ORO VALLEY ART REVIEW COMMISSION
SPECIAL SESSION
MAY 10, 2011
COUNCIL CHAMBERS

Call to Order at or after 6:00 p.m.
Chairman Moutafis called the meeting to order at 6:03 p.m.
Roll Call
PRESENT: Matthew Moutafis, Chairman
Anthony Bayne, Commissioner
Connie Cullman, Commissioner
Steve Hagedorn, Commissioner
Gail Munden, Commissioner
Wendy Timm, Commissioner
ALSO PRESENT: Councilmember Lou Waters
1. Approval of the February 22, 2011, ARC minutes.
MOTION: A motion was made by Commissioner Munden and seconded by
Commissioner Cullman to approve the February 22, 2011, ARC minutes.
MOTION carried, 6-0.
2. St. Mark Church request for conceptual and final approval of a public art
proposal, located at 2727 W. Tangerine Road on the southeast corner of
Shannon Road and Tangerine Road, 0V511-002. For questions and
additional information, please contact David Ronquillo, Senior Planner, at
(520) 229-4817 or dronquillo@orovalleyaz.gov.
Chairman Moutafis recused himself stating he was the applicant for the project
and appointed Commissioner Hagedorn to officiate as Chairman.

Commissioner Munden inquired about the maintenance plan. Mr. Ronquillo said
it was specified as a condition in Exhibit A.
Matthew Moutafis, applicant, reviewed the following:
- Three dimensional model showing footprint of statue, bench locations and
design of circled driveway
- Statue material
- Statue pose
- Continuity in each of the future phases
Commissioner Bayne asked if the alpha & omega signals were part of the
project. Mr. Moutafis responded in the affirmative.
MOTION: A motion was made by Commissioner Timm and seconded by
Commissioner Bayne to approve OV511-002, request for conceptual and final
approval of public art for Phase 1 of St. Mark Church, with the conditions in
Exhibit A.
MOTION carried, 5-0.
3. Sheftel Dermatology request for conceptual approval of a public art
proposal, located at 2285 E. Vistoso Commerce Loop Drive, directly
northeast of Rancho Vistoso Boulevard, 0V511-003. For questions and
additional information, please contact David Ronquillo, Senior Planner, at
(520) 229-4817or dronquillo@orovalleyaz.gov.
David Ronquillo, OV Senior Planner, presented the following:
- Request for Conceptual Review
- Conceptual Design Review
- Location Map
- Site Plan
- Conceptual Art Design
- Conclusion
Commissioner Hagedorn asked if doors qualify as pieces of artwork in the code.
Mr. Ronquillo said the zoning code is pretty open as to what can be considered a
piece of artwork as long as the artwork is unique and not a reproduction of
many.

David James, representing Sheftel Dermatology, announced that the artist was
unable to attend due to prior commitments and would answer any questions the
commissioners had.
The commissioners concerns were as follows:
- Public will not look at the doors as a piece of artwork
- Renderings do not show the heart of the concept
- Suggestion for the doors to be used in a courtyard rather than attached to the
building
Mr. James noted the following:
- Design elements would be tied into the door
-Would like to make it functional
- Doors are handcrafted
- Difficult to place the art as the focal point before building is built
- Final rendering will be more detailed
Dr. Scott Sheftel, owner, said their choices were to put artwork in the building
that would be seen by the patients or enhance the building which would be more
practical and visible. Chairman Moutafis said public art is for people to enjoy
and tells them something about what happens in the building.
Dr. Sheftel asked what the difference was in putting this artwork on a wall versus
putting it on the door. Commissioner Hagedorn said when placed on the
building, they become functional doors and intricate to the building. The public
will not see them as art but as a part of the building.
Dr. Sheftel asked if mounting them to the sides of plain glass doors would be
acceptable and also asked for the commission's direction. The commission
made some suggestions.
David Williams, OV Planning Division Manager, said for clarification that
generally architectural elements or structural parts of a building are not
considered in satisfying the public art requirement.
MOTION: A motion was made by Commissioner Munden and seconded by
Commissioner Hagedorn to continue item OV511-003 to a future meeting until
more information can be provided.
MOTION carried, 5-1 with Chairman Moutafis opposed.
4. Planning Division Manager Update

Mr. Williams gave the following updates:
- Conceptual Design Review Board
- St. Mark Church rezoning approved
- Upcoming neighborhood meetings
- Upcoming DRB meetings
- Oro Valley Retirement Center is beginning construction
- Town Council Study Session on the annual budget 5/11/11
-Work has commenced on code requirements that impede the use of renewable
energy and water conservation

Chairman Moutafis adjourned the meeting at 6:57 p.m.
