No speakers present Chair Clark closed Call to Audience.   COUNCIL LIAISON COMMENTS   REGULAR SESSION AGENDA   1.REVIEW AND APPROVAL OF THE SEPTEMBER 21, 2021 REGULAR SESSION MEETING MINUTES       Motion by Chair Anna Clark, seconded by Member Matthew Wood to approve the September 21, 2021 regular session minutes.  Vote: 7 - 0 Carried   2.REPORT AND DISCUSSION ON THE ARIZONA PARKS AND RECREATION ASSOCIATION 2021 CONFERENCE       Ms. Diaz-Trahan reports that the APRA conference was in person this year. There were over 75  Ms. Diaz-Trahan reports that the APRA conference was in person this year. There were over 75 sessions to choose from. She explains that the Administrative professionals have been overlooked in the past with regards to sessions that can support and educate their field. There was a group formed that will lead those professionals. Maryanne Tolmie is leading that group. Chair Clark attended the conference as well. There were many exhibitors. Kristy states that she was a speaker at the conference as well. Chair Clark explains her experience with the conference, and she looks forward to attending next year. Member Coyle asked some clarifying questions.   3.PRESENTATION AND DISCUSSION ON THE PARK BOND PROJECT       Ms. Diaz Trahan presented a PowerPoint. She states that most of the work that the bond project will pay for will happen at Naranja Park. She continues with the explanation on the PowerPoint and the tentative schedule of the work that will be covered. Member Temple asked a clarifying question regarding the parking lot at the Community Center.   4.DISCUSSION AND POSSIBLE ACTION TO APPROVE THE PROPOSED 2022 PARKS AND RECREATION ADVISORY BOARD MEETING SCHEDULE       Motion by Chair Anna Clark, seconded by Member Matthew Wood to approve the 2022 Parks and Recreation Board meeting schedule.  Vote: 7 - 0 Carried   5.RECOGNITION OF OUTGOING BOARD MEMBERS PHILIP SALETTA AND GARY TEMPLE    Chair Clark and Ms. Diaz-Trahan thanked these members for their service on the board. Member Temple thanked Council Member Joyce Jones-Ivy, Joe Andrews, and Ms. Diaz-Trahan. On July 7, 2021, Town Council identified specific priority projects with associated amenities to be included in the bond issuance, including improvements to the Community Center, Naranja Park, and Multi-use Paths. BACKGROUND OR DETAILED INFORMATION: On May 5, 2021, Town Council passed Ordinance No.(O) 21-05, broadening the use of revenue resulting from the 0.5% increase to the transaction privilege tax enacted by Ordinance No. (O)14-17 on December 17, 2014.  On June 16, 2021, Town Council adopted the fiscal year 2021/2022 budget, inclusive of a $25 million bond issuance for various parks and recreation improvements which utilizes the 0.5% increase to the transaction privilege tax as the primary source of repayment.   On July 7, 2021, Town Council identified specific priority projects with associated amenities to be included in the $25 million parks bond issuance, including improvements to the Community Center, Naranja Park, and Multi-use Paths.  Those projects include the following:   Community Center  Conquistador and Canada courses golf irrigation replacement Tennis court replacement Resurfaced/reconfigured parking Naranja Park  Multi-use fields Splash pad Pickleball courts Basketball courts Pump track Skate park New paved paths Ramadas Restrooms Associated infrastructure Multi-use Paths  Multi-use Paths  La Canada Drive between Lambert and Naranja Naranja Drive between La Canada and park entrance CDO wash to James D. Kriegh park The progress report for today will include the following items of the overall $25 million bond issuance project:   Updated project implementation timelines Updated Tennis Court site plan Updated Naranja Park site plan FISCAL IMPACT: N/A SUGGESTED MOTION: N/A    Parks and Recreation Advisory Board 4.
