LA CANADA DRIVE CALL TO ORDER AT OR AFTER 6:00 P.M. Chair Sakellar called the Conceptual Design Review Board to order at 6:03 PM. ROLL CALL PRESENT: Dino Sakellar, Chairman David Atler, Vice-Chairman Harold Linton, Member Kit Donley, Member Nathan Basken, Member Richard Eggerding, Member EXCUSED: Kelly Huber, Member Also Present: Joe Hornet, Council Member Lou Waters, Council Member Paul Keesler, Town Engineer/DIS Director David Laws, Planning Division Manager David Williams, Planning Manager PLEDGE OF ALLEGIANCE Chairman Sakellar led the Pledge of Allegiance. CALL TO AUDIENCE - At this time, any member of the public is allowed to address the Commission on any issue not listed on today's agenda. Pursuant to the Arizona Open Meeting Law, individual Commission members may ask Town staff to review the matter, ask that the matter be placed on a future agenda, or respond to criticism made by speakers. However, the Commission may not discuss or take legal action on matters raised during "Call to Audience." In order August 21, 2013 Conceptual Design Review Board Meeting August 13,2013 Page 1 of 8 to speak during "Call to Audience" please specify what you wish to discuss when completing the blue speaker card. 1. REVIEW AND/OR APPROVAL OF THE JULY 9, 2013 REGULAR SESSION MINUTES MOTION: A motion was made by Richard Eggerding, Member and seconded by Harold Linton, Member to Approve the July 9, 2013 Regular Session minutes. MOTION carried, 6-0. 2. REQUEST FOR APPROVAL OF A CONCEPTUAL SITE PLAN FOR MARACAY AT VISTOSO, LOCATED EAST OF LA CANADA DRIVE ON BOTH SIDES OF AN EXTENSION OF PEBBLE CREEK DRIVE, OV1213-08. Rosevelt Arellano, Planner, presented his staff report which detailed the following: -Location Map -Development Outline -Concerns from 7/9 meeting -Conceptual site plan -Golf course setback map -Overall recommendation from Town Architect -Self-imposed one story lot location map -Review Standards -Recommendation -Conditions of Approval Tom Lemon, Applicant and Vice President of Land Acquisitions for Maracay Homes, presented a Power Point presentation of the planned development and the changes made which reflect the feedback from the July 9th Conceptual Design Review Board meeting. Mr. Lemon stated the land would be under development through roughly 2018. Maracay homes will situate the houses to take advantage of the mountain views as well as the golf course. Maracay homes is proposing four distinct neighborhoods with six gated parcels. The builder is working with Town staff as well as the neighbors to address the concerns raised including the golf course setbacks, traffic and the extension of Pebble Creek Parkway as well as to eliminate the spur ends. In addition, Maracay Homes stated 48 homes along the golf course will be restricted to building 1- story homes, specifically home sites which back to the 11th and 12th fairways. Mr. Lemon met with neighbors three times to insure their concerns have been heard, and resolutions have been made. The development will represent approximately $40 million August 21, 2013 Conceptual Design Review Board Meeting August 13, 2013 Page 2 of 8 investment in Oro Valley resulting in construction jobs, sales tax and impact fee revenues, east/west road connection for the master plan as well as a range of housing options. Paul Olan, WLB representative, explained the planned development will have far less homes than the land is actually zoned for which will result in a reduced density. The developer plans to keep a mix of products keeping open space preserved. Washes will also be preserved which will allow the residents to take advantage of surrounding views. The golf course setback has been modified as a result of the feedback received on July 9th. The setbacks will meet with the architect's recommendations. Pebble Creek Drive will be a focal point intersection at the recreation area. There are cross sections for views for both one and two story homes which match now. Clerk of the court read into record a letter from Harold Ruttenberg. Mr. Ruttenberg is an Oro Valley Resident who wished to voice his concerns regarding the development and the traffic impacts. Spencer Metz, Oro Valley resident, expressed his opposition to the development as planned. Mr. Metz felt the guidelines had stated there would be no two stories around the golf course. Mr. Metz referred to the General Plan and zoning guidelines, stating they must not be static but must evolve to apply to the architecture. Fred Haider, Oro Valley resident, is also opposed to the development. Mr. Haider was under the impression that there had been a verbal understanding between the home owners and the developers there would only be single family properties in this area. Mr. Haider referred to attachment 6 which shows the lots on the west side are smaller and "packed in". He is concerned with the density and dead end streets. Mr Haider does not feel the planned development is in keeping with what the residents want. Bill Adler, Oro Valley resident, believes there is not enough information being researched regarding the technological improvements and advancements in golf, to allow for the truly safe setbacks of the proposed developments. Mr. Adler expressed concern regarding the safety of future residents. Member Atler requested clarification from David Williams regarding the zoning of the development. Mr. Williams advised that the land owner has the right to build up to three story homes. The Town has no jurisdiction to limit the number of stories on these homes, therefore the builder and owner are well within their right to build the two story homes. August 21, 2013 Conceptual Design Review Board Meeting August 13, 2013 Page 3 of 8 MOTION: A motion was made by Kit Donley, Member and seconded by Harold Linton, Member to Approve conceptual site plan for Maracay at Vistoso, located East of La Canada Drive on both sides of an extension of Pebble Creek Drive, OV1213-08, subject to conditions from staff report. MOTION carried, 6-0. 