational purposes only. Meeting Date:06/18/2020   Submitted By:Justin Turner, Public Works SUBJECT: DISCUSSION REGARDING THE ONGOING 2019 PRE-DISASTER MITIGATION (PDM) FEMA-GRANT APPLICATION STATUS OF THE LOWER HIGHLAND WASH FLOOD CONTROL PROJECT RECOMMENDATION: N/A EXECUTIVE SUMMARY: LOWER HIGHLAND WASH FLOOD MITIGATION The Stormwater Utility has been verbally notified by the State of Arizona Department of Emergency and Military Affairs that the Highland Wash Flood Mitigation project was submitted to FEMA, and their review AzDEMA, concluded that the project “did not meet the requirements for the Pre-Disaster Mitigation Program.”  A clear explanation has not yet been given as to how this determination was made, or whether a future revised submittal would be favorably considered.  A future update will be given to the Commission after receiving and reviewing a debriefing document from FEMA Region 9. Meeting Date:06/18/2020   Submitted By:Justin Turner, Public Works SUBJECT: DISCUSSION OF 2019/2020 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, THIRD QUARTER REPORT RECOMMENDATION: This report is for informational purposes only.  EXECUTIVE SUMMARY: Town’s Stormwater Management Program and Annual Report to ADEQ (see the Town’s web page for copies at https://www.orovalleyaz.gov/Government/Departments/Public-Works/Stormwater-Management) identify Minimum Control Measures (MCM’s) used to manage and control quality of stormwater runoff from the MS4. Each MCM has been given specific implementation dates and frequencies, measurable goals, and responsible departments. This memorandum is a report on the Town’s Stormwater Management Program for the third quarter of the Annual Reporting Period for 2019-2020 (January 1st through March 31st). It has been prepared to keep stakeholders informed of the status of project implementation in terms of completed tasks that are either (A) ongoing or continuous, or (B) to be done a minimum of once each year. Accompanying this Memorandum is a summary Table listing each of the six (6) required MCM’s along with their specific subset of Best Management Practices (BMP’s). This summary Table shows that the Stormwater Utility is fully up to date, and has met this quarter’s goals for implementing BMP’s that are ongoing and continuous.  Further, the Fourth Quarter goals are also substantially complete, with the remaining items scheduled for completion prior to the end this month (June) and reporting year.   BACKGROUND OR DETAILED INFORMATION: The Town of Oro Valley (Town) manages stormwater quality in accordance with the Arizona Pollutant Discharge Elimination System (AZPDES) Permit AZG2016-002 that authorizes the discharge of stormwater from the municipal separate storm sewer system (MS4) to receiving waters, including Waters of the United States (WOTUS). The MS4 generally consists of roads, storm drains, and infrastructure carrying runoff into drainage ways or ephemeral stream channels. The Town of Oro Valley has a Stormwater Management Program (SWMP) that describes the control measures it uses to manage the quality of discharges from the MS4. These Best Management Practices (BMPs) are: MCM-1. Public Education and Outreach MCM-2. Public Participation and Involvement MCM-3. Illicit Discharge Detection and Elimination MCM-4. Construction Site Runoff Control MCM-5. Post-Construction Runoff Control MCM-6. Pollution Prevention/Good Housekeeping for Municipal Operations The Town’s Stormwater Management Plan describes specific practices it uses to achieve compliance with Part 6.4 of the AZPDES Permit related to Minimum Control Measures, including specific implementation dates and frequencies, measurable goals, and responsible departments. Our staff keeps track of these thirty-three (33) targeted responsibilities, and has prepared the attached summary table showing project implementation in terms of completed tasks that are either (1) ongoing or continuous, or (2) to be done a minimum of once each year. This attached summary Table shows that the Stormwater Utility is fully up to date, and has met this quarter’s goals for implementing BMP’s that are ongoing and continuous The next scheduled update will be prepared and distributed sometime after June 30, 2020.   FISCAL IMPACT: This report is for information only. Meeting Date:06/18/2020   Submitted By:Justin Turner, Public Works SUBJECT: DISCUSSION OF THE SPRING 2020 STORMWATER UTILITY COMMISSION FIELD TRIP RECOMMENDATION: N/A EXECUTIVE SUMMARY: The Spring 2020 Field Trip was canceled and we hope to reschedule it for some time this fall. The following is a report prepared for these types of Field Trips. The goal of our annual field trip is to visit places in Oro Valley that will give the Commissioners a better understanding of the broad range of activities typically performed by the Stormwater Utility.  Possible sites to be visited may include places where the following activities occur: •Public Drainage Infrastructure Inspection (MS4), Maintenance & Repair •Private Drainage Infrastructure Inspection, Maintenance & Repair •SWPPP Inspections (current construction projects) •SWPPP Inspections (verification of post-construction control measures) •Illicit Discharge Detection and Elimination (IDDE): Enforcement Action •Drainage Complaints: Evaluation and Response •Capital Improvement Projects: Selection, Design and Construction Oversight •Coordination with Pima Co. Regional Flood Control District: LOMR’s, Studies, and Watercourse Maintenance •Verification of Municipal Operation’s Good-Housekeeping Practices Last year's visit took us to nine locations over a period of two and a half hours starting at 7:00 AM.  Beforehand we took a group photograph, and this year we would like to do the same.   The time, date, and locations to be visited this year are to be determined in the coming months by staff for public notification.  And as before, no official Town business will be conducted at this function.
