Members of the public have the right to speak during any posted public hearing. However, those items not
listed as a public hearing are for consideration and action by the Commission during the course of their
business meeting. Members of the public may be allowed to speak on these topics at the discretion of the
Chair.
In accordance with Amendment #2 of the Mayoral Proclamation of Emergency issued on March 27, 2020, the
following restrictions have been placed on all public meetings until further notice:

appearance, both which called attention to stormwater issues. They represented our committee very well.

Mr. Spiker and the SWUC welcomed the new Stormwater Senior Engineer, Dennis Roberts.

Mr. Spiker reported on recent and upcoming meetings and events. Mr. Spiker commented that
everyone is watching the skies and coordinating the BigHorn Fire scar flooding potential.
4.DISCUSSION OF PROPOSED TOWN CODE CHAPTER 17, FLOODPLAIN AND EROSION HAZARD
MANAGEMENT
Mr. Spiker reported that the Town Council approved the CH 17 resolution to allow for a public hearing,
but the ordinance for the actual adoption was continued for a later date.
5.DISCUSSION AND REVIEW OF STORMWATER UTILITY APPROVED BUDGET FOR FISCAL YEAR
21-22
Mr. Spiker reported on the Public Works/Stormwater FY 21/22 budget. Mr. Spiker touched on many of
the jobs and projects taken on by the Stormwater Utility and that we have attempted to make use of all
the funding sources made available to us. From the budget, Mr. Spiker gave a quick snapshot of
Personnel, Expenditures and Revenue Sources.
Clarification was requested of the $300,000.00 grant money. Mr. Spiker explained that may be funding
available to the Stormwater Utility from the Pima County Flood Control District, not necessarily a grant,
and we will need to submit a request for drainage improvement projects.
A question was asked about the difference in expenses and revenues as shown on the budget. Mr.
Spiker explained that supplemental funds can be used to make up the difference, and in addition,
previously unspent Stormwater monies are held in a reserve fund account.

DISCUSSION OF THE 2021 MONSOON AND BIGHORN FIRE SCAR UPDATES

EXECUTIVE SUMMARY:
The 2021 Monsoon Season has brought significant amounts of rainfall into the Town of Oro Valley and across the
Eastern Pima County Region. In addition to the rainfall, there remains a post fire flooding threat from the 2020
Bighorn Fire Burn Scar Area.
BACKGROUND OR DETAILED INFORMATION:
To date the 2021 Monsoon Season has delivered 7.44 inches of rainfall at Pima County Rain Gauge 1230 located
at 680 W. Calle Concordia with a year to date total of 8.94 inches. This has surpassed the yearly total from 2020 of
4.25 inches seen at this location. The storm event from Thursday, July 22 to Sunday, July 25 dropped a total of 3.78
inches of rain at this gauge station resulting in large volumes of sediment and debris across the Town. The Town
remains diligent in clearing roadways, repairing erosion, and addressing constituent issues.
Rainfall totals at the Tucson International Airport (TIA) show a total amount of 9.15 inches through the monsoon
season and is one of the wettest monsoon seasons on record. The year to date rainfall totals have surpassed 10
inches at TIA, far surpassing the 2020 rainfall totals. The Catalina Foothills area has seen the most significant
rainfall with a recorded amount of 9 inches at the top of Pima Canyon in just the storm event occurring from July 22
to July 25, 2021. This rain gauge has registered over 22 inches of rain, year to date, and remains the largest rainfall
total in the region. Following up just behind this gauge station is the Mt. Lemmon rain gauge which has registered
over 19 inches of rain year to date.
Encapsulated within the Bighorn Fire Burn Scar Area, these watersheds have delivered tremendous amounts of
runoff down the canyons and drainage ways and into the urban areas. Damage and flooding of homes and
structures was noted in the Finger Rock Canyon watershed, lying to the east of Pima Canyon. These properties do
not fall within the Town of Oro Valley, but demonstrate the volumes of water shedding off of the burn scar area and
serve as a reminder of the potential post fire flooding.
No observable damaged to homes or structures have been noted in burn scar watersheds impacting the Town of
Oro Valley. Property impacts have been recorded in the Carmack Drainage Catchment and damage was noted
within the Sundown Village Apartments. Coordination with our regional partners and monitoring of these watersheds
remain as activities the Stormwater Utility participate in.

