INSTRUCTIONS TO SPEAKERS
Members of the public have the right to speak during any posted public hearing. However, those items not
listed as a public hearing are for consideration and action by the Commission during the course of their
business meeting. Members of the public may be allowed to speak on these topics at the discretion of the
Chair.
In accordance with Amendment #2 of the Mayoral Proclamation of Emergency issued on March 27, 2020, the
following restrictions have been placed on all public meetings until further notice:
1. In-person attendance by members of the public is prohibited.

Chair Cuffari provided instructions regarding conduct and participation in the meeting.
Oro Valley resident Jim Coffey asked staff to consider responding to the Naranja Trails proposed development at an
upcoming meeting.

Council Liaison Bill Rodman provided updates from the recent Town Council meeting.
DIRECTORS REPORT (INFORMATIONAL ONLY)
Division Manager John Spiker reported on the following subjects:
Updates and overhauls to the Drainage Criteria Manual which was last modified in 2010
Arizona Construction General Permit was updated by ADEQ, we have been communicating with the
Construction community to try to stay in compliance
A change to the Waters of the United States Rule by the EPA and the Army Corps of Engineers, that affects
federally regulated water courses
The State ADEQ is looking at a Waters of Arizona to supplement the outgoing Waters of the US change
Responses to post fire flooding issues, we've had some of our best outreach efforts taking place at this time

Motion by Commissioner Richard Hawkinson, seconded by Commissioner Jack Stinnett to approve the
July 16, 2020 regular session minutes as written.

On behalf of the Stormwater Utility Commission, Mr. Spiker recognized Councilmember Rodman's
service to the Town and thanked him for all his efforts.
3.DISCUSSION OF MEETINGS AND EVENTS
Mr. Spiker reported on recent meetings and events.
4.DISCUSSION OF BIGHORN FIRE AND IMPACTS
Mr. Spiker reported that the Bighorn Fire was out. Lack of rain allowed Oro Valley and its partners to
prepare and coordinate responses should they be needed. There is continued monitoring of the burn
scar area and will be ongoing for the next couple of years to assess soil conditions and flooding
potential. We are in a holding and monitoring pattern for right now.
5.DISCUSSION OF ANNUAL STORMWATER UTILITY RATE ANALYSIS AND APPROVAL OF A NO
RATE ADJUSTMENT SCENARIO RECOMMENDATION TO MAYOR AND COUNCIL
Assistant Director/Public Works Aimee Ramsey presented a report on the Stormwater Utility Rate
Analysis. Discussion ensued between the Commission and staff.
Motion by Vice Chair Joan Brown, seconded by Commissioner Richard Hawkinson to approve the status
quo base rate for the Stormwater Utility for 2020/2021.
A roll call vote was taken:

The fiscal year date is on the Agenda for the November 19, 2020 meeting to be corrected to reflect FY

6.DISCUSSION OF ARIZONA DEPARTMENT OF WATER RESOURCES (ADWR) COMMUNITY
ASSISTANCE VISIT AUDIT
Senior Engineer Justin Turner reported on the audit by the Arizona Department of Water Resources

