CALL TO ORDER AT OR AFTER 6:00 P.M.
Chairman Sakellar called the meeting to order at 6:01 p.m.

CALL TO AUDIENCE
Chairman Sakellar opened the Call to the Audience with no speakers.
REGULAR AGENDA
1. Approval of the December 13, 2011, January 10, 2012, and January 24, 2012,
Conceptual Design Review Board meeting minutes
Member Alexander requested a change to the roll call for December 13, 2011, minutes.
The requested changes were noted.
MOTION: A motion was made by Harold Linton, Member and seconded by Gil
Alexander, Member to approve the Conceptus( Design Review Board meeting minutes
as amended.
MOTION carried, 8-0.

*2. Review and possible action regarding Conceptual Site Plan, Conceptual
Architecture and Alternative Parking Ratio for the Encantada at Steam Pump
Apartments. 0V1212-01 (REMOVED FROM AGENDA 03/12/2012)
3. Review and possible action regarding:
a. PAD Exemption from the current sign guidelines for Rooney Ranch Area B

Karen Berchtold, Senior Planner, presented information on the Applicant's request
-PAD sign exemptions
-Rooney Ranch PAD
-Sign Code: PAD Exemption
-Zoning Code Regulation of Signs
-Rooney Ranch Area B
-Master Sign Program Rooney Ranch Area B
-Elements of Proposed Master Sign Program
-MSP Review Criteria; Addendum A, Design Standards
-Zoning code Section 28, Purpose
-Conclusion/Recommendation
The following public comment was made:
Bill Adler, Oro Valley resident, spoke on the historic perspective on the sign design.
Staff recommended the following additions to the conditions of approval:
- Logo area for the PAD building be increased from 10 sq. ft. to 14 sq. ft.
- Shop tenants square footage of wall signs be one square foot for each linear foot
rather than one and a half for each linear foot
- Monument sign height
Mark Jones, applicant, representing Fluoresco, addressed the following concerns:
- Current signs at Rooney Ranch
- Development of Master Sign Program
- Concept of consistence
- Matrix of what was submitted
MOTION: A motion was made by Harold Linton, Member and seconded by David Atler,
Member to continue the request for a PAD Exemption from the Rooney Ranch Area B
Sign Guidelines and the Master Sign Program for Rooney Ranch Area B until April
10, 2012, with the direction that both Areas be combined into one action.

4. Review and possible action regarding:
a. PAD Exemption from the current sign guidelines for Rooney Ranch Area D

b. A new master Sign Program for Rooney Ranch Area D OV311-005
MOTION: A motion was made by Gil Alexander, Member and seconded by Richard
Eggerding, Member to continue the request for a PAD Exemption from the Rooney
Ranch Area 0 Sign Guidelines, the Master Sign Program for Rooney Ranch Area D
until April 10, 2012 with direction that both Areas be combined into one action
MOTION carried, 8-0.
5. Discussion regarding Model Home Side Facade Articulation standards
Matt Michels, Senior Planner, presented the following:
-Issue
-Side Facades
-Construction Methods
-Production Subdivisions
-Summary
The Board commented on the following issues:
- Does Code recognizes an end building as different.
- Do sidewalls include the rear
-Want to see more articulation on sides
- Is there a cost increase to the builder
6. Planning Manager's Update (Informational Only)
David Williams, Planning Manager, presented the following:
-Staff is reviewing a Conditional Use Permit and Site Plan for a gas station
-Staff is reviewing a Conceptual Architecture for Hohokam Mesa
-Staff met with the owners of Oro Valley Town Centre project
-Public Art Conservation Plan Program
-Town of Oro Valley Primary Election
-Neighborhood Meetings

MOTION: A motion was made by Harold Linton, Member and seconded by Gil
Alexander, Member to adjourn the Conceptual Design Review Board meeting at 8:07
p.m.
MOTION carried, 8-0.