DISCUSSION OF TOWN OF ORO VALLEY'S 2021 MS4 ANNUAL REPORT AND DISCHARGE MONITORING
REPORT
RECOMMENDATION:
This status report is for informational purposes only.
EXECUTIVE SUMMARY:
Each year, the Town of Oro Valley must submit an annual report to the Arizona Department of Environmental
Quality (ADEQ) describing the progress and success of the Town’s stormwater management program, including
an assessment of the effectiveness of stormwater management practices in reducing the discharge of pollutants
to, and from, the municipal separate storm sewer system.
The Town’s 2020-2021 Annual Report will be submitted to ADEQ on, or before, September 30, 2021, and it
shows that Oro Valley’s MS4 program is in substantial compliance with ADEQ permit number AZG2016-002.
BACKGROUND OR DETAILED INFORMATION:
The Town’s 2020-2021 Annual Report briefly identifies its success in completing all six minimum control
measures (MCMs) as follows:
(1) Public Education and Outreach
(2) Public Involvement/Participation
(3) Illicit Discharge Detection and Elimination
(4) Construction Site Stormwater Runoff Control
(5) Post-Construction Stormwater Management
(6) Pollution Prevention/Good Housekeeping for Municipal Operations.
Information in this year’s MS4 Annual Report is paperless, and will be submitted to the myDEQ web portal using
a new digital-reporting format. In addition to going paperless, this year ADEQ also asks MS4 permittees to
provide new information about their stormwater plan, and that this new information be submitted in an updated
Notice of Intent (NOI) with specific Best Management Practices (BMP’s) and measurable goals unique to the Town
of Oro Valley.
This year's Annual Report shows that the Town’s MS4 program is in substantial compliance with the permit.
This report will be submitted to the state by September 30, and in the meantime, Commissioners are welcome to
review a draft copy.

For the purposes of investigation and asset management, the Town of Oro Valley has mapped both
municipal and private stormwater infrastructure into the GIS/Cartegraph database. This process assists
the Town with investigation of illicit discharges, as well as potential flood control solutions. The Town of
Oro Valley stormwater sewer system at the time of this report, is complete to the maximum extent
practicable. This mapping process is an ongoing and continuous process due in large part to two factors
which preclude 100 percent completion of this mapping in any given year. Through the new development
and redevelopment process as well as the Town of Oro Valley asset inspection process, new assets are
being created, discovered and ultimately mapped into the stormwater GIS/Cartegraph database
throughout each year. Currently the Town of Oro Valley stormwater infrastructure inventory includes
1891 inlets, 585 culverts, 1279 conveyance pipes, 1095 channels, and 226 detention basins. This asset
inventory increased by 486 assets mapped into the GIS/Cartegraph database during reporting year
20/21.

Using GIS , aerial photography and the asset inspection process to verify locations of municipal and
private outfalls, the Town of Oro Valley has identified 100%
(46 outfalls) of its outfall inventory to the maximum extent practicable. Further verification through in-situ
inspection of some tributaries to Appendix B Waters throughout Town will possibly reveal more locations
in the future.

and all public and private outfalls along these watercourses have been mapped into the GIS database.

Starting in January of 2019 the Town of Oro Valley began posting Stormwater outreach on 7 of the 28
Town owned Sun-Shuttle vehicles within the fleet. The message on the poster reads "Keep stormwater
runoff clean to protect our desert washes."With 32,881 riders on the 28 vehicles during the previous
reporting year, the Town of Oro Valley reached 8,218 riders on the 7 busses with this outreach
throughout reporting year 2020/2021.

On May 3, 2021 the Town of Oro Valley mailed a brochure specifically geared toward the local portable
bathroom rental business sector. This brochure is specifically geared toward best management practices
regarding location and maintenance of portable toilets at construction sites and events throughout Town.
The headquarters of 8 waste management companies throughout the Tucson metro area received this
brochure. During reporting year 2021/2022, the Town of Oro Valley received no reports of any illicit
discharges associated with this business type.

