On behalf of the Commission Mr. Spiker and Chair Cuffari extended a welcome to incoming Commissioner William "Ed" Thomas.   3.DISCUSSION OF STORMWATER MEETINGS AND EVENTS       Mr. Spiker reported on recent meetings and events. Vice Chair Parker asked if the Pima Association of Governments (PAG) Stormwater working group was still meeting. Mr. Spiker responded that the Stormwater group is still active and that we have been working with the PAG watershed group. Mr. Spiker commented that he will add these meetings to our Meetings & Events calendar.   4.DISCUSSION OF UPCOMING STAFF REQUEST TO THE TOWN COUNCIL TO ADOPT CHANGES TO TOWN CODE CHAPTER 17 - FLOODPLAIN MANAGEMENT       Senior Stormwater Engineer Justin Turner reported on the revisions of Chapter 17 - Floodplain Management of the Town Code that will go before the Mayor and Council. Discussion ensued among the Commission and staff regarding the duties of the Commission per the Town Code. Commissioner Mattson asked for clarification of 17-6-2 Floodplain Board, regarding the hearing of the requests for variances, and that staff please clarify what is the composition of the board and what role the SWUC might have with that board. Staff agreed that we will follow up and bring that clarification to the Commission. Vice Chair Parker asked if the Rate Analysis that the SWUC is responsible for reviewing has been done for the next FY21-22.   5.REPORT AND DISCUSSION OF THE STORMWATER UTILITY'S CARTEGRAPH / GIS INTEGRATION AND ASSET MANAGEMENT PROCEDURES       Stormwater Utility Staff GIS Analyst Scott Bennett and Stormwater Inspector Jane Hutchins gave a presentation of the Towns' software for asset management.   6.DISCUSSION OF 2021 STORMWATER UTILITY COMMISSION FIELD TRIP DELIVERY ALTERNATIVES    3/18/21 Minutes, Stormwater Utility Commission Regular Session 2    Mr. Spiker stated that due to the ongoing Covid -19 pandemic the Town still has restrictions in place for in-person meetings. The Stormwater staff still want to offer the opportunity for the Commissioners to offer ideas to visit places in Oro Valley that give a better understanding for the broad range of activities that are typically performed by Stormwater. Ideas and comments are listed below: One on one tours could be beneficial especially to the first term Commissioners. Put the Field Trip off until the Fall, as a group we would generate different questions, and it would be more worthwhile. Field Trips are invaluable and would like to see Stormwater move forward on an October date. In the interim new Commissioners would take the opportunity for one on one tours to get up to speed. Meeting Date:05/20/2021   Requested by: John Spiker, Public Works Submitted By:John Spiker, Public Works SUBJECT: RECOGNITION FOR OUTGOING SENIOR STORMWATER ENGINEER, JUSTIN TURNER RECOMMENDATION: N/A EXECUTIVE SUMMARY: After a more than 30 year career, the last 5 here with us at the Town of Oro Valley, Justin Turner has decided to retire and spend more time with his wife Linda, their children and new grandchildren. A graduate of Canyon Del Oro High School as well as the University of Arizona where he received a Master's Degree in Hydrology and Water Resources, Justin has spent most of his life here in the Tucson region. His extensive experience in watershed and floodplain management have benefited the region leading to some tremendous projects of note: State Route 210 Barazza-Aviation Parkway Tucson Arroyo Relocation; Arroyo Chico Basin Management Plan; Tucson Stormwater Management Study; Federal Emergency Management Agency Re-Mapping of the Canada Del Oro Wash among others.   Even in his short time here at the Town of Oro Valley, Justin will leave behind a significant impact. Taking the vision set forth by the Public Works Administration, as well as his predecessors at the Stormwater Utility, Justin was able to implement a Stormwater Management Program to bring the Town into compliance with the State Municipal Separate Storm Sewer System (MS4) and Construction General Permit (CGP). In addition to code compliance, Justin has leveraged his watershed and floodplain management experience while at the Town to help lead and coordinate several large, complex watershed studies including: North Ranch Wash, Highlands Wash, Carmack Wash, La Cholla Wash, and the Pusch/Rooney/Mutterer Wash Complex. Meeting Date:05/20/2021   Submitted By:Justin Turner, Public Works SUBJECT: UPDATE AND DISCUSSION ON ACCEPTABLE FIRST FLUSH WATER-QUALITY TREATMENT AND MANAGEMENT METHODS  RECOMMENDATION: N/A EXECUTIVE SUMMARY: See next section. BACKGROUND OR DETAILED INFORMATION: The following is an update on the first-flush water-quality treatment methods being recommended by the Stormwater Utility to be included in the 2021 Drainage Criteria Manual (DCM) update. The Town of Oro Valley is responsible for managing the quality of stormwater in its municipal separate storm sewer system (MS4) as required by the Federal Clean Water Act (33 U.S.C. 1251 et seq.), National Pollutant Discharge Elimination System Regulations (40 CFR Part 122), and State regulations for stormwater discharge (ARS Title 49, Chapter 2, Article 3.1). More specifically, these rules require surface water be free from pollutants in amounts or combinations that:  “Settle to form bottom deposits that inhibit or prohibit the habitation, growth, or propagation of aquatic life or that impair recreation uses (bottom deposits standard); Cause objectionable odor in the area in which the surface water is located; Are toxic to humans, animals, plants or other organisms, (toxics standard): or, Change the color of the surface water from the natural background levels of color.” One of the ways the Town helps reduce the discharge of these objectionable pollutants is to require all new commercial and industrial developments capture and filter the first one-half inch of runoff coming from paved parking areas, often referred to as the "first flush."  