Chair Guyer called the meeting to order at 5:00 p.m. ROLL CALL PRESENT: Ellen Guyer, Chair Dean Strandskov, Vice Chair Ed Hannon, Commissioner Marilyn Lane, Commissioner ALSO PRESENT: Kristy Diaz-Trahan, Parks & Recreation Director Lynanne Dellerman, Recreation Manager Brendan Burns, Town Council Member 1. HISTORIC PRESERVATION COMMISSION TRAINING REGARDING THE PROCESS OF HOW A NEIGHBORHOOD IS SUBMITTED ON A HISTORIC REGISTRY - DISCUSSION Guest speaker Ralph Comey, Architect, discussed the process involved in establishing neighborhoods on the historic registry. He reviewed the following: - Properties 45 years or older are considered historic. The State Historic Preservation Office must agree with the nomination. - Suffolk Hills has been discussed and may be approved on the historic registry. - He is documenting Jostler houses in the Catalina Foothills. - He completed historic houses Virginia Heights which are expected to be approved. - Nominations ultimately go to the National Registry of Historic Places. Archeological sites may also be nominated. When listed, the property receives special recognition that may increase property value and offers a property tax write-off. A historic property may lose its designation if remodeled. - Nominating a neighborhood is a detailed process dealing with various criteria: a) relationship of property to the neighborhood. b) Distinctive persons living in the neighborhood. 02/04/13 Minutes, Historic Preservation Commission 1 c) Architecture. - Submittals must include the following: - Map of contributors and non-contributors. - Physical description. - History description. A consultant would assist to get properties reviewed for designation. - 50% of houses in the neighborhood must be historic before the neighborhood qualifies as historic. - Distinctive properties can be historically significant without having distinctive architecture.
