LA CANADA DRIVE CALL TO ORDER REGULAR SESSION AT OR AFTER 6:00 P.M. Chair Schoeppach called the meeting to order at 6:00 p.m. ROLL CALL PRESENT: Michael Schoeppach, Chairman Gene Wowk, Member Ray Shelton, Member Richard Luckett, Member EXCUSED: Dennis Ottley, Member PLEDGE OF ALLEGIANCE Chairman Schoeppach led the audience in the Pledge of Allegiance. CALL TO THE AUDIENCE Chairman Schoeppach opened and closed without comment. CONSENT AGENDA 1. Review and/or approval of the April 12, 2011 and May 24, 2011, Development Review Board meeting minutes. Chairman Schoeppach moved the May 24, 2011, minutes to the regular agenda. Member Luckett moved the April 12, 2011, minutes to the regular agenda. REGULAR AGENDA Member Luckett commented on the April 12, 2011 minutes, page 3 of 4, Dr. Bolser made a comment in reference to the tower reminding her of a gun turret and was told to live with it. Member Luckett would like to make everybody aware that this comment was not made by the Design Review Board. MOTION: A motion was made by Member Shelton and seconded by Member Luckett approve the April 12, 2011, DRB minutes. MOTION carried, 4-0 Chairman Schoeppach requested grammatical changes to the May 20, 2011, minutes. 06/14/2011 Development Review Board Page 1 of 5 MOTION: A motion was made by Member Shelton and seconded by Member Wowk to approve the May 24, 2011, ORB minutes. MOTION carried, 4-0 1. Development Plan for proposed Taco Bell Restaurant, located in Rooney Ranch Area B at northwest corner of Oracle Road and First Avenue. OV1209-17. Paul Oland, non-resident representing WLB presented the following: - Location Map -Ariel Map - Development Plan Member Luckett suggested that the five parking spaces on the far east side be eliminated and the area landscaped. Chairman Schoeppach suggested adding a shade structure for the patio. Karen Berchtold, Senior Planner, presented the following: - Request - Location Map -Context Map - Development Plan Proposal - Development Plan - Zoning Standards (PAD Zoning Standards) -Zoning Standards - Public Input - Summary Member Luckett agreed with Chairman Schoeppach's suggestion to add a shade structure for the patio. MOTION: A motion was made by Member Shelton and seconded by Member Wowk recommend approval OV1209-17, Development Plan for Taco Bell Restaurant at Rooney Ranch Area B, subject to the conditions in Attachment 1. MOTION carried, 4-0 2. Replacement wireless communications antennas on an existing 53-foot monopole, located at 421 W. Cool Drive, on the south side of Cool Drive between Northern Avenue and Oracle Road, 0V610-007. Amanda Hoffman representing the Verizon Wireless, presented the following: - Location Map - Pole Location - Existing and Proposed Antenna Layout - South Elevation- Existing & Proposed 06/14/2011 Development Review Board Page 2 of 5 Matt Michels, Senior Planner, presented the following: - Pole Location - Existing Elevation Existing & Proposed - Findings/Recommendation - Letter of Authorization Member Shelton asked should this be denied would the existing antenna stay. Mr. Michels responded with yes. Frank Ali, resident, representing Michelago's stated the antenna is visible from the restaurant and asked when will the carriers stop asking for more. MOTION: A motion was made by Member Shelton and seconded by Member Wowk recommend approval of replacement wireless communications antennas on an existing 53-foot monopole, located at 421 W. Cool Drive, on the south side of Cool Drive between Northern Avenue and Oracle Rd. 0610-007. Discussion ensued between DRB members regarding the replacement wireless communications antenna. MOTION failed, 1-3 with Chairman Schoeppach, Member Wowk, and Member Luckett opposed. MOTION: A motion was made by Chairman Schoeppach and seconded by Member Luckett to Enter Recess recommend denial of the replacement wireless communications antennas on an existing 53-foot monopole, located at 421 W. Cool Drive, on the south side of Cool Drive between Northern Avenue and Oracle Road, 0V610-007. MOTION carried, 4-0 3. Development Plan and Landscape Plan for proposed QuikTrip gas station and convenience store, located within Steam Pump Village in proximity to the NW corner of Oracle Road and Hanley Boulevard. OV1211-06. Discussion - David Little from the WLB Group, presented the following: - Landscape/Elevations Development Plan Member Luckett asked why 51 parking spaces were being proposed. Mr. Little said he would refer that question to Mike Wooten. Mike Wooten from QuikTrip, non resident commented that additional parking spaces are needed for the success of the business. Additional items are sold with a full service coffee bar to meet the customer's needs. Mr. Wooten presented the following: -Architecture 06/14/2011 Development Review Board Page 3 of 5 - Building elevations - Gas Canopy Elevations Member Luckett suggested removing 11 of the parking spaces. Chad Daines, Principal Planner, presented the following: - Request - Location Map - Context Map - Development Plan Proposal - Development Plan - Steam Pump Village PAD Zoning Standards - Landscape Plan -Zoning Code Applicable Landscape Standards - Public Input - Summary Chad Daines, Principal Planner, presented the following: -Architecture - Elevations - Gas Station Canopy - Design Criteria - Modified Elevations - Compatibility - Summary Laura Ortiz, non-resident, representing Evergreen stated Evergreen would not place something in Steam Pump that wasn't high quality. MOTION: A motion was made by Member Shelton and seconded by Member Wowk recommend approval of 0V1211-06, Development and Landscape Plans for QuikTrip convenience store and gas station, subject to the conditions in Exhibit "A". MOTION carried, 4-0 4. Architectural Elevations for proposed QuikTrip gas station and convenience store, located within Steam Pump Village in proximity to the NW corner of Oracle Road and Hanley Boulevard. OV1311-09. MOTION: A motion was made by Member Luckett and seconded by Member Wowk approve with conditions architectural elevations for QuikTrip convenience store and gas station within the Steam Pump Village Development, subject to the conditions in Exhibit"A". I • -Thanked the members of the DRB for all their hard work and service on the DRB. Design Standards approval - Community Academy for the CDRB Neighborhood meetings for LA Fitness and AT&T Mobility.
