LA CANADA DRIVE CALL TO ORDER AT OR AFTER 6:00 P.M. Chair Sakellar call the meeting to order at 6:02 P.M. ROLL CALL PRESENT: Dino Sakellar, Chair Gil Alexander, Member Harold Linton, Member Kit Donley, Member Nathan Basken, Member Richard Eggerding, Member EXCUSED: David Atler, Vice Chair ALSO PRESENT: Lou Waters, Councilmember Joe Hornat, Councilmember PLEDGE OF ALLEGIANCE Chair Sakellar led the audience in the Pledge of Allegiance. CALL TO AUDIENCE - There were no speaker request. 1. REVIEW AND/OR APPROVAL OF THE NOVEMBER 13, 2012 REGULAR SESSION MEETING MINUTES MOTION: A motion was made by Gil Alexander, Member and seconded by Richard Eggerding, Member to Approve the November 13, 2012 Regular Session Meeting Minutes. MOTION carried, 6-0. 2. REVIEW AND RECOMMENDATION OF A MASTER SIGN PROGRAM FOR SAN DORADO LOCATED ON THE EAST SIDE OF ORACLE ROAD AT 1ST AVENUE, OV312-009 Patty Hayes, Zoning Plans Examiner, presented the following: - Master Sign Program - Master Sign Program Process - Location Map - San Dorado Site Plan - MSP Sign Site Plan - Entry & Multi-Tenant Sign - Multi-Tenant Signs - Single Tenant Signs - Interior Directional Signs - Apartment Entry Sign - Monument Sign Summary - Cabinets - Building Mounted Wall Signs - Under Canopy and Thematic Wall Signs - Wall Lighting - Combination Halo and Internally Illuminated Wall Sign - Proposed Palette - Wall Sign Summary - Attachment 1 Condition Brad Anderson, representing the property ownership, along with Ray Giannini from Pearson Signs, presented the following: - Master Site Plan - Entry Monuments - Multi-Tenants Signs - Multi-Family Sign - Directional Signage - Tenant Signage - Questions MOTION: A motion was made by Richard Eggerding, Member and seconded by Gil Alexander, Member to Approve OV312-009, a Master Sign Program for San Dorado, based on the finding that the proposed Master Sign Program, as conditioned, is in conformance with the applicable Zoning Code and Design Standards and Principles, subject to the conditions in Attachment 1. Member Alexander offered a friendly amendment to amend attachment 1 to read: Limit internal illumination for cabinet types signs so only the logo and letters emits lights. Friendly amendment was accepted by Member Eggerding. Attachment 1 Conditions of Approval Master Sign Program for San Dorado 1. Limit internal illumination for cabinet type signs so only the logo and letters emit light. MOTION carried, 6-0. 3. CONCEPTUAL MODEL HOME ARCHITECTURE FOR RANCHO VISTOSO NEIGHBORHOOD - 10 PARCELS S, U AND V, LOCATED ON THE NORTHWEST AND NORTHEAST CORNERS OF LA CANADA DRIVE AND MOORE ROAD, 0V1312-05A Rosevelt Arellano, Planner, presented the following: - Conceptual Architecture Review - Location Map: Rancho Vistoso NH 10 Parcels SUV - Context: Homes in the Same Subdivision - Nearby Homes Continued - Applicant's Proposal - Typical Design Features - Fin Model - Benjamin Model - Brian Model - Architectural Design Principles - Addendum "A" Design Standards - Conditions of Approval (Attachment#1) - Summary MOTION: A motion was made by Gil Alexander, Member and seconded by Dino Sakellar, Chair to Amend attachment one to include the following additional condition: Should a two story home be built on Lots 29 and 30, additional architecture detail to the Moore Road elevation side shall be included as determined by the Planning and Zoning Administrator. MOTION carried, 6-0. ATTACHMENT#1 CONDITIONS OF APPROVAL RICHMOND AMERICAN MODEL HOMES OV1312-05A December 12, 2012 1. Models approved for Rancho Vistoso Neighborhood 10 Parcels S,U and V, lots 1-6, 8-11, 13-49, 67- 71, 75, 81, 82, 86, 103-105, 129-132, 134, 139-141 and 207 2. Two-story homes shall not be located on corner lots (Lots 1, 24, 44, 45, 67, 75, 103, and 207), and no more than 2 two-story homes shall be located side by side on the same street. 3. The left elevation for the Fin Model(Plan 196) shall include at least one of the following elements to be visible above the 5'fence line: • One optional window with lintels and sills • Rafter tails • Other design feature which produces an equivalent degree of façade articulation as determined by the Planning and Zoning Administrator 4. Should a two-story home be built on Lots 29 and 30, additional architecture detail to the Moore Road elevation side shall be included as determined by the Planning and Zoning Administrator. MOTION: A motion was made by Gil Alexander, Member and seconded by Kit Donley, Member to Approve with conditions Model Home Architecture (Plans Fin, Benjamin and Brian) for the lots specified in Attachment#1 for Rancho Vistoso Neighborhood 10 Parcels S, U and V subject to the conditions specified in the revised attachment#1, finding that the proposed Model Home Architecture meets the applicable Zoning Code Review criteria. MOTION carried, 4-2 with Harold Linton, Member, and Richard Eggerding, Member opposed. 4. PLANNING UPDATE (INFORMATIONAL ONLY) Chad Daines, Principal Planner, presented the following: - Request for proposals for qualified public artists for repairing and maintaining Town owned public art - Open house for Securaplan project - Major General Plan update - Amendment to the Zoning Code which reduces the size of the Conceptual Design Review Board - Upcoming Neighborhood meetings include: January 15, 2013 Fry's drive-through - Future Agenda Items: Rancho Vistoso Parcel 10-N and Election of Officers ADJOURNMENT MOTION: A motion was made by Richard Eggerding, Member and seconded by Kit Donley, Member to Adjourn the Conceptual Design Review Board meeting MOTION carried, 6-0.