Currently the Town of Oro Valley conducts wet weather outfall monitoring at 5 locations within the Town.
3 locations that are Town owned municipal outfalls and 2 locations (screening points) chosen for their
close proximity to large commercial complexes. These 2 locations take a significant portion of the
drainage from these complexes. The locations of these 2 screening points allow the Town to quickly
assess the stormwater quality of these 2 areas as it outfalls into the Canada Del Oro Wash. The other 3
outfall locations also outfall to the Canada Del Oro Wash and were chosen either based on their close
proximity to commercial development or high density residential development. Due to lack of rain and
discharges at the monitored outfalls during both rainy seasons covered by this reporting year, the Town
conducted 3 wet weather monitoring sessions at each of these locations during reporting year 2020/2021
and the water was clear and free of pollutants and odors during each of the monitoring sessions.

During reporting year 2020/2021 the Town of Oro Valley continued with the updated tracking process by
which active SWPPPs and SWPPP inspections are conducted and archived. During reporting year
2020/2021 SWPPP inspections continued being logged into the Town’s Cartegraph asset management

Oro Valley to effectively manage SWPPP inspections and easily move all projects to post-construction
phase upon completion. During reporting year 2020/2021 the Town of Oro Valley Stormwater Utility
completed 4 post-construction inspections of recently completed projects. This inventory and inspection
protocol, along with the public and private stormwater asset inspection program, allows the Town to alert
private property owners in the event of problems with their infrastructure, as well as schedule

The Town of Oro Valley has implemented a standard operating procedure for conducting post-
construction inspections. Post-construction inspections are performed in accordance with the Arizona
Department of Environmental Quality (ADEQ) small MS4 permit AZG2016-002 requirements found in
Section 6.4.5. The purpose of the post-construction inspection procedure includes the following: A
reduction in the discharge of pollutants, to the maximum extent practicable, to the MS4 permit area by
completed construction projects. This is done through verification of the following:
1. Post construction site planning procedures are implemented and will reduce impacts to stormwater
quality.
2. Structural and non-structural control measures are implemented and all temporary best management
practices (BMPs) have been removed.
3. All post construction activities are operating in compliance with Town of Oro Valley Code.

The Town of Oro Valley continues to have in place, a regulatory mechanism that requires all new
commercial development within the Town to incorporate first flush filtration devices into the final design.
Town policy also dictates that all private structural stormwater controls be inspected and maintained by
the responsible party. Records of these responsible-party inspections are required to be retained for 3
years as well as made available to Town inspectors upon request. The Town of Oro Valley keeps a
comprehensive GIS inventory of all active and completed construction projects within the Town and
conducts a post-construction inspection of all completed project sites. The Town routinely inspects
private stormwater assets and sends out letters of opportunity to correct as well as a formal request for
the previous 3 years inspection and maintenance records of all stormwater infrastructure on the premises
when deficiencies are observed. This system ensures that all structural stormwater controls and non-

during reporting year 2020/2021. This figure representing cubic yards of material, has been reduced by
500 from the previous reporting year, due to a lack of rainfall events during the 2020/2021 reporting year.

The Town of Oro Valley has implemented procedures which ensure to the maximum extent practicable,
good housekeeping at all municipal operations areas. These areas are inspected annually. Any
deficiencies are noted and corrected. Housekeeping policies are reviewed annually and updated as
needed. During reporting year 2020/2021 the Town operated 2 facilities under site specific Operation and
Maintenance Plans (O&M plans). Applicable Town staff receive annual training on non-stormwater

The goal of this year's field trip is to visit places in Oro Valley that will give the Commissioners a better
understanding of the broad range of activities typically performed by the Stormwater Utility. Possible sites to be
visited may include places where the following activities occur.
•Public Drainage Infrastructure Inspection (MS4), Maintenance & Repair
•Private Drainage Infrastructure Inspection, Maintenance & Repair
•SWPPP Inspections (current construction projects)
•SWPPP Inspections (verification of post-construction control measures)

•Drainage Complaints: Evaluation and Response

The last visit in 2019 took us to eleven location over a period of three hours starting at 7:00 AM. Beforehand we
took a group photograph, and this year we would like to do the same. Staff is anticipating holding the field trip in the
month of October as we wind down the monsoon season. The time, date, and locations to be visited this year will
be finalized upon discussion of availability of commissioners and staff. Public notification will be made after a date is
selected and as before, no Town business will be conducted at this function.
