Chairman Zinkin called the meeting to order at 6:00 p.m.

CONSENT AGENDA
A. Review and approval of the January 8, 2008 Development Review Board
minutes.
Draft Minutes
MOTION: A motion was made by Member Schoeppach and seconded by
Member Shelton to approve the January 8, 2008, Development Review Board
minutes as submitted.
MOTION carried, 6-0.
REGULAR AGENDA
1. Continued Item: OV13-06-19H, Olive Garden, represented by GMRI Inc.
and CRHO Architects, Inc., requests approval to amend the Master
Architecture Concept Plan (MACP) to include "brick clinkers" in approved
Vistoso stone mixture, as well as requesting approval of architectural
elevations for the Olive Garden at Oro Valley Marketplace, located at the
southwest corner of Tangerine Road and Oracle Road. This request is
two-fold: 1) amend the MACP to include "brick clinkers" mixed in the
approved Vistoso stone; and 2) approve architectural elevations for the
Olive Garden restaurant within the Oro Valley Marketplace. If you have any

Conditions
Mr. Jim Powell presented the proposed concept plan and reviewed the following:
Revised elevations
Floor plan
Revised design
Colors and materials
Clinkers
Window headers
Mr. Jack DeGagne, non resident, of Darden Restaurant, reviewed the proposed
clinker material.
Member Buette asked the applicant to clarify his request.
Mr. DeGagne responded the request before the Board is to allow the developer
to use a variation of a combination of approved materials.
Mrs. Pamela Pelletier, OV Planner, presented the staff report into record and
reviewed the following:

Previous elevations
Revised elevations
Color and materials palette
Mrs. Pelletier stated staff recommended denial of the request to amend the
MACP and approval of the architectural elevations, with the conditions listed in
Exhibits A and B.
MOTION: A motion was made by Member Leska and seconded by Member
Shelton to approve OV13-06-19H, Olive Garden, represented by GMRI inc. and
CRHO Architects, Inc., request to amend the Master Architecture Concept Plan
(MACP) to include a combination of"brick clinkers" and Vistoso stone veneer,
with the conditions listed in Exhibit B.
Chairman Zinkin stated he would vote against the motion because the MACP
was primarily designed by Vestar and it would be wrong to continually deal with
minor changes. The MACP was approved with a long process and there is a
reason that the MACP is in place.
Member Schoeppach stated he would vote against the motion for the reason
stated by Chairman Zinkin.
MOTION carried, 4-2 with Chairman Zinkin and Member Schoeppach opposed.
MOTION: A motion was made by Member Leska and seconded by Member
Buette to approve OV13-06-19H, request for architectural approval for Olive
Garden at Oro Valley Marketplace, as requested by Olive Garden, represented
by GMRI Inc. and CRHO Architects, Inc., subject to the conditions in Exhibit B,
with a friendly amendment added by Member Gribb that an additional facade
indentation shall be added on the rear elevation directly under the trellis.
MOTION carried, 6-0.
2. OV12-04-30K, Vestar Development Company, represented by GMRI Inc.,
requests approval of development and landscape-hardscape plans for
Olive Garden restaurant, Lot 19 and Pad 28 at the Oro Valley Marketplace,
located within Rancho Vistoso Neighborhood 4 at the southwest corner of
the Tangerine and Oracle Road intersection.
This request is for a stand-alone restaurant pad development within the Oro
valley Marketplace. If you have any questions about this matter, please

Conditions
Darren Watson, non-resident, of Kimley-Horn & Associates stated the developer
has no objection to the conditions listed in Exhibit A and B. Mr. Watson reviewed
the landscape and hardscape plans.
Pamela Pelletier, OV Planner, presented the staff report and reviewed the
following:
Reasons for the revision request
Development plan
Screen wall
Landscape plan
Hardscape plan
Mrs. Pelletier stated staff recommended approval with the conditions listed in
Exhibits A and B.
Paul Keesler, OV Development Review Manager, stated the applicant has
provided adequate space for delivery trucks of varying sizes. The space
provided is over and above what is required by the code.
Mr. Degagne reviewed the landscape plan and stated there would be no grass.
MOTION: A motion was made by Member Schoeppach and seconded by
Member Leska to approve development plan for Olive Garden, OV12-04-30K
and landscape-hardscape plans, OV12-04-30K, with the conditions in Exhibits A
and B.
MOTION carried, 6-0.
3. 0V3-07-05, Golf Villas Condominiums, represented by Addis Signs,
requests approval of a Master Sign Program; located on the east side of La
Canada Drive, approximately 1/4 mile south of Naranja Drive. The applicant
is requesting to add a second entryway sign to an existing entrance. If you

This item was removed at the request of the applicant.
4. OV12-02-11 B, Larsen Baker LLC, represented by John Evans &
Associates, requests approval of a development plan and landscape plan
for Palisades of Oro Valley commercial center, located on the northeast
corner of Oracle Road and Hardy Road. A commercial development is

