ORO VALLEY ART REVIEW COMMISSION
REGULAR SESSION
April 7, 2009

Call to Order at or around 4:00 p.m.
Chairman Hagedorn called the meeting to order at 4:00 p.m.

1. Approval of the March 3, 2009, minutes.
Member Honn requested a change to her comments on Item 4.
MOTION: A motion was made by Vice-Chair Honn and seconded by Member
Cywan to approve the March 3, 2009, ARC minutes with the requested change
to the comments of Member Honn on Item 4.
MOTION carried, 7-0.
2. Final Review: OV5-09-004, Town of Oro Valley Public Works Department,
Transit Services Division, represented by Rosemary Latshaw, requests
approval of a final public art proposal for the Town of Oro Valley Sun Tran
Park and Ride facility located in proximity to the northeast corner of Rancho
Vistoso Boulevard and Innovation Park Drive. If you have any questions

Michael Spaeth, OV Planner, addressed the comment from Chairman
Hagedorn's concern regarding the viability of the tree at the site. Mr. Spaeth
presented an email that showed the Town's botanist opined the tree would be
"just fine." Mr. Spaeth continued and presented the staff report into record.
Rosemary Latshaw and Moira Marti Geoffrion presented the proposal.
Ms. Geoffrion presented samples of the tile and showed a variety of steel
benches.
Member Cywan stated he went to benches around town and did not find one to
be any type of a safety issue.
Ms. Geoffrion showed samples of the patina and colors.
Member Moutafis asked how often the colors would have to be redone. Ms.
Geoffrion responded that there are benches in Oro Valley that have been in
place for five years.
MOTION: A motion was made by Member Cywan and seconded by Vice-Chair
Honn to approve OV5-09-004, final artwork.
MOTION carried, 7-0.
3. Conceptual Review: OV5-09-005, Gary and Amy Heinfeld LLC.,
represented by Susan Gamble, requests approval of a conceptual public art
proposal for lot 4 of the San Jose Plaza, located in proximity to the
northeast corner of Oracle Road and El Conquistador Way. If you have any
questions about this matter, please contact David Ronquillo, Senior
Planner, at (520) 229-4817or dronquillo@orovalleyaz.gov.
David Ronquillo, OV Senior Planner, presented the staff report and reviewed the
location and zoning. Mr. Ronquillo stated the application meets the 1% and it is
in conformance with the zoning code.
Chairman Hagedorn asked for clarification where the public access would be
located. Mr. Ronquillo stated access would be available from the parking area
on three sides of the building.
Susan Gamble of Santa Theresa tile works presented the proposed art work.
Ms. Gamble presented the paint colors of the proposed buildings and pictures of
her previous work.
MOTION: A motion was made by Member Moutafis and seconded by Member
Munden to accept the conceptual art proposal of OV5-09-005.
MOTION carried, 7-0.
4. Bourne Partners LLC., representing the owner and applicant, requests a
courtesy review of a public art proposal for the El Charro restaurant within
the Oracle Crossing Shopping Center, located in proximity to the southwest
corner of Oracle Road and Magee Road.
David Ronquillo, OV Senior Planner, presented the staff report. Mr. Ronquillo
stated the development has met the required 1% and the proposed artwork is
above what is required.
Member Moutafis opined the art appears to be advertising. Members Cywan and
Honn agreed.
Rob East of Bourne Properties, presented the proposal. Mr. East stated the
photo being used is an El Charro staff photo from the 1930's. The art will look
tilesque and be made of aluminum composite.
Chairman Hagedorn requested to see a sample of the tile, the type of finish
and colors. Mr. Hagedorn stated enough information should be provided so that
the proposal can be properly evaluated.
Mr. East passed a different rendition depicting the faces of a male and female.
The ARC took a poll to decide what photo was preferred
Group Photo - Option A - No response
Couple Photo - Option B - 5 Members preferred and 2 Members objected
5. Discussion and clarification regarding conceptual and final review of
artwork. (Continued from March 3, 2009).
This item was continued from last month and staff had nothing else to
add. Members were satisfied with the information provided.

MOTION: A motion was made by Vice-Chair Honn and seconded by Member
Moutafis to adjourn at 5:45 p.m.
MOTION carried, 7-0.