3. REQUEST FOR APPROVAL OF A SIGN CRITERIA FOR THE SHOPPES AT ORACLE, LOCATED ON THE EAST SIDE OF ORACLE ROAD AND SOUTH OF HARDY ROAD, OV313-001. Patty Hayes, Senior Planning Technician, presented her staff report which detailed the following: -Vicinity -Sign criteria -Proposal -Site Photos -Proposal -Sign location map -Wall sign color palette -Wall sign locations -Wall sign design -Halo illumination - multi colored -Halo illumination - one color -Wall signs as directional -Condition of approval -Summary recommendation Mark Jones, Applicant Representative of Floresco Lighting and Signs, reassured the board and audience that the applicant will concur wit all conditions proposed by staff. Mr. Jones went on to explain the property had sat dormant for a long while, and is now being built out for future development. MOTION: A motion was made by David Atler, Vice-Chairman and seconded by Harold Linton, Member to Approve sign criteria for the Shoppes at Oracle, located on the East side of Oracle Road and South of Hardy Road, OV1213-15. MOTION carried, 6-0. 4. REQUEST FOR APPROVAL OF CONCEPTUAL PUBLIC ART FOR THE August 21, 2013 Conceptual Design Review Board Meeting August 13, 2013 Page 4 of 8 SHOPPES AT ORACLE, LOCATED ON THE EAST SIDE OF ORACLE ROAD AND SOUTH OF HARDY ROAD, OV1213-15. Rosevelt Arellano, Planner, presented his Staff report which detailed the following: -Vicinity -Second view of vicinity -Shoppes at Oracle Road image of development plan -Request images -Artwork location map -Image of Shoppes at Oracle entrances -Zoning Code design principles -Summary/Recommendation -Public art design principles Roger Brekenridge, Applicant representative. Mr. Brekenridge was not aware his item was on the agenda for this evening. Mr. Brekenridge reassured the Board members as well as the audience the points on the artwork are very high, therefore they are not a danger to citizens. MOTION: A motion was made by David Atler, Vice-Chairman and seconded by Kit Donley, Member to Approve MOTION carried, 6-0. 5. REQUEST FOR APPROVAL OF CONCEPTUAL MODEL HOME ARCHITECTURE FOR TUSCAN ESTATES IN STONE CANYON III, LOCATED WEST OF RANCHO VISTOSO BOULEVARD AND NORTH OF MOORE ROAD, OV1313-03. Rosevelt Arellano, Planner, presented his staff report which detailed the following: -Conceptual architecture -Location map -Vicinity Map -Applicant's proposal -Typical design features -Plan 2832 -Plan 3718 -Plan 4158 -Architectural standards August 21, 2013 Conceptual Design Review Board Meeting August 13, 2013 Page 5 of 8 -Design standards -Images of nearby homes -Summary Andrew Denehey, Sombra Homes, explained the reasons for the limited choices in garage door design. The CC&R's of the development require a rustic metal door. The builder is trying to keep in step with the standards for Tuscan Estates, which is one style of door and the design does not face the road. In addition to four color options, there are four rock styles and four roof tiles. Sombra Homes sought to modify condition two regarding the variation. MOTION: A motion was made by Richard Eggerding, Member and seconded by Kit Donley, Member to Approve conceptual model home architecture for Tuscan Estates in Stone Canyon III, located West of Rancho Vistoso Boulevard and North of Moore Road, OV1313-03, subject to the following conditions: -Approval limited to lots shown on Attachment 4 -Garage doors in the development shall vary in style, color or material -6 inch recess on windows MOTION carried, 6-0. 6. REQUEST FOR APPROVAL OF CONCEPTUAL MODEL HOME ARCHITECTURE FOR THE UPLANDS AT LAMBERT LANE SUBDIVISION, LOCATED WEST OF LA CANADA DRIVE AND LAMBERT LANE, OV1313-05. Patty Hayes, Zoning Plans Examiner, presented her staff report which detailed the following: -Applicant's proposal -Typical design features -Plan 2677 -Plan 2675 -Plan 2394 -Plan 2893 -Standard Features -Options -Architectural design principles -Nearby homes -Summary MOTION: A motion was made by Harold Linton, Member and seconded by Nathan Basken, Member to Approve conceptual model home architecture for the Uplands at August 21,2013 Conceptual Design Review Board Meeting August 13,2013 Page 6 of 8 Lambert Lane subdivision, located west of La Canada Drive and Lambert Lane, OV1313-05 MOTION carried, 5-0. 7**. REQUEST FOR APPROVAL OF A WALL SIGN FOR GREAT AMERICAN PLAYHOUSE, LOCATED AT 13005 NORTH ORACLE ROAD SUITE 165 IN THE RANCHO VISTOSO SHOPPING CENTER, S1300165 (**THIS ITEM WAS REMOVED FROM THE AMENDED AGENDA FRIDAY, AUGUST 2, 2013) PLANNING UPDATE (INFORMATIONAL ONLY) Chad Daines, Principal Planner, informed the Board Members the cases which were heard at this meeting will be on the Town Council September 4th Agenda. There will be a neighborhood meeting scheduled Thursday August 15th for a proposed rezoning at Tangerine and First Avenue. The next upcoming Conceptual Design Review Board is scheduled for September 10th. Hilary Turby has accepted a position with a private firm and will be missed. Chairman Sakellar will be leaving the board due to a change in residence. ADJOURNMENT MOTION: A motion was made by Kit Donley, Member and seconded by Richard Eggerding, Member to Adjourn at 8:00 PM.
