Chair Sakellar called the meeting to order at 6:00 p.m.

Chair Sakellar led the audience in the Pledge of Allegiance.
CALL TO AUDIENCE
Chair Sakeliar opened the Call to Audience with no speakers.
1. REVIEW AND/OR APPROVAL OF THE JUNE 12, 2012 REGULAR SESSION
MEETING MINUTES
MOTION: A motion was made by Harold Linton, Member and seconded by Nathan
Basken, Member to Approve the June 12, 2012 regular session meeting minutes.
MOTION carried, 7-0.
2. SIGN CRITERIA REVISION FOR THE CAPIN CAR CARE CENTER, LOCATED
AT THE NORTHWEST CORNER OF ORACLE ROAD AND COOL
DRIVE (OV312-004)

Patty Hayes, Zoning Plans Examiner, presented the following:
-Sign Criteria
-Location Map
-Request Summary
-Elements of Proposed Sign Criteria
-Existing Monument Signs in the Capin Plaza
-Existing Wall signs in the Capin Plaza
-Existing Signs adjacent to the Capin Plaza
-Sign Criteria vs. Oro Valley Zoning Code
-Summary
-Staff Revised Conditions of Approval
Sarah Mendez, Marketing Director from Mister Car Wash, representing the applicant,
gave an explanation of the sign colors.
The following public comment was made:
Bill Adler, Oro Valley resident, commented on trade mark color of the sign, brightness of
sign colors and consistency of signs.
MOTION: A motion was made by Gil Alexander, Member and seconded by Dino
Sakellar, Chair to Amend number two of the Conditions of Approval, to read "Only one
color from the approved color palette can be used for the sign face for all letters on one
line for a sign of a business".
MOTION carried, 6-1 with Harold Linton, Member opposed.
MOTION: A motion was made by Gil Alexander, Member and seconded by Richard
Eggerding, Member to Approve 0V312-004, a revised sign criteria for all parcels
included in the Capin Care Center, based on the following findings: The proposed Sign
Criteria is in conformance of the applicable Oro Valley Zoning Code Sign Code, Design
Standards and Principles and including the revised Conditions of Approval, Attachment
One.

Conditions of Approval
Sign criteria for the Capin Car Care Plaza
1. All existing permitted signs that do not comply to this Sign Criteria shall be permitted
to remain. Any change or modification to an existing sign shall require conformance
to this Sign Criteria.
2. Only one color from the approved color palette can be used for THE SIGN FACE
FOR all letters ON ONE LINE FOR A SIGN OF of.a-woFd for a business. Different
colored or multiple colored letters cannot be used for one word.

NEIGHBORHOOD - 10 PARCELS S,U AND V- LOTS 1-6, 8-11, 13-49, 67-71,
103-105, 129-134, 139-141, AND 207, LOCATED ON THE NORTHWEST AND
NORTHEAST CORNERS OF LA CANADA DR. AND MOORE RD. (0V1312-05)

Michael Del Castillo, Vice President land Acquisition for Richmond American Homes,
representing the applicant, presented a brief overview of the project.
The following public comments were made:
Bill Adler, Oro Valley resident, commented on four sided architecture, and what the
code allows vs. mandates.
Mary Caswell, Oro Valley resident, commented on single story homes.
Mike Cartier, Oro Valley resident, commented on consistency, issues with the HOA
and the flexibility with the home buyers.
MOTION: A motion was made by Gil Alexander, Member and seconded by Kit Donley,
Member to Amend Attachment One BY striking the third paragraph.
MOTION carried, 7-0.
MOTION: A motion was made by Gil Alexander, Member and seconded by Rachel
Childers, Member to Approve with the conditions in Attachment One, Model Home
Architecture (Plans Ford, Fenton, Fremont, Franklin and Fletcher) for the lots specified

in Attachment One for Rancho Visotoso Neighborhood 10 Parcels 5, U and V subject to
the conditions specified in Amended Attachment One, finding that the proposed Model
Home Architecture meets the applicable Zoning Code Review criteria.

1. Models approved for Rancho Vistoso Neighborhood 10 Parcels S,U and V, lots 1-6,
8-11, 13-49, 67-71, 103-105, 129-134, 139-141 and 207
2. A front courtyard wall (at least 3' in height) must be provided for model Fremont when
the 2' or 4' garage extension option is chosen. Courtyard walls shall be finished with
materials and colors from the approved palette.
