ORO VALLEY ART REVIEW COMMISSION
SPECIAL SESSION
November 16, 2010

Call to Order at or after 6:00 p.m.
Chairman Moutafis called the meeting to order at 6:00 p.m.

1. Approval of the October 19, 2010, ARC minutes.
MOTION: A motion was made by Commissioner Munden and seconded by
Commissioner Bayne to approve the October 19, 2010, ARC minutes.
MOTION carried, 6-0
2. OV510-006, Panda Express, represented by Santa Theresa Tile Works,
requests final approval of a public art proposal for the Panda Express
restaurant, located in proximity to the southeast corner of Oracle Road and
Magee Road. For questions and additional information, please contact

Chairman Moutafis inquired about the exposed area at the bottom of the
pedestal. Susan Gamble, applicant/artist, said a gusset would be placed at the
bottom of the pedestal.
Ms. Gamble introduced the fabricator, Jon Watson, of The Metal Gardner, who
confirmed that a skirt would be placed at the bottom.
Chairman Moutafis asked if there would be a bottom plate and whether each
cube would have a top plate. Mr. Watson responded in the affirmative.
Chairman Moutafis had a safety concern regarding a hand getting caught
between the cubes. Ms. Gamble showed the commission the sample she
brought and explained that the hand could only go so far.
Ms. Gamble presented the following features of the sample cube:
- steel angle iron frame
- cement board where tile will be adhered to
- 3 sides of cube will stationary
- 1 side to be used as an access panel
- ball bearing slows down the rotation and locks into place
Chairman Moutafis asked if the top plate would be sealed in the event of rain.
Mr. Watson said the top plate would provide access to the interior but silicone
sealant would be placed in all the cracks.
Commissioner Hagedorn asked if all the figures would be black and white. Ms.
Gamble said she wanted the animals to depict an outlined cartoon look and the
only color would be on the item the animals are holding.
Commissioner Gullman asked if the cubes would slip into place once they are
turned. Ms. Gamble said each cube has a corresponding indentation that will
align when the panel is moved.
Commissioner Munden and Chairman Moutafis thanked Ms. Gamble for
addressing all their concerns and for her professional and thorough presentation.
MOTION: A motion was made by Commissioner Munden and seconded by
Commissioner Gullman to approve the final submittal of the Panda Express
represented by Santa Theresa Tile Works.
MOTION carried, 6-0.

**3. Discussion and possible action regarding December meeting date and time
for Art Review Commission.
Mr. Ronquillo said there were no pending art projects for December, but the
application submittal date was still a week out.
Chairman Moutafis advised the commission to wait and see, because a special
session could be called at any time.
David Williams, OV Planning Division Manager, said staff would inform the
commission if an application was submitted. Mr. Williams suggested that they
indicate a preferred date or week in the event a December meeting was to occur.
Commissioner Hagedorn said he would prefer the 2nd or 3rd week in December.
The commissioner's nodded in agreement.
Commissioner Munden asked if they could discuss the time of the ARC
meetings. Chairman Moutafis said for most of the commissioners, it was not a
handicap to be there at 6:00 p.m.
Commissioner Hagedorn said he works downtown and found it difficult to be
there at 6:00 p.m. due to the rush hour traffic.
Commissioner Munden said she did not understand the whole public attendance,
since the public does not have a voice on Art Review Commission meetings.
She believes Town staff does not need to be here this late and there were no
problems with the time of 4:00 p.m. Commissioner Munden added that there
was no need to have an audience on ARC issues, and that was her opinion.
Commissioner Gullman said the only time that works for her is 6:00 p.m. or later.
Chairman Moutafis said it should be given more thought, and did not need to be
decided tonight.
Adjournment
MOTION: A motion was made by Commissioner Bayne and seconded by
Commissioner Hagedorn to adjourn the ARC meeting at 6:26 p.m.
MOTION carried, 6-0.
