LA CANADA DRIVE CALL TO ORDER AT OR AFTER 6:00 PM Chair Sakellar called the meeting to order at 6:00 P.M. ROLL CALL PRESENT: Dino Sakellar, Chairman David Atler, Vice-Chairman Kelly Huber, Member Harold Linton, Member Kit Donley, Member Nathan Basken, Member Richard Eggerding, Member ABSENT: None. ALSO PRESENT: Joe Hornat, Council Liaison Lou Waters, Town of Oro Valley Vice Mayor David Williams, Planning Division Manager Joe Andrews, Chief Civil Deputy Town Attorney PLEDGE OF ALLEGIANCE Chairman Sakellar led the audience in the Pledge of Allegiance. CALL TO AUDIENCE -at this time, any member of the public is allowed to address the Board on any issue not listed on today's agenda. Pursuant to the Arizona Open Meeting law, individuals Board members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Conceptual Design Review Board may not discuss or take legal action on matters raised during "Call to Audience." In order to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card. 1. REVIEW AND/OR APPROVAL OF THE SEPTEMBER 10, 2013 REGULAR October 9, 2013 Conceptual Design Review Board Regular Session Page 1 of 4 SESSION MEETING MINUTES MOTION: A motion was made by Kelly Huber, Member and seconded by Richard Eggerding, Member to Approve September 10 Regular Session Meeting Minutes MOTION carried, 7-0. 2. REQUEST FOR APPROVAL OF A SIGN CRITERIA AMENDMENT FOR THE PLAZA DE VIDA LOCATED ON THE WEST SIDE OF ORACLE ROAD 1/2 MILE NORTH OF MAGEE ROAD, OV313-005. Patty Hayes, Senior Planning Technician, presented her staff report which detailed the following information: -CDRB Sign Review -Location Map -Vicinity -Sign Criteria -Applicant's Proposal -Proposed Monument Sign -Site Photos -Design Principles -Summary Kevin Howard Architects applicant representative Jay Brown, stated they will make both sides of the signs match in layout for north and south traffic visibility. MOTION: A motion was made by Richard Eggerding, Member and seconded by Nathan Basken, Member to Approve OV313-005. MOTION carried, 7-0. 3. REQUEST FOR APPROVAL OF MODEL HOME ARCHITECTURE FOR MARACAY AT THE RANCHO DEL COBRE SUBDIVISION LOCATED AT THE NORTHEAST CORNER OF LA CHOLLA BLVD AND GLOVER ROAD, OV1313- 07. Patty Hayes, Senior Planning Technician, presented her staff report which detailed the following information: -Conceptual Architecture Review -Location Map -Vicinity -Applicant's Proposal -Typical Design Features -Standard Features October 9, 2013 Conceptual Design Review Board Regular Session Page 2 of 4 -Proposed Materials -Model 5531 conceptual design -Model 6531 conceptual design -Model 7031 conceptual design -Side Elevations -Rear Elevations -Garage Doors -Architectural Design Principles -Summary Maracay Homes applicant representative Ed Madrid Product Development Manager, reiterated the interest on behalf of Maracay Homes in the Oro Valley area. MOTION: A motion was made by David Atler, Vice-Chairman and seconded by Richard Eggerding, Member to Approve OV1313-07. MOTION carried, 7-0. PLANNING UPDATE (INFORMATIONAL ONLY) Chad Daines, Principal Planner, provided the following Planning Division Updates: October Planning Division Update • The official project launch for Your Voice, Our Future (the General Plan Update) occurred at the State of the Town. The project website and online surveys are up and running. You can join the conversation at YourVoiceOV.com which uses a software called Mind Mixer to gather community comments. The Your Voice project is moving ahead with formulating materials and making preparations for outreach meetings in the coming weeks to interested groups and organizations. • The Mayor delivered the 2013 State of the Town Address on September 26th. The address, titled "A Picture of Healthy Growth" can be viewed on the Town's website. • The Fall Community Academy - Local Governance classes are scheduled from October 10th - November 21st . The first class is this Thursday and is an Introduction to Town Government. • Work is wrapping up on the amendment to the Public Art Code. This amendment will be considered by the Planning and Zoning Commission on November 13th and includes a Call to Artist process, amended review criteria and other changes to improve the quality of public art.Town Council approved the Conceptual Site Plan for the Stone Canyon Enclave at their October 2nd meeting. • Finally, we would like to thank Dino Sakellar for his service on the Board for the last two years. Dino was an inaugural member of the Board and was a huge resource to the Town in the formation and adoption of the Design Standards and new streamlined process. We want to wish Dino the best with his future endeavors.