Senior Engineer Justin Turner reported on the audit by the Arizona Department of Water Resources
(ADWR) which is done once every 5 (five) years. The purpose is to see if we are administering the
Floodplain Management Program in compliance with federal regulations that require our community
to make sure that new land developments are substantially safe from flooding. Staff was pleased with
the outcome of the audit and confident in our ability to maintain our Floodplain Management Program.
7.DISCUSSION OF TOWN OF ORO VALLEY'S 2020 MS4 ANNUAL REPORT AND DISCHARGE
MONITORING REPORT
Mr. Spiker reported that the Towns 2019/2020 MS4 Annual Report due to ADEQ by September 30, 2020
shows our program to be in compliance. Mr. Spiker encouraged the Commissioners to review the draft
report and to provide any feedback by September 25, 2020.
Discussion ensued between the Commissioners and staff. The Commissioners commented that it looked
to be a job well done.
8.DISCUSSION OF CANCELLATION OF THE OCTOBER 2020 STORMWATER UTILITY COMMISSION
FIELD TRIP
Mr. Spiker reported that this years field trip has been cancelled due to the Covid-19 restrictions and the
bringing on of a new Council Liaison and possible new Commissioners in the near future. We will
arrange for a field trip in the Spring of 2021.
9.DISCUSSION OF CARMACK WASH REMAPPING
Mr. Turner reported on the remapping of the Carmack Wash by the Pima County Flood Control District.
10.DISCUSSION OF HIGHLAND WASH FLOOD MITIGATION PROJECT
Mr. Turner reported on the Highland Wash Flood Mitigation Project.
Mr. Spiker spoke on the collaborative efforts between the Town and the Pima County Flood Control
District.
11.DISCUSSION AND POSSIBLE ACTION REGARDING THE CANCELLATION OF THE OCTOBER 15,
2020 SWUC REGULAR SESSION MEETING
Motion by Commissioner Richard Hawkinson, seconded by Commissioner Jack Stinnett to approve
cancellation of the October 15, 2020 regular session meeting.

RECOGNITION OF OUTGOING STORMWATER UTILITY COMMISSIONER RICHARD HAWKINSON

EXECUTIVE SUMMARY:
As Commissioner Hawkinson's term is set to expire at the end of December we want to extend our thanks and
recognize his efforts in moving the Town of Oro Valley and the Stormwater Utility forward. After graduating from the
University of Arizona with a Bachelors and Masters Degrees in Watershed Management, Rich landed a job with the
US Geological Survey as a hydrologist. Serving 32 years with the USGS in several posts, Rich retired as the Water
Resources Division, District Chief in Austin, TX.
Upon moving to Oro Valley, Rich was eager to lend his experience. Volunteering with the initial Stormwater Utility
Commission in 2001, Rich was instrumental in the development of the Stormwater Management Plan and fee that
allows our group to complete our mandated NPDES tasks. Not satisfied with his efforts, Rich joined the Town as an
employee, cementing the implementation of the NPDES program for the Town. Retiring from the Town in 2008,
Rich continued to be active with the Town, and is currently serving a second stint with the Stormwater Utility
Commission.
Again, I want to recognize and thank Commissioner Hawkinson for his passion, energy, and commitment toward
making the Stormwater Utility what it is today.

REPORT AND DISCUSSION OF THE FLOODPLAIN STATUS APPLICATION ON THE TOWN'S WEBSITE

EXECUTIVE SUMMARY:
One of the important floodplain management responsibilities of the Stormwater Utility is to assist the Town's
Building Officials by evaluating whether planned construction activities, requiring a Building Permit, are reasonably
safe from flooding. In addition, the Stormwater Utility also responds to inquiries from realtors and homeowners
about whether a particular property is within or near a 100-year flood plain.
In an effort to reduce the work required by the Stormwater Utility to provide these important services, Scott Bennett,
our GIS Analyst, and Rich Freer, from the Town's Information Technology Department, developed a web mapping
application that shows property boundaries, watercourse alignments, along with floodplain boundaries mapped
by FEMA and others. The flood-hazard information derived from this new web mapping application can be printed
or saved electronically as a PDF file.
This web mapping application is now available on the Town's web page by going to OroValleyAZ.gov, click on the
Maps blue icon, click on Town of Oro Valley Custom Maps tab, click on Floodplain Inquiry Map, or by simply
pressing the following URL link Oro Valley Floodplain Inquiry Map. Attached to this report is a brief document
showing the new web mapping application and its capabilities.

