ORO VALLEY ART REVIEW COMMISSION
SPECIAL SESSION
February 22, 2011

Call to Order at or after 6:00 p.m.
Chairman Moutafis called the meeting to order at 6:00 p.m.

PRESENT: Matthew Moutafis, Chairman
Anthony Bayne, Commissioner

Gail Munden, Commissioner
Wendy Timm, Commissioner
ALSO PRESENT: Councilmember Lou Waters and Vice Mayor Mary Snider
Chairman Moutafis mentioned Commissioner Zev Cywan's passing and
dedication to the commission and the Town of Oro Valley. A moment of silence
was observed.
1. Approval of the November 16, 2010, ARC minutes.
MOTION: A motion was made by Commissioner Hagedorn and seconded by
Commissioner Munden to approve the November 16, 2010, ARC minutes.
MOTION carried, 6-0.
2. OV511-001, Town of Oro Valley requests conceptual and final approval of
a public art proposal associated with the Town Hall Solar Project, located at
11000 N. La Canada Drive. Two art installations are proposed at two
locations within the Town Hall campus. For questions and additional

Commissioner Bayne recused himself from this agenda item.
Bayer Vella, OV Conservation and Sustainability Manager, introduced Sara
Helmer and Randy Drake, representing Arizona Public Service (APS), and Joe
Lupiani and Anthony Bayne, artists from Metalphysic Sculpture Studio.

Mr. Vella presented the following:
- General Description of Town Energy Efficiency and Solar Project
- Town Hall Parking Lot
- New Solar Ramada Site
- High Pedestrian Traffic and Vantage Points
- Architectural Context for Buildings
- Town Hall Outdoor Public Art
Mr. Lupiani and Mr. Bayne presented the following:
- General Description of Solar Lions
- Solar Lion: Town Hall
- Solar Lion: Ramada
- Solar Lions: Finishes
Commissioner Timm asked if the light reflection would be cast downward. Mr.
Lupiani responded that one would reflect upward and the other downward.
Commissioner Hagedorn asked if the screen would be viewable during daylight
hours. Mr. Drake said it would be placed behind a plexi glass or plate to reduce
the glare.
Commissioner Munden asked about maintenance on the computer equipment.
Mr. Vella said the screen is rated for outdoor use. Mr. Vella said the sun and
heat would impact the screen and computer and would need to be upgraded in 5
years, which would be the Town's responsibility. Commissioner Munden asked if
the Ramada solar panel would be a functioning solar panel. Mr. Vella said it
would not, and the solar panel is being donated by APS.
Commissioner Timm asked why the technology and illumination was not being
directly powered by solar. Mr. Vella said he really pushed for that, but car
batteries would have to be incorporated into the project. Their concern was the
long term cost of replacing the batteries every 5 years. Mr. Lupiani added that
the lights would draw 3.5 watts and would be on timers set from dusk to sunrise.
Chairman Moutafis said the dynamics of the statues were very nice, but had
reservations regarding their size and how the project works with the architecture
of the buildings. Mr. Lupiani said the architectural plans are to scale, and may
not be as large as it appeared in the renderings. Mr. Bayne said they had a
difficult design challenge in fitting it within the design of the building. They
reconciled the challenge with the color usage and soft lines of the lions. Mr.
Bayne said they want to remind people of the new construction and felt the
sculpted lions would offset the difference in style.

Chairman Moutafis agreed with Commissioner Timm stating it would have been a
wonderful touch if the lighting would have been powered by solar energy.
MOTION: A motion was made by Commissioner Munden and seconded by
Commissioner Gullman to approve OV511-001, Town of Oro Valley's request for
conceptual and final approval of a public art proposal associated with the Town
Hall Solar Project.
MOTION carried, 5-0.
3. Planning Division Manager update.
Chad Daines, OV Principal Planner, introduced himself and gave the following
update:
- ARC Regular Session for 3/1/11 has been cancelled.
- ESL Ordinance was unanimously approved by Council on 2/16/11.
- Steam Pump Village has a PAD amendment under review and will likely be
heard by Council in April.
- Sign Code public hearing is rescheduled for March 2, 2011, with Council.
- Schedule and agenda for the Community Academy Spring Semester will be
available February 23, 2011, and will be distributed to Council. Due to the
new Conceptual Design Review Board, future training schedule adjustments are
anticipated for the new board.
- Council approved C-N zoning district that allows mixed use development.

MOTION: A motion was made by Commissioner Hagedorn and seconded by
Commissioner Bayne to adjourn the ARC meeting at 6:52 p.m.