Exhibit A and B
Martin Krawitz, Larsen Baker, non resident, presented the proposed
development plan for Palisades of Oro Valley. Mr. Krawitz stated the developer
met with the neighbors and further discussed the grading waiver and landscape.
Mr. Krawitz reviewed the following:
Height poles
Building heights
Roof top equipment
Mr. Krawitz stated the developer concurred with the conditions in the staff report.
John Evans, non resident, of Larsen Baker, reviewed the proposed development
plan.
Mr. Zinkin stated he had been contacted by neighbors and was told that during
one of the meetings between neighbors and the developer, a commitment was
made that lights would not be any higher than 10 feet. Mr. Krawitz stated the
developer has committed to shield light from the neighbors but no specific height
was discussed.
Larry McGlone, non resident, stated the lighting in question at the east property
line, exterior lighting between the buildings and the property line, will not exceed
10 feet.
Jeff Covine, Landscape Architect and non resident, reviewed the proposed
landscape and reviewed the following:

David Ronquillo, OV Senior Planner, presented the staff report and reviewed the
following:

Parking analysis
Mr. Ronquillo stated staff's concern regarding the mixed use of the
project; staff would like to see less restaurant or more office use. Staff requested
the applicant submit a traffic analysis by a professional traffic engineer. Staff
would recommend approval of the development plan with the exclusion of the
parking analysis.
Mr. Ronquillo presented the landscape plan. Mr. Ronquillo stated all of the off
sets along the wall located at the western edge of the buffer need to be
eliminated. Mr. Ronquillo stated staff recommended approval with the conditions
in Exhibit A.
Mr. McGlone discussed the parking analysis that he provided. Mr. McGlone
explained that assumptions had to be made because all of the tenants have not
been identified. The analysis uses the worst case scenario.
Martin Krawitz reminded DRB that the development is deed restricted to night
time only restaurants at the east buildings.
John Evans stated the presentation showed a worst case scenario; the parking
spaces needed is speculation. The thought was to have more parking than
needed so as not to be under parked.
Jennifer Gillaspie, Oro Valley resident, wanted to confirm the requirements made
by Town Council were incorporated in the development for approval. Ms.
Gillaspie requested that the lighting be restricted to 10 feet within 130 feet and
the hours of operation limited to no later than 11 p.m. Ms. Gillaspie also asked if
the standards for scrubbing the restaurant smoke stacks were Pima County
standards or Oro Valley. She also wanted to ensure adequate bonding was
required in case the development was not completed.
Elen Zank, Oro Valley resident, stated the developers have been very kind in
discussing the proposal. Ms. Zank stated she would be happier with anything
other than a restaurant and requested that she be present when trees are being
placed. Ms. Zank asked if the buildings are changed from restaurant to
retail, that the HVAC be put on the ground.
Mr. Krawitz stated he has committed to be with the neighbors when
any additional trees are placed. They also would commit to looking at converting
about 2200 square feet from restaurant to retail space, to meet the parking
requirements. Mr. Krawitz stated the developer would be willing to hire a private
third party traffic engineer to produce a parking analysis.
Bayer Vella, OV Principal Planner, suggested utilizing a condition that the
applicant work with staff to either achieve complete compliance with OVZCR
parking requirements or develop an alternative parking analysis to staffs
satisfaction, that will be reviewed and approved by Town Council
MOTION: A motion was made by Chairman Zinkin and seconded by Member
Shelton to approve OV12-02-11 B, Applicant's request for a development plan
and landscape plan for Palisades of Oro Valley with the conditions in Exhibit A
and B, with the added condition the applicant work with staff to either achieve
complete compliance with OVZCR parking requirements or develop an
alternative parking analysis to staff's satisfaction that will be reviewed
and approved by Town Council.
MOTION carried, 6-0.
Chairman Zinkin called for a recess at 8:43 p.m.

5. OV13-08-04, Kevin B. Howard Architects, representing Stonewest
Developments, requests approval of three model homes for the Retreats at
Vistoso, in the Hohokam Mesa single-family residential subdivision; located
at the southeast corner of Rancho Vistoso Blvd. and Moore Road. This
request is for architecture at the single-family subdivision development at
Vistoso Town Center. There are three model types designed to fit on
specific lots within the subdivision. Each model has two architectural styles:
Southwest Contemporary and Southwest Territorial. If you have any

Mrs. Pelletier stated the proposal meets code and staff recommended
approval with the conditions in Exhibits A for both the Retreats at Vistoso and the
Courtyards at Vistoso.
Joe Hornat, Oro Valley resident, stated his concern for two story buildings on 45
foot lots and the walls that will be along Rancho Vistoso Boulevard. Mr. Hornat
requested the buildings be restricted to single story.
Mrs. Pelletier continued and reviewed the surrounding area comparison.
Staff recommended approval of the Courtyards with the conditions in Exhibit A.
MOTION: A motion was made by Member Buette and seconded by Member
Shelton to approve OV13-08-04, Kevin B. Howard Architects, representing
Stonewest Developments, request for architecture approval for the Retreats at
Vistoso with the conditions in Exhibit A.
MOTION carried, 6-0.
6. OV13-08-05, Kevin B. Howard Architects, representing Stonewest
Developments, requests approval of three model homes for the Courtyards

MOTION carried, 6-0.
7. Board Member Comments. This item provides members of the Board an
opportunity to comment on issues of interest or concern. No discussion of
such items is enabled and must be appropriately placed on an agenda for a
future meeting.
Mr. Zinkin welcomed back Mr. Vella and introduced the DRB liaison Karen
Berchtold.
8. Planning and Zoning update.
Mr. Vella provided agenda information for the DRB Study Session.