DISCUSSION AND POSSIBLE ACTION REGARDING SUPPORT FROM THE STORMWATER UTILITY
COMMISSION FOR THE STAFF REQUEST TO TOWN COUNCIL FOR EXPENDITURE OF FUNDS FOR THREE
(3) MINOR DRAINAGE REPAIR AND/OR REHABILITATION PROJECTS

EXECUTIVE SUMMARY:
Town staff has identified three (3) locations experiencing erosion issues and desires to make a request to
Town Council for expenditure of funds for their repair and/or rehabilitation. These 3 sites were chosen to be
packaged together due to the similar nature of repair and/or rehabilitation alternatives selected and for the Town to
realize an economy of scale versus bidding them out separately.
Town intends to utilize in house staff design services and then utilize a pre-qualified, Job Order Contract (JOC)
contractor for construction. The intent is to expedite the procurement process by utilizing pre-qualified contractors
and give assurances to the Town that even on small projects, experienced and qualified contractors are doing the
work.
BACKGROUND OR DETAILED INFORMATION:
Project One: Town staff have been tracking erosion issues with the equestrian trail in the Logan's Crossing
subdivision for quite some time. The topography and soils of the area combine to create significant erosion and
deposition conditions which culminate in the Town undertaking improvements to the trail in 2018 to stabilize
erosion and arrest sediment deposition that had impacted several adjacent residents. In the subsequent 2 years,
there have been no complaints and documented maintenance requests have been reduced. Thus, the Town
considers the work a success. However, the Town has noticed that four of the gabion baskets (rock filled wire
baskets) have begun to rotate toward the trail and repair is necessary to prevent their becoming an impediment to
trail users. In addition to the gabion basket repair, the Town would like to better address runoff and sediment from
the upper segment of the trail as it re-enters the lower trail segment after crossing Saddlehorn Place. The Town
plans to address this with rip rap erosion protection as well as stabilizing the timber step with a concrete
foundation.
Project Two: The second area is located in the Lomas Del Oro subdivision along Camino Bajio and Paseo Cordona.
Currently, the existing roadside drainage swales are earthen and are experiencing erosion and sediment deposition
reducing their ability to drain effectively. This poses a safety hazard in addition to being a vector problem. The Town
desires to improve the drainage swales with rip rap erosion and grade control elements to mitigate erosion,
minimize maintenance, and assure positive drainage. A similar treatment was completed by the Town on Camino
Paramo, the adjacent street to the northwest of this location.
Project Three: The final location of work lies at Tangerine Road, just west of Water Harvest Way at the Oro Valley
Marketplace where the two multi-use paths connect. A drainage apron was placed adjacent to the multi-use path to

EXECUTIVE SUMMARY:
The Town of Oro Valley Stormwater Utility Commission holds their Regular Session Meetings on the 3rd
Thursday of the month at 4:00 p.m. The attached document lists the anticipated meeting dates for regular
meetings of the Stormwater Utility Commission for 2021.
BACKGROUND OR DETAILED INFORMATION:
Town Code Section 15-24-6 establishes a Town of Oro Valley Stormwater Utility Commission comprised
of five (5) Oro Valley residents, and the Mayor and Council shall appoint the members. Commissioners
serve two-year terms, with possible reappointment for a second term.
Regular Session Meetings are scheduled on the 3rd Thursday of the month at 4:00 p.m. Topics
discussed during Regular Session Meetings are mostly informational related to ongoing SW projects
and administrative reports. One exception to this is the requirement in Town Code 15-24-13 Section H
that the Stormwater Utility Commission (SWUC) annually review the Stormwater Utility revenue
requirements and recommend to the Town Council rate adjustments as necessary.
At the September 19, 2019, SWUC meeting Commissioner Jack Stinnett asked that staff develop a
bi-monthly schedule for discussion and possible approval at the next SWUC meeting. However, since a
Town Code revision may be required to modify the current monthly regular session, it is suggested by
staff that the current annual schedule be accepted with the understanding that the SWUC has the ability
to set its next meeting time and date at the culmination of its regularly scheduled meeting per its agenda.
At that time the SWUC can elect to hold or cancel the next meeting.
