LA CANADA DRIVE CALL TO ORDER 6:00 P.M. Chairman Zinkin called the meeting to order at 6:00 p.m. ROLL CALL PRESENT: Mike Zinkin, Chairman Mary Caswell, Vice-Chair John Buette, Member Tom Gribb, Member Scott Leska, Member Michael Schoeppach, Member Ray Shelton, Member PLEDGE OF ALLEGIANCE Chairman Zinkin led the audience in the Pledge of Allegiance. CALL TO AUDIENCE Opened and closed without comment. CONSENT AGENDA A. Review and approval of the September 26, 2007, Development Review Board minutes. MOTION: A motion was made by Vice-Chair Caswell and seconded by Member Buette to approve the September 26, 2007 Development Review Board minutes as submitted. MOTION carried, 7-0. REGULAR AGENDA 1. Flouresco Lighting and Signs, representing Whirlygig properties, requests approval for Sign Criteria for an 8 acre shopping center known as Mercado at Canada Hills, located on the east side of La Canada Drive, just north of 10/09/2007 Minutes, Development Review Board 2 Lambert Lane. The applicant is requesting to place wall signs and two freestanding signs on the property. Gerry Montgomery,Mont ome , Flouresco Lighting, non resident presented slides depicting the proposed signs design. Chairman Zinkin asked what color the ACE sign would be and the applicant responded that ACE has decided it would use a black colored sign. Jonathan Lew, OV PlanningTechnician, presented the staff report. Mr. Lew reviewed the following: Location Surrounding area Proposed freestanding and wall signs Mr. Lew stated staff recommended approval with no conditions. MOTION A motion was made byVice-Chair Caswell and seconded by Member pp Shelton to approve OV3-07-003, Sign Criterion for Mercado at Canada Hills. MOTION carried, 7-0. 2. Preview: OV13-07-09A, Gee Properties 1, LLC, representing Yokohama Express, requests preview of a color revision for Yokohama Asian Asian p a q Express, located at 8060 N. Oracle Road. The parcel number is 225-14- 0520. applicant The is requesting a review of potential colors for the color revision to the building. This item will be a preview only— no action will be taken. OV13 -06-19E, Olive Garden, represented by GMRI Inc., requests approval of an a mendment to the Master Architectural Concept Plan (MACP) for the , Oro Valley Marketplace,lace located at the southwest corner of Tangerine Road and Oracle Road. The request is to amend the approved MACP to amend approved roof colorpalette to include a new blend of ceramic roof tile the for Olive Garden. The site is zoned Rancho Vistoso Planned Area Development C-2 Commercial. If you have any questions about this matter, please contact Pamela J. Pelletier, OV Planner, at 229-4813 or ppelletier@orovalley.net. eGa ne Darden Restaurants, non resident, showed a sample of the new Jack D g blend for the roof tile and stated it is a 60-40 blend of color using the four approved colors in the Old Saguaro Blend. 10/09/2007 Minutes, Development Review Board 3 Matt Michels, OV Senior Planner, presented the staff report into record. Mr. Michelsp ointed out an error in the staff report as requested that page two, second paragraph, second sentence and below, be stricken from the report. Mr. Michels stated that staff does believe this proposal is compatible but staff is concerned about the precedence an approval would set. Chairman Zinkin asked if this roof palette involved only the freestanding buildings. Mr. Michels affirmed. MOTION: A motion was made by Member Leska and seconded by Member approve OV13-06-19E, an amendment to the Master Architecture Color Gribb to pp Palette (MACP) for the Oro Valley Marketplace, as requested by Olive Garden, represented by GMRI Inc. Vice-Chair Caswell stated she would vote against the motion because she objected to the change of the Master Architectural Plan. Member Buette stated that the proposed variation looked good. Leska stated he preferred variety and what is proposed is not a different Member color, simply a variation. Member Schoeppach had no objection to the presentation or the roof color pp . however, there was a public process and will not substitute himself to the process that went on. For that reason, Member Schoeppach will vote against the motion. Chairman Zinkin stated his concern for the residents of Palisades and the hodgepodge of colored roofs, for this reason Mr. Zinkin will vote against the motion. Member Shelton stated that this proposal was not a deviation from the color palette that already had approval. MOTION carried, 4-3 with Chairman Zinkin, Vice-Chair Caswell, and Member Schoeppach opposed. 4. Planning and Zoning Update. Matt Michels, OV Senior Planner, gave a brief update on the following: State Trust Land "Arroyo Grande" Steam Pump Ranch Honeybee Village 10/09/2007 Minutes, Development Review Board 4 Planning and Zoning Website Public noticing techniques Citizen Planning Institute 2010 census ADJOURNMENT MOTION: A motion was made by Member Schoeppach and seconded by Vice- Chair Caswell to adjourn at 7:17 p.m. MOTION carried, 7-0.
