LA CANADA DRIVE CALL TO ORDER AT OR AFTER 6:00 PM Chairman Sakellar called the meeting to order at 6:01 PM ROLL CALL PRESENT: Dino Sakellar, Chairman David Atler, Vice Chairman Kelly Huber, Member Harold Linton, Member Kit Donley, Member Nathan Basken, Member Richard Eggerding, Member ABSENT: None ALSO PRESENT: Joe Hornat, Councilmember Lou Waters, Councilmember 1. CONCEPTUAL SITE PLAN FOR A PROPOSED 28 LOT MEDIUM DENSITY RESIDENTIAL SUBDIVISION, LOCATED ON PARCEL 10-N NORTH, ON THE SOUTHWEST CORNER OF RANCHO VISTOSO BLVD. AND VISTOSO HIGHLANDS DR., OV1212-18 Chad Daines, Principal Planner, presented the following - Context - Zoning - Conceptual Site Plan - Review Criteria - Rancho Vistoso MDR Zoning Standards - Neighborhood Concerns/Site Plan Issues - Recommendation Staff recommends Attachment 1, Condition 5, be amended to delete the reference to Lot 5. 02/26/2013 Conceptual Design Review Board Page 1 of 3 Paul Oland, WLB Group, representing the applicant, commented on the following: - The applicant is comfortable with the design -Worked hard with neighbors on both sides of the proposed subdivision - Only concern is the condition of the undulating the rear yard walls, which is going to be a challenge. Mr. Daines clarified that the Design Standards allow other options such as material changes or columns/piers to break up the wall. MOTION: A motion was made by Kit Donley, Member and seconded by Kelly Huber, Member to recommend approval of the Conceptual Site Plan for Rancho Vistoso Parcel 10-N, subject to the conditions in Attachment 1, and striking "side of Lot 5 to the sidewalk" in condition 5, finding that the proposed Conceptual Site Plan meets the applicable Zoning Code Design Principles and Standards. Attachment 1 Conditions of Approval Rancho Vistoso Parcel 10-N Conceptual Site Plan OV1212-18 February 26, 2013 CDRB Planning: 1. Homes shall be limited to one (1) story on Lots 21, 22, 23, and 24. 2. Provide headlight screen walls at a minimum height of 42 inches to the west of the street accessing Lots 1-4, 26&27. 3. Detention basin floors shall be planted with shrubs, understory plants and trees while still allowing for maintenance access. The types and number of trees and plantings are subject to Town Engineer and Planning and Zoning Administrator approval. 4. The rear yard walls shall provide undulations, offsets, or decorative features. A wall plan shall be provided with the Final Site Plan to demonstrate conformance with this requirement. 5. Provide a sidewalk connection from the sidewalk along the south along Hidden Springs Drive. Engineering: 6. Provide a maintenance access easement to the Town of Oro Valley at the junction structure tie-in to the existing culverts along the northern property boundary. 7. Provide a 5'-wide meandering sidewalk along Hidden Springs Drive connecting to the existing sidewalk. 8. On-street parking shall not be permitted for this subdivision. MOTION carried, 6-1 with David Atler, Vice Chairman opposed. ADJOURNMENT Chairman Sakellar adjourned the meeting at 6:26 PM.
