LA CAÑADA DRIVE            REGULAR SESSION AT OR AFTER 5:00 PM   CALL TO ORDER    Chair Biel called the meeting to order at 5:00 p.m.   ROLL CALL Present: Dan Biel, Chair Puntadeleste Bozeman, Commissioner Nicole Casaus, Commissioner Steve Hannestad, Commissioner Auvie Lee, Commissioner Absent: Stephanie Krueger, Vice Chair Michael Wilson, Commissioner Staff Present:Matt Jankowski, Parks and Recreation Deputy Director Lynanne Dellerman-Silverthorn, Recreation and Cultural Services Manager MaryAnne Tolmie, Recording Secretary Attendees: Teri Colmar, Historical Society CALL TO AUDIENCE    Chair Biel opened Call to Audience. No one spoke. Chair Biel closed Call to Audience.   COUNCIL LIAISON COMMENTS    Council Member Solomon was absent.   PRESENTATIONS   1.Historical Society Update       Ms. Teri Colmar, Secretary of the Board of Directors reported the following:  Ms. Teri Colmar, Secretary of the Board of Directors reported the following: Pusch House activities resumed in September Wondered if the Commission could petition for a historic marker sign from the State Would like the Town to do a better job of disseminating the Society's information Had concerns that included the bond money allocations and CIP funding Are still in negotiations with the Town to update the Memorandum of Understanding   CONSENT AGENDA   1.REVIEW AND APPROVAL OF THE NOVEMBER 8, 2021 MEETING MINUTES       Motion by Chair Dan Biel, seconded by Commissioner Steve Hannestad to approve the November 8, 2021 meeting minutes.  Vote: 4 - 0 Carried   REGULAR SESSION AGENDA   1.RECOGNITION OF OUTGOING COMMISSION MEMBERS STEPHANIE KRUEGER, STEVE HANNESTAD, AND MICHAEL WILSON    Ms. Dellerman-Silverthorn presented Commissioner Hannestad a book, poinsettia and card and thanked him for his service. Ms. Kruger and Mr. Wilson were absent, she will be sure they recieve their gifts. Commissioner Hannestad thanked the Commission for allowing him to serve. Chair Biel wished him success and health in retirement from the Commission.   2.DISCUSSION AND POSSIBLE ACTION TO RECOMMEND CHANGES TO THE ORO VALLEY CULTURAL HERITAGE PRESERVATION PLAN ITEM FIVE UNDEVELOPED AREAS OF THE TOWN       Commissioner Lee provided a chronological overview of the inventory of undeveloped areas of the Town. He felt this section was complete. Ms. Dellerman-Silverthorn asked the commission to review all the items to recommend changes at a future meeting. Chair Biel asked a question regarding development and archeological areas referencing Prescott, AZ website's checklist. Ms. Dellerman-Silverthorn reported the Planning and Zoning is in charge of developers and possible finds.   3.DISCUSSION OF POSSIBLE FUNDING OPPORTUNITIES TO RENOVATE/RESTORE THE STEAM PUMP RANCH PROCTOR LEIBER HOUSE       Funding was discussed at length which included: Capital needed Requests for proposal Methods of soliciting funds General Fund allocations 501C3 possibilities Private sector funding Public/private partnerships Events Restoration vs. renovation Roadblocks to restoration   4.DISCUSSION REGARDING POSSIBLE USES OF THE PROCTOR-LIEBER HOUSE         Ms. Dellerman-Silverthorn noted on September 8, 2020, a complete Adaptive Reuse Feasibility Report for Steam Ranch, which included the Proctor-Lieber house, was presented by ConsultEcon, Inc. to the Commission at their regular meeting and on September 24, 2020, a study session was held regarding funding at the Ranch. She encouraged the Commission to review the meetings so that this subject can be effectively discussed. Mr. Jankowski noted that the Proctor-Lieber House is the one building on the property that could be useful to a private entity. He felt that the completion of the Garage, Bunkhouses, Barbeque Building, and infrastructure, along with other improvements will enhance the appeal for the Proctor-Lieber House.   5.DISCUSSION AND POSSIBLE ACTION TO APPROVE THE PROPOSED 2022 HISTORIC PRESERVATION COMMISSION MEETING SCHEDULE       Motion by Chair Dan Biel, seconded by Commissioner Puntadeleste Bozeman to approve the 2022 meeting calendar of the Historic Preservation Commission.  Vote: 4 - 0 Carried   DEPARTMENT UPDATE    Ms. Dellerman-Silverthorn reported the following: Second Saturday Holiday Edition is on December 11 and will include antiques, art fair, heirloom farmers market, tours of the Pusch House The Historical Society has many events throughout December Fire suppression and alarm system work continues The Garage is on hold due to the southernmost wall and renovations should resume in January   FUTURE AGENDA ITEMS    Commissioner Lee asked that the Commission review the Cultural Heritage Preservation Plan for changes to be recommended at a future meeting. Chair Biel asked that the Commission review the September 8, 2020 Regular Session and the September 24, 2020, Study Session meetings so that the Proctor-Lieber house may be discussed on January 3.   ADJOURNMENT    Motion by Chair Dan Biel, seconded by Commissioner Auvie Lee to adjourn at 6:02 p.m.  Vote: 5 - 0 Carried     I hereby certify that the foregoing minutes are a true and correct copy of the minutes of the regular session of the Town of Oro Valley Historic Preservation Commission of Oro Valley, Arizona held on the 6th day of December, 2021.
