ROLL CALL PRESENT: Ellen Guyer, Chair Dean Strandskov, Vice-Chair Ed Hannon, Commissioner Marilyn Lane, Commissioner Connie Trail, Commissioner Eric Thomae, Commissioner ALSO PRESENT: Kristy Diaz-Trahan, Parks & Recreation Director Lynanne Dellerman, Recreation Manager CALL TO THE AUDIENCE Oro Valley Resident Bill Adler spoke about the historic preservation budget, including $125,000 budgeted this year for a metal cover over the Steam Pump Ranch pump house. 1. REVIEW AND/OR APPROVAL OF THE APRIL 7, 2014 REGULAR SESSION MINUTES MOTION: A motion was made by Commissioner Thomae and seconded by Vice-Chair Strandskov to approve the April 7, 2014 minutes as written. MOTION carried, 6-0 2. DEPARTMENT REPORT Parks & Recreation Director Kristy Diaz-Trahan reported the following: 05/05/14 Minutes, Historic Preservation Commission 1 - Town's agreement with the Oro Valley Historical Society to include Archaeology Southwest Hands-On educational program. - Archaeology Southwest shade structure at the garden. - The Oro Valley Historical Society collection in the tack building. - Local crafts for youth at the Second Saturdays at Steam Pump Ranch. - Pima Animal Care Center summer adoptions during Second Saturdays. - The Girl Scouts wildlife inspiration station unveiling on May 17, 2014 in the Steam Pump Ranch butterfly garden. - Budget and capital improvement items on May 7, 2014 Town Council agenda. 3. PLAN A TOUR OF HISTORIC PLACES FOR THE ORO VALLEY HISTORIC PRESERVATION COMMISSION - DISCUSSION AND POSSIBLE ACTION Recreation Manager Lynanne Dellerman commented that she may know someone to conduct the tour and possibly provide education on Certified Local Governments (CLG). Chair Guyer expressed interest in touring historic homes. Ms. Dellerman suggested holding the tour in the fall. Commissioner Thomae offered to take photographs. 4. HISTORIC PRESERVATION OUTREACH EFFORTS - DISCUSSION AND POSSIBLE ACTION Chair Guyer thanked Commissioner Lane for her work on the brochure. Commissioner Lane requested a couple of minor adjustments to the brochure. Ms. Dellerman offered to make those adjustments and replace the current map in the brochure with a detailed map of historic sites. Discussion ensued regarding a speaker's bureau and ways to spread the word about historic preservation. Chair Guyer requested that this item be a standing agenda item. 5. FINAL COMMENTS ON ORO VALLEY CULTURAL HERITAGE PRESERVATION PLAN - DISCUSSION AND POSSIBLE ACTION Ms. Diaz-Trahan reported that the only change is the credit to the authors and Mayor and Town Council listing. Ms. Diaz-Trahan will provide this accepted version to the Town Council for adoption. 05/05/14 Minutes, Historic Preservation Commission 2 6. REPORT ON CERTIFIED LOCAL GOVERNMENT RESEARCH - DISCUSSION AND POSSIBLE ACTION Chair Guyer and Commissioner Thomae met previously and discussed how to learn more about CLG. Chair Guyer developed two proposals: - Proposal 1: One (or more) commissioner(s) work during the summer with Parks & Recreation staff to produce the required CLG annual report. Then prepare a written annual report of commission activities to submit to the State Historic Preservation Office (SHPO) and provide for the public. - Proposal 2: Create a subcommittee to work over the summer months to: 1) Review all requirements for compliance with CLG eligibility. 2) Research the benefits available to Oro Valley as a CLG. 3) Coordinate CLG compliance benefits with the Historic Preservation Commission Powers and Duties as delineated in Article 6-10 (Historic Preservation Code). 4) Recommend a work plan for the 2014/15 Historic Preservation Commission meetings to be presented to the Commission at the September 2014 meeting. Commissioner Trail offered to complete Proposal 1. The Commission decided to establish a subcommittee to complete Proposal 2. This subcommittee will include Commissioner Thomae, Chair Guyer and Commissioner Trail. They will provide a report to the Commission in June. 7. ANNOUNCEMENTS No announcements. 8. FUTURE AGENDA ITEMS Chair Guyer discussed holding a joint meeting with the Oro Valley Historical Society in the fall directly prior to the regular Historic Preservation Commission meeting. The commission decided to hold it in November this year and in the spring in the future. Commissioner Lane requested to review the proposal from Compusult and prioritize preservation items at the June meeting. Chair Guyer suggested following the regular June meeting with a study session to brainstorm for the coming year. 05/05/14 Minutes, Historic Preservation Commission 3 9. SCHEDULING NEXT HISTORIC PRESERVATION COMMISSION MEETING TENTATIVELY FOR MONDAY, JUNE 2, 2014 TO BEGIN AT 5:00 P.M. - DISCUSSION AND POSSIBLE ACTION No discussion.