Section 11.7.3 of the current 2010 TOV Drainage Criteria Manual gives the design criteria for capturing and treating first flush, while also giving limited discretion to the design engineer to choose the means of treatment.  There are a number of proprietary filtration devices and hydrodynamic separators that have proven successful in the Town, among them are (and not intended as an endorsement in preference to other manufactures not listed):  REM Triton Filtration Devices -- Drop-Inlet and Catch-Basin Filters Oldcastle Filtration Devices -- Flogard Catch-Basin Inserts, Trench-Drain Filters, Oldcastle Hydrodynamic Separators -- Cyclonic, Dual-Vortex Contech Hydrodynamic Separators -- Vortech, Stormceptor, Cascade The ongoing update to the Drainage Criteria Manual includes a new chapter on stormwater quality which says Federal, state, and local regulations hold all property owners, including those of commercial and industrial properties, responsible for preventing stormwater pollution.  The update also says the owner's engineer of record, through the building-permit process, must provide a combination of onsite structures and long-term housekeeping procedures to prevent pollutant discharges.  Among the options available to the owner are:  Onsite retention storage and infiltration (such as water harvesting and shallow detention basins); Stormwater filtration and treatment (such as currently used locally); Good housekeeping and periodic pavement sweeping; or, Combination thereof.  One of the important reasons the Stormwater Utility is recommending changes to the Drainage Criteria Manual is because the draft version of State of Arizona MS4 Permit is requiring mandatory analytical water-quality sampling of all outfalls, and the results of which may trigger remediation.  By updating the DCM, it is the desire of the Stormwater Utility to engage property owners, through their interaction with the engineer of record, to be proactive in preventing pollution discharges, and to make small, reasonable adjustment to their good housekeeping procedures as site conditions or the regulatory environment changes.   FISCAL IMPACT: N/A SUGGESTED MOTION: N/A    Stormwater Utility Commission 6. Meeting Date:05/20/2021   Submitted By:Justin Turner, Public Works SUBJECT: DISCUSSION OF 2020/2021 TOWN OF ORO VALLEY MS4 COMPLIANCE SCHEDULE, THIRD QUARTER REPORT RECOMMENDATION: This report is for informational purposes only. EXECUTIVE SUMMARY: The Town of Oro Valley's (Town) Stormwater Management Program and Annual Report to the Arizona Department of Environmental Quality (ADEQ) identify Minimum Control Measures (MCM’s) used to manage and control quality of stormwater runoff from the municipal separate storm sewer system (MS4). Each MCM has been given specific implementation dates and frequencies, measurable goals, and responsible departments.   This memorandum is a report on the Town’s Stormwater Management Program for the third quarter of the Annual Reporting Period for 2020-2021 (July 1st through June 30th). It has been prepared to keep stakeholders informed of the status of project implementation in terms of completed tasks that are either (A) ongoing or continuous, or (B) to be done a minimum of once each year.   Accompanying this Memorandum is a summary Table listing each of the six (6) required MCM’s along with their specific subset of Best Management Practices (BMP’s). This summary Table shows that the Stormwater Utility is nearly up to date, and, with one possible exception, has met this quarter’s goals for implementing BMP’s that are ongoing and continuous.  The one deficiency is BMP 1.5 “Outreach Events at Town of Oro Valley Schools", which has been suspended for this reporting year due to COVID 19 restrictions.  BACKGROUND OR DETAILED INFORMATION: The Town manages stormwater quality in accordance with the Arizona Pollutant Discharge Elimination System (AZPDES) Permit AZG2016-002 that authorizes the discharge of stormwater from the municipal separate storm sewer system (MS4) to receiving waters, including Waters of the United States (WOTUS). The MS4 generally consists of roads, storm drains, and infrastructure carrying runoff into drainage ways or ephemeral stream channels. The Town has a Stormwater Management Program (SWMP) that describes the control measures it uses to manage the quality of discharges from the MS4. These Best Management Practices (BMPs) are: MCM-1. Public Education and Outreach MCM-2. Public Participation and Involvement MCM-3. Illicit Discharge Detection and Elimination MCM-4. Construction Site Runoff Control MCM-5. Post-Construction Runoff Control MCM-6. Pollution Prevention/Good Housekeeping for Municipal Operations The Town’s Stormwater Management Program describes specific practices it uses to achieve compliance with Part 6.4 of the AZPDES Permit related to Minimum Control Measures, including specific implementation dates and frequencies, measurable goals, and responsible departments. Our staff keeps track of these thirty-three (33) targeted responsibilities, and has prepared the attached summary table showing project implementation in terms of completed tasks that are either (A) ongoing or continuous, or (B) to be done a minimum of once each year.    This attached summary Table shows that the Stormwater Utility is fully up to date, except for BMP 1.5, and has met this quarter’s goals for implementing BMP’s that are ongoing and continuous.  The next scheduled update will be prepared and distributed sometime after the 4th quarter ends on June 30, 2021.
