HomeMy WebLinkAboutMinutes - Historic Preservation Commission - 1/9/2012 MINUTES ORO VALLEY HISTORIC PRESERVATION COMMISSION REGULAR SESSION MAGISTRATE COURT 11000 N LA CANADA DRIVE ORO VALLEY, ARIZONA 85704 MONDAY, JANUARY 9, 2012 CALL TO ORDER Chair Pullara called the meeting to order at 5:00 p.m. ROLL CALL PRESENT: Valerie Pullara, Chair Ellen Guyer, Vice Chair Lois Nagy, Commissioner Ed Hannon, Commissioner Dean Strandskov, Commissioner STAFF PRESENT: Ainsley Legner, Parks Recreation Library & Cultural Resources Director Karen Berchtold, Senior Planner Lynanne Dellerman, Recreation Manager Roxy Johnson, Oro Valley Historical Society CALL TO THE AUDIENCE No speakers. 1. REVIEW AND/OR APPROVAL OF THE DECEMBER 5, 2011 REGULAR SESSION MINUTES MOTION: Commissioner Hannon MOVED to approve the minutes as amended. Vice Chair Guyer seconded the motion. Motion passed, 5-0. 2. REVIEW OF CULTURAL RESOURCE CONSULTANT LIST FOR THE ENVIRONMENTALLY SENSITIVE LANDS ORDINANCE — DISCUSSION AND POSSIBLE ACTION Senior Planner Karen Berchtold explained that the Planning division undertook the environmentally sensitive lands project and as part of it, they updated the cultural resources ordinance. The goal was to include a definition of cultural resources professional that is consistent with the Secretary of Interior's standards and make other changes to the ordinance. As part of that, they developed a list of cultural resources professionals. The process included requests for proposals for firms interested in being included on the list and ten submittals were 01/09/2012 Minutes, Historic Preservation Commission 1 received. The proposal included specific criteria requirements. After review of the submittals, six firms were put on the list. Ms. Berchtold explained that staff will ask the firms to provide a list of services and the applicant will select the firm based on particular services offered. MOITON: Commissioner Hannon MOVED to approve the list of consultants and send it forward to the Town Council. Vice Chair Guyer seconded the motion. Motion passed 5-0. 3. STEAM PUMP RANCH — DISCUSSION AND POSSIBLE ACTION A. RECOMMENDED LOCATION FOR NEW RESTROOM FACILITY Parks Recreation Library and Cultural Resources Director Ainsley Legner reported that staff had asked a consultant review three potential locations for a restroom at Steam Pump Ranch. The potential locations were as follows: ♦ The north part of the Proctor Leiber house • South bunk house • A new location near the multi-use path. Staff recommends that it be built near the multi-use path because of funding. The Town has funding from in lieu fees for recreation. The recreation division has been collecting money for the last 15 years from developers who built subdivisions without adding parks and so they were required to pay in lieu fees. Approximately $180,000 has been collected. This would open up Steam Pump Ranch and it would allow users to access the restroom from the multi-use path. The Town recommends gating the area to ensure that the ranch is not unnecessarily left open. In response to questions, Ms. Legner explained the following: - The hours have not been determined. Park hours are 6 a.m. — 10 p.m. but this would be in the transportation corridor so it may be necessary to keep it open 24 hours a day. - The restroom will be handicap assessable. - The cost estimate was over $100,000 due to the need for water and sewer. Staff will meet to see if how much work can be done in-house. B. CERTIFICATE OF OCCUPANCY No update. C. TOHONO O'ODHAM NATION GARDEN GRANT No update. D. UPDATE ON DRAFT LICENSE AGREEMENT WITH THE ORO VALLEY HISTORICAL SOCIETY Chair Pullara stated that she met with the Oro Valley Historical Society members and Ms. Legner and reviewed the agreement. Staff had also met with the Town attorney. The document 01/09/2012 Minutes, Historic Preservation Commission 2 presented this evening is the product of that meeting. Certain issues were considered such as site access and it was determined that the Oro Valley Historical Society will maintain a list to be shared with the Town. They also spoke about the policies of the Town and how they will ensure the stewardship of the site. Chair Pullara stated that the renewal has been reduced from five to four years. Ms. Legner pointed out that occupancy of spaces will be governed by a separate agreement to g ensure that if additional space is needed, that it will conform to the Town's requirements. An application form will be completed to gain site access by the Oro Valley Historical Society members and the list will be housed with the Town and approved by the Oro Valley Historical Society president and volunteer coordinator. Ms. Legner stated that the next step is recommendation by this commission and then the item will be presented to the Town Council on February 1, 2012. MOTION: Vice Chair Guyer MOVED to accept the license agreement as written. The motion was seconded by Commissioner Strandskov. Motion passed, 4-1 with Commissioner Hannon opposed. 4. UPDATE ON TOWN'S DRAFT CULTURAL RESOURCES INVENTORY PHASE II: PRESERVATION PLAN — DISCUSSION Ms. Legner stated that a year extension has been permitted due to difficulties with the grant and g so this item will not be on the February agenda but it should be on the March agenda. 5. ORO VALLEY'S CELEBRATION OF THE ARIZONA CENTENNIAL — DISCUSSION AND POSSIBLE ACTION Recreation Manager Lynanne Dellerman reported that Vice Chair Guyer, Commissioner Nagy g y and Commissioner Hannon are on the sub-committee along with Joyce Rychener representing the Oro Valley Historical Society. The event will include the following: • Tours of the Pusch house • Self guided tours of the ranch • A garden presentation • Horse shoers • Horse drawn wagons and possibly a stagecoach • A chocolate through the ages presentation • Ice cream vendor • Adobe brick making • A presentation on horses through the ages • Display cases in the Pusch house The event will be on February 4, 2012 from 10 a.m. — 3 p.m. Periodic dress is optional. 01/09/2012 Minutes, Historic Preservation Commission 3 Commissioner Nagy reported that she is coordinating activities in the Ranch House. The tours will be every 45 minutes. There will be three glass showcases with photographs and posters. The commission discussed advertising options for the event. 6. UPDATE ON RECRUITMENT OF NEW HISTORIC PRESERVATION COMMISSION MEMBERS — DISCUSSION Ms. Legner reported that the Town has received one applicant for this position at this time. Interviews will be scheduled in the end of January with Councilmember Solomon and Chair Pullara. Applications may also be made available at the centennial event, if necessary. 7. SCHEDULING NEXT HISTORIC PRESERVATION COMMISSION MEETING DATE — DISCUSSION AND POSSIBLE ACTION The next Historic Preservation Commission meeting is scheduled for February 6, 2012. There will be a training session beginning at 5:00 p.m. with the regular session to begin at or after 6:00 p.m. Commissioner Hannon recommended keeping the February regular session agenda to a minimum due to the training session. Ms. Legner added that there will also be a training session in March and there may be a guest speaker at that time. 8. FUTURE AGENDA ITEMS Review of centennial celebration Honey Bee Park ANNOUNCEMENTS Ms. Legner reported that the Town Council approved the transfer of the 60 acre Honey Bee Park from Pima County to the Town effective July 1, 2012. ADJOURNMENT MOTION: Commissioner Hannon MOVED to adjourn the meeting at 5:56 p.m. Vice Chair Guyer seconded the motion. Motion passed 5-0.
